(VHB), using the same procedure that was followed for the North Andover High School: 1. The North Andover School Department initiates an engineering escrow account with a purchase order. 2. The Planning Board authorizes DiNisco Design to meet with the Planning Board's consultant, in advance of submitting the Application for Site Plan Special Permit. PROJECT DESCRIPTION The following is a description of the project as you requested: The Town of North Andover has purchased 77 acres between Foster and Boxford Streets which includes "conservation land" and the site for an elementary school.A feasibility study for suitably siting a new 800 student elementary school was completed by Moriece & Gary Landscape Architects in 2002. The architectural firm of DiNisco Design Partnership along with their team of consultant engineers has been retained to design the new Foster Farm Elementary School. The school design for 800 students from Kindergarten through the 5th grades and 100 staff is currently in the schematic design phase. The program includes space for 37 general classrooms as well as special education, art, music, and science classrooms, a cafeteria & kitchen, a multipurpose room with stage platform, and a gymnasium. Current plans propose a two story plus basement, steel frame structure with a 72,000 square footprint and 120,000 gross square feet of floor area on a 6 acre portion of the 77 acre Foster Farm site. Traffic--Street improvements to Boxford Street will be investigated at the property frontage and immediately east and west of the frontage for getting vehicles safely on and off the property. 2. Conservation Commission 1 NOI I Stormwater Drains a Plan—An Order of Resource Area Delineation has previously been issued by the Conservation Commission. We will be submitting a Notice of Intent to the Conservation Commission which will include Sediment and Erosion Control, Stormwater Drainage Plan, Stormwater Management Design and Stormwater Runoff Calculations. 3. Sewer line Extension—The existing sewer line which ends at Boxford Street and Huckleberry Lane will be extended to the school site. 4. Proposed Waterline Connection—At'the request of the DPW, we are investigating the feasibility of connecting the existing waterline on Foster Street to the existing waterline on Boxford Street. I have attached several drawings for your reference. I trust this information is sufficient for establishing the engineering escrow account. To be efficient in making revisions to the drawings in response to both the Planning Board and Conservation Commission consultants'reviews,we feel it is batter to wait until we obtain these test results and incorporate them into our submission.We are therefore requesting that the hearing on Foster Finn Elementary School, currently scheduled for 23 September 2003,be continued until the 7 October 20t13 Planning Board meeting. Andover Conservation Assistant), Lisa Eggleston (Environmental Consultant for North Andover), $en Gary (Landscape Architect) On April 14, 2003, we met with the above-mentioned people at the site of the future Foster Farm Elementary School to discuss various conservaiion/wetland related issues, for the project. The major discussion topics included; the various watersheds within the site and how their integrity will be maintained, the proposed grading that is within' the 200-Foot Riverfront Area Setback,and the different soil types within the site and how proper drainage would be accomplished, The following is a summary of the major topics discussed during the meeting: • Snow Storage—Lisa Eggleson mentioned that storage and removal of snow is an important issue and where the subsequent water would drain to. This should be shown on one of the plans, Cart Path "Culvert" and Intermittent Stream—The existing on-site cart path that connects the school site to the soccer fields has an intermittent stream travelling under it at its' lowest point in elevation;the stream flows out of the vernal pool Jocated south of the cart path.Ben Gary mentioned it was the wettest he has seen this spot in three years, It does not appear that there is an actual culvert to convey water under the cart path to the wetlands to the north. The water appears to flow through the stones under the cart path. Lisa Eggleston suggested that a stone culvert similar to the existing system should be used rather than a pipe to fnaintain the existing hydraulic characteristics.If the flow of water should increase, the wetland area to the south of the culvert may diminish and vice-versa for the northerly located wetland, Cart Path--All parties did not see any significant problem with upgrading the path surface to improve its' surface (not paved) for foot traffic, • Watersheds—The various watersheds located within the site were discussed, We talked about the overall drainage pattern and how the integrity of the watersheds will be maintained through drainage designs, water storage and irrigation systems. The water balance to the vernal pool will be particularly important. « Infiltration Technology—We talked about infiltration technology that may be used at the site_Lisa Eggleston mentioned that DEP has a draft guideline dealing with recharge systems. MEMORANDUM OF UNDERSTANDING BETWEEN THE TOWN OF NORTH ANDOVER PLANNING BOARD AND THE TOWN OF NORTH ANDOVER SCHOOL DEPARTMENT RE: FOSTER FARM ELEMENTARY SCHOOL The Town of North Andover Planning Board and the Town of North Andover School Department hereby enter into a memorandum of agreement that sets forth the following: L The North Andover School Department [hereinafter "applicant"] shall request a continuance until July 1, 2004. The applicant shall thereby continually request a continuance every six months thereafter or until the applicant wishes for the "decision" [attached herein] will take affect. 2. It is the applicant's responsibility to request continuances until such time as the applicant wishes for the decision to take affect. If the applicant does not request such a continuance, the applicant agrees that the plan will not be automatically approved as set forth in the provisions of Massachusetts General Laws, Chapter 40A, Section 9. Instead, the site plan special permit shall lapse and the applicant will be required to submit a new site plan special permit applicant to the North Andover Planning Board. 3. As long as the project is in the hearing process, this project would be exempt [grand fathered] from changes in the Town of North Andover Zoning Bylaw [as set forth in the provisions of Massachusetts General Laws, Chapter 40A, Section 5] that could affect the project. However, the applicant shall be required to periodically re-assess the status of the plans in conjunction with any proposed zoning changes set forth so as to ensure the North Andover Planning Board is aware of what affect any proposed zoning changes may have had on the proposed project plans and decision. 4. The Applicant may request at any time during this extended continuation period that the Final Site Plan Decision be issued within 45 calendar days. The intent is to have a final draft ready in the Planning Board file for final vote when needed.
