Justin Woods,Planning Director/TRC Chair From: Fire Chief Dolan RE, TRC Comments Eaglewood Properties Foster Farm Elementary School Date: 16 June 2003 The following are my comments from the presentations given at the Technical Review Committee meeting held on June 12,2003. Eaglewood Properties— • For fire protection and suppression the single retail store and the proposed 59,525 square feet of separate retail stores must have separate fire protection and suppression systems including separate master fire alarm boxes and secured key access safes. • All buildings must be protected by the installation of fire sprinkler systems in accordance with Mass, General Law Chapter 143 Section 26 G. • The Fire Chief must approve Fire Hydrant and fire department locations. The engineer representing the developer indicated that he would contact the fire department regarding this matter. • The traffic signal must include a 3M Opticom receptor, Mass. State Highway has the specifications for this emitter. The signals should be coordinated as much as is possible with the other traffic signals on Route 114. Foster Farm Elementary School— • The school will have automatic fire sprinklers in accordance with Mass. General Law I 2 • The school will have automatic fire protection system connected to the municipal fire alarm system through a master fire alarm box and a secured key access box will need to be installed. • Location of fire hydrants will need to be reviewed and approved by the fire department • It is imperative that the water main connection from Foster Street to the school be installed in addition to the water main from Salem and Boxford St. The installation of the Foster St. water main will provide a"looped"water system. If water were shut off from either Foster St. or Boxford St. the other water main would continue to provide water for the fire suppression system. Without this water main any disruption on the Boxford St. water main would impair or shut down the water supply for fire protection to the school. This school is over two miles from the nearest staffed station, if they are in quarters. The fire suppression system, "fire sprinklers" is the primary fire protection for the life safety of the students and faculty of this facility. Any compromise of the fire protection features of this facility will require an immediate evaluation by the fire department for life safety. • In planning for school construction and the safety of the students and faculty consideration must be given to the proximity of the school to the newly installed Maritimes Gas Pipeline. This pipeline is a thirty(30) inch high pressure line (1400psig) line which crosses Foster St. at the North of the property and then crosses Boxford St. to the East of the property following the New England Grid power lines.
