McIntosh,P.E. Conceptual Design North Andover At the Board's request,VHB has provided a cursory review of the conceptual site plan for the Foster Farm Elementary School. The following information was initially provided by DeNisco Design Partnership(the Applicant)and was primarily used for this review: • Scope of Work • Floor Plans • Roof Plan • Building Elevations • Existing conditions plans • Site plans On May 19,2003,a meeting was held involving representatives from'111e Town of North Andover, VHB,and DeNisco Design Partnership. Notes from that meeting were also used in this review. VHS has reviewed the above information for conformance with the Town of North Andover Zoning bylaws,and standard engineering practice. VHB offers the following initial comments; o VHB assumes that the Applicant wilt meet the requirements of the applicable subsections of section 8.3(Site Plan Review)of the Bylaw when the design is further developed. a According to section 4.121.9 of the Bylaw,the proposed elementary school:is a permitted use in the Rl(residential) zone. The site also appears to meet all of the dimensional requirements set forth in Table 2. o hi the Applicant's letter,dated May 19,2003,it is stated that 120 permanent parking spaces are proposed. However,it appears that 117 are shown on the site plan. The nearest use defined in Section 8.1.2. (off-street parking)to a school,is"other place of assembly". With a design capacity of 900,the minimum number of parking spaces would be 225. Additional overflow parallel parking has been referenced;however no areas have been indicated on the plan.VHB assumes that the Applicant will fully address the parking requirements as the design is further developed. o The site must comply with all relevant sections of the Americans with Disabilities Act(ADA),and Architectural Access Board(AAB)regarding handicapped access (e.g.parking spaces,wheelchair ramps). VHB assumes that these elements will be incorporated into the design as it develops. o The initial design submission does not indicate drainage structures,pipes,or detention/retention ponds. VHB understands that this information will be incorporated into the design as it develops. Given the site's close proximity to Mosquito Brook,VHB suggest that the Applicant consider methods of on-site stormwater retention,or runoff reduction to minimize the potential impact to the Mosquito Brook watershed. o It appears that widening is proposed on the north side of Boxford Street,east of the proposed site entrance. A traffic report was not included with the initial submission.Therefore,VHB was unable to assess the impact of the site on the surrounding roadways. VHB assumes that a traffic report will be included as the design develops and address impacts. o It appears that a high point in Boxford!toad exists to the west of the proposed driveway. Given the proximity of the proposed school access to the entrance for the soccer fields and the proposed use of the parcel,VHB suggests that the Stopping Sight Distance for vehicles using Boxford Road in the vicinity of the Site entrance be evaluated. VHB assumes that this will be included in the traffic report. o Sidewalk is proposed on the west side of the site drive,and appears to end just west of the proposed entrance. There appears to be no existing sidewalk on Boxford Street. it is unclear if the proposed sidewalk is to connect to a future sidewalk or the soccer fields. At this time,VHB is not aware of any plans by the Town of North Andover to improve the roadway,or construct a sidewalk on Boxford Street. VHB recommends that the Applicant address this as the design develops. a VHB has a general understanding of the site circulation,however,no striping or signing was shown on the initial plans. VHB assumes that the Applicant will include these elements on the plan so that the on-site safety and traffic flow can be thoroughly evaluated. On June 4,2003,VHD received additional plans,traffic study and other documentation from the Applicant. VHB has not thoroughly reviewed this information. It appears that the design has been further developed and that many of the above issues have been fully or partially addressed. Further, VHB has received additional design plans at the TRC meeting on June 12,2003. These plans appear to be further developed. Finally,it was clear at the TRC meeting that additional information may be provided to VHB by the Applicant. The following information was provided by the Applicant and was used for this review; • Traffic Study prepared by Bruce Campbell and Associates dated 6/03 • Supplemental Traffic Study prepared by BETA Group,Inc(formerly Bruce Campbell)dated July 2,2003 • Site Plan prepared by DiNisco Design Partnership,Ltd, elated 21 April 2003 It should be noted that no techrnical appendix materials were provided to VHB to review as part of this submission. While this is a preliminary review,VHB will assume that the information provided in the report is justified. As part of the final review of the project,VHB would expect that all relevant teclunical data would be provided as part of the submission. With this in mind,VHB offers the following comments for your consideration: I. VHB recommends a more detailed sight distance review be completed for the main driveway on the site at Boxford Street. It appears that there is a down slope approaching the proposed site driveway,which would tend to increase the necessary sight distance requirements at this location.Based on the information provided in the reports submitted to VHB, the location of the site driveway meets the minimum requirements for stopping sight distance,but may not if the down slope calculations are taken into account. Furthermore,intersection sight distances should also be provided in the final assessment along with a description of any necessary mitigation aimed at improving these values to meet the milnimunn recommended distances. 2. Circulation throughout the site appears to be reasonable. VHB suggests that the Applicant check the parking numbers to make sure they are adequate to support the number of teachers and users of the soccer facility. Although it does not appear to be a problem, the Applicant should verify with the Town that the number of faculty parking spaces and parent/visitor parking spaces are reasonable.The applicant should verify that the bus routes to and from the school are reasonable as well. VHB recommends that the Applicant give additional attention to the intersection of Salem Street/Boxford Street/Foster Street, The Salem Street northbound approach is projected to drop from Level of Service (LOS)E under the no-build conditions to LOS F u1 the build conditions. The Applicant should consider developing solutions to the projected poor operating levels as this appears to be the major approach route to and from the school and soccer facility. (VHB)has received DiNisco Design Partnership's written response memorandum(dated October 27,2003) to our Engineering Review for the above referenced project. It appears that all of VHB's comments have been adequately addressed and VHB's concerns in this matter have been satisfied. No further engineering review is required at this time. No. 06716.75 Foster Farm Elementary School North Andover, MA APPENDIX A Scope of Services The scope of services consists of the engineering review of the site plan and special permit. The major tasks are listed below: 1. Plan Review: Review the site plans for conformance to the Zoning Bylaw and standard engineering practice. Review proposed water and sewer layout and note constructability issues, Prepare one (1) engineering review report listing written comments. Provide one (1) `follow-up' letter that addresses the Applicant's responses to the engineering report. 2. Drainage Review: Review the site drainage layout, hydraulic calculations and hydrology for conformance with the Zoning Bylaw, DEP's Stormwater Management Policy and standard engineering practice. Written comments will be provided in the engineering review report. 3. Traffic Review: Review the Traffic Impact and Access Study for accuracy, completeness and for specific issues related to the site. Written comments will be included in the engineering review report. 4. Project Management: Provide a preliminary review of the site plan submission for the purpose of establishing a detailed budget with upset limit for engineering services for the scope of services contained herein. Plan, monitor and coordinate the review efforts. 5. Project Meetings: Attend one (1) project meeting. For budget purposes, eight (8) hours have been estimated for the meeting. Two VHB representatives will attend the meeting. Services Not Included The following additional services are not provided in this scope of work: 1. Review of Electrical or Mechanical plans. 2. Review of Landscape Design. 3. Review of Architectural plans. 4. Review of parking lot lighting design, 5. Review of structural design. 6. Attendance at public meetings. 7. Drainage review or analysis of Mosquito Brook 8.
