Justin Woods hi!p://w-ww.townofnorthandover.com F (978) 688-9542 Technical Review Committee Purpose: The Technical Review Committee(TRC)is an established forum whereby applicants can voluntarily submit development plans of proposed projects for an informal discussion and comprehensive review with various Town departments. This forum was established to enable discussion of the impacts of development on the Town and to help the applicant discover and remedy potential roadblocks. Discussions amongst staff members may provide input to Town boards on potential problems and written staff recommendations to alleviate those potential problems before they occur. Scope of Services: The Technical Review Committee shall meet at IO:OOAM on the second and fourth Thursdays in the Town Hall Conference room to discuss proposed projects. Each member of the TRC shall provide the applicant and the group with input regarding their concerns about the regulatory requirements their department reviews.A written set of recommendations from the TRC shall be provided to assist the applicant in preparing plans for submittal to Town Boards within a week of the TRC meeting. An applicant must submit 12 copies of a conceptual plan eight days prior to a TRC meeting to get on the agenda. Members: Standing members: • Office of Town Manager • Planning Department** • Conservation Department • Building/Zoning Department • Public Works Department • Fire Department • Police Department • Community&Development& Services Division ** The Planning Director shall Chair the TRC and shall perform the following functions; • Act as the contact person for the applicant. • Prepare the agenda,distribute supporting documentation, and assign project leads. • Issue notices,draft correspondence,minutes of meeting and TRC report. I, have included below a description of the project for TRC members. PROJECT DESCRIPTION The Town of North Andover has purchased 77'acres between Foster and Boxford Streets which includes "conservation land" and the site for an elementary school. A feasibility study for suitably siting a new 800 student elementary school was completed by Moriece & Gary Landscape Architects in 2002. The architectural firm of DiNisco Design.Partnership along with their team of consultant .engineers has been retained to design the new Foster Farm Elementary School, The school design for 800 students from Kindergarten through the 5th.grades and 100 staff is currently in the schematic design phase. The program includes space for 37 general classrooms as well as special education, art, music, and science classrooms, a cafeteria & kitchen, a multipurpose room with stage platform, and a gymnasium. Current plans propose a two story plus basement, steel frame structure with a footprint of 72,000 square feet and 120,000 gross square feet of floor area on a 6 acre portion of the 77 acre Foster Farm site. There will be approximately 120 parking spaces plus additional overflow parallel 'parking along designated portions of the site drive. Kenneth DiNisco Richard N. Issues we plan on addressing include the following: 1. Traffic— Street improvements to Boxford Street will be investigated at the property frontage and immediately east and west of the frontage for getting vehicles safely on and off the property. 2. Conservation Commission /NOI /Stormwater Drainage Plan An Order of Resource Area Delineation has previously been issued by the Conservation Commission. We will be submitting a Notice of Intent to the Conservation Commission which will include Sediment and Erosion Control, Stormwater Drainage Plan, Stormwater Management Design and Stormwater Runoff Calculations. . 3. Sewer line Extension — It is proposed that the existing sewer line which ends at Boxford Street and Huckleberry Lane will be extended approximately 3,800 feet to the school site. The sewer line extension project is being treated as a separate project and is not being submitted to the Conservation Commission and Planning Board for approvals at this time. The School Building Committee's objective is to come to agreement with the town on a conceptual design for the sewer line extension. 4. Proposed Waterline Connection —At the request of the DPW, we are investigating the feasibility of connecting the existing waterline on poster Street to the existing waterline on Boxford Street. We are submitting with this letter plans and additional documentation in advance of the meeting as specified by TRC procedures. Enclosed are 14 sets (12 half size and 2 full size drawing sets).
