MEETING WITH CONSERVATION COMMISSION STAFF ON JANUARY 6, 2003

The purpose of the meeting was to discuss the Foster Farm Elementary School project with
the Conservation Staff relative to the current planning and various Wetlands Protection Act
and Wetlands Bylaw issues that will likely affect the project design and permitting.
Overall,the meeting was productive and informative. Ms. Parrino seemed pleased with the
project designers consideration with regard to resource area setbacks, and looked forward
to working with us in the future. The following is a list of topics discussed:
Soil Testing:
The Conservation staff will handle the approval of soil testing. A wetland filing will not be
required. We must give Julie prior notice of when the testing will occur and the locations of
the test holes and borings.
Abutters:
Due to the abutting North Andover Conservation Commission-held land, it is unclear which
lot the Commission would like to extend the 300 abutter notification area. The
Conservation staff will let us know after they look at the North Andover Assessors maps.
Town Consultant:
The consultant for the Conservation Commission will be Lisa Eggleston. She will handle
the review relative to Stormwater Management. Both Ms. Eggleston and Ms. Parrino will
review other conservation aspects such as wetland replication and Buffer Zone mitigation
proposals. To expedite the permitting process, we requested that a consultant account be
set up so that the consultant can be involved during the plan development process. Ms.

Pazrino agreed it would be a good idea and she will bring this issue up at the next meeting.
We are to submit a letter requesting the Cormission set up the account.

If work is to take place in the 25-foot No Disturbance Zone(50-foot for vernal pool) or the
50-foot No Build Zone (75-foot for vernal pool), some for of mitigation will be necessary.
This can be in the form of buffer zone plantings or other work that would have
environmental benefit.
Markers and Boundaries:
The Commission staff mentioned that the Commission often likes to see the Buffer Zone
Limit of Disturbance marked by permanent markers and on-site features (stone walls,
berms, plantings, etc.)that will discourage future alterations beyond the limits that were
permitted under the project.
Stormwater Management(SWM):
The staff seems to be agreeable with any Stormwater BMP s. They will rely on Lisa
Eggleston for her advice on those matters. Other points of interest mentioned:
o Meeting the SWM Policy is mandatory.
• Use of Stonrtceptors or similar appears to be a suitable BMP for water quality
purposes, (Use of these devices can substantially reduce the size of necessary
starrnwater management basins since they can be designed for primarily for peak flow
reduction purposes.
• The Commission requires compliance at the one-year storm in addition to the 2, 10 and
100-year storms.
s Snow Storage Areas must be shown on the plan.
Vernal Pool:
The possible crossing area is not related to the vernal pool, but the pool is not far away so
recognize that in the planning.
Buffer Zone s and Work Within:
We (SBNE)got the impression that if we stick with the language of the bylaw we are okay.
Stay out of the No Disturbance Zone and keep the building out of the No Build Zone. If
we must work within those areas beyond what is allowed, waivers are possible but you
must look at alternatives first. Minimize work to the extent possible. Mitigation will
normally be required.

Wetland Crossing for Pedestrian and/or Emergency Access:
We did not get the impression from the staff that there would be a prohibition for this but
the staff is relatively new and may not be aware of earlier discussions the planners may
have had with the Cons. Com. on this issue.
