Dear Steve,
Please be advised that at their regularly scheduled meeting of August 17, 1999,the Planning Board voted to
unanimously APPROVE and AMEND the Watershed District Boundary on the parcel located at Sutton
Street,as depicted on die plan entitled"United States Postal Service".
This decision was based on the fact that the applicant demonstrated that there existed a significant doubt or
dispute on the basis of credible evidence presented at the meeting relative to the proper location of
boundaries. Specifically,the applicant demonstrated that the water did not flow on this property
(referred to on the abovementioned plan),towards Lake Cochiewick, and it did in fact flow away fiom
Lake Cochiewick.

We have reviewed the supplemental data prepared try Merrimack Engineering for the proposed United
States Past office Branch Office off of Sutton Street.From the information provided it is clear that the
project as designed and submitted to our office will direct all storaiwater runoff from the Post office 5itc
away from Lake Cocltichewick and toward theMerrimack River.

Dear John,
Enclosed please find a plan that depicts property at the Lawrence Airport,a portion of which the United
States Postal Service would like to locate thew branch office of the post office upon.
The engineer for the U.S.P.S. is stating that he does not feel his portion of the property is located within the
Watershed Protection District due to the fact that the water is draining towards the Merrimack River instead
of towards Lake Cochiewick.
Can you kindly advise me if this is true? The applicant is afforded this right to dispute the delineation of
the watershed delineation within the wetland protection district section of the Zoning Bylaw.
Specifically,the applicant is referring to the berm that would block the water from flowing towards Lake
Cochiewick.
The Planning Board has placed the applicant back on their agenda for Tuesday,August 17, 1999. Can
you kindly provide me with a response by then, even if it is verbal.

PUBLIC HEARING NOTICE
NORTH ANAOVER PLANNING BOARD
In accordance with the provisions of Chapter 40-A, Section 11,M.G.L., the North Andover
Planning Board will hold a public hearing on Tuesday evening, August 3, 1999 at 7.30 p.m. in the
Department of Public Works, 384 Osgood Street on the application of,United States Postal
Service - Lawrence Airport,North Andover,MA 01845 for a special permit under Section 4.136
(2) (c) of the North Andover Zoning Bylaw to petition the Planning Board to present sufficient
evidence to establish the location of the boundary of the watershed protection district. Location
of the project is within the Lawrence Airport off of Sutton Street. The application may be
inspected at the North Andover Planning Board Office during the hours of 8:30 - 4:30 Monday
through Friday.
Any person interested or wishing to be heard on the application should appear at the time
and place designated.

Re: Proposed Post Office in North Andover at the Lawrence Municipal Airport
Dear Mr, Williams,
Thank you for coming up to North Andover yesterday to discuss the proposed post office to be
located at the Lawrence Municipal Airport.
I was pleased to hear that the post office on Main Street will remain as a branch office where the
citizens of the community will be able to purchase stamps, mail packages and maintain post
office boxes. This downtown office is vital to the community as it is within walking distance of
a large numbers of elderly residents. It also serves as a focal point for the downtown. I would be
happy to assist you in any way possible to maintain this local post office.
As we discussed,the proposed post office is exempt from local permits however it is the policy
of the post office to work with the communities and to comply with the local bylaws. This
project falls within the Lake Cochichewick Watershed Protection District however you have
submitted plans demonstrating that this site actually drains towards the Merrimack River and
away from the Lake therefore the project is not subject to the buffer zones. The plan must be
reviewed by the DPW for a final determination.
This project would also fall under the requirements of the site plan review special permit.
Through this permit the Planning Board reviews traffic,parking, lighting, landscaping, storm
water drainage, building architecture etc. I have spoken with the Chairman of the Planning
Board and at this time we agree that this project should be presented to the Planning Board as a
discussion item with notice given to the abutters regarding the presentation. However, the

proposal should meet all of the requirements of site plan review as determined by the Planning '
StafE
I would also suggest setting up a meeting with the Technical Review Committee, which is
comprised of a representative from the Building, Fire, Police, DPW, Health, Planning and
Conservation Departments. This committee meets regularly on the second and fourth Monday of
every month at 2:00 p.m.
