Thank you for the time and commitment you make for the town of North Andover and its
residents. We believe it is important to gave you a bit of the histany of our property at 476 Great
Pond Road, When the property owner, Attorney Potter, was killed in an autorrrebi€e accident in
North Andover in the early 1980s, Ile left three daughters. Two of them did not live in the area,
so that left only Penelope and her husband Walter Saxe who remained interested in maintaining
the property. €n order to satisfy the interests of the two sisters, Penny and Walter had to sell the
6.2 acre portion of the property which Oduded a care-taker's cottage, a two car garage, a barn,
and a stable. The main mouse, on the ater's edge, would remain with Penny and Walter-
The "Potter Place"was known for a contury before we purchased 476 Great Pond Read in
1985, thirty- sever} years ago. The plan was always to maintain the cottage and eventually to
build a dream house. We subdivided the property. Indefinite and long delays to the new town
sower along Great Pond Road slowed our origina€ enthusiasm- We did not warn! the alternative
optional new septic system, So we wafted, and renovated the existing cottage in the rneantime.
We were doubly disappointed when the huiIding inspector them told us that ornr renovation was
nQ lornger a Minor renovation, but a major renovation, and that therefore we would have to
purnp the existing septic system, fll it with rocks, and wait for a new sewer system to be
completed in order to get an occupancy permit.

building the dream horno. Reastrictions of the Green Belt and set-backs from the lake and the.

architect, William' Balkus, we now have a successful plan that uses that buildable land, without
encroaching on the Green Belt or the set-barks of Lake ochiche iok and Foamy Brook- Our
