Soucy ILE: Technical Review Committee rntretittg March 12, 1999 DATE: March 15, 1999 The Community Development and Service Department held the Technical Review Committee meeting on March 12, 1999 regarding two proposed building projects at the Lawrence Municipal Airport, King Air Charters proposed a hangarlstorage facility on their existing site off of Clark St. The issues relative to the police department were the security of the facility use of an alarnr system with updated contact naines and numbers for communicatiolts and lighting around the perimeter of the building. All items brought forth were received and discussed positively,with representatives of King Air Chatters. The second discussion involved the proposal of Northeast Self Storage to locate and build a four building complex off of Sutton St. flanking and utilizing the entrance and parking area from Sutton St. to Four Star Aviation. This proposal has numerous issues relative to the police department and public safety, • The proposed complex would consist of four buildings, one two story structure and three one story structures with interior and exterior doors to access the storage urtits. Security would include an on site business manager during operating hours and 24 hour surveillance caineras of the perimeter of the buildings. Access to the buildings would be through gated d6ves to paved areas around the buildings, Gates would be opened with a card key system.Presently there is a chain link fence with barbed wire on the Sutton St. side of the airport property with as aging fence and card key access gate to the entrance and around Four Star Aviation, The proponents did not conduct a traffic impact study but related that other properties such as this generate low vehicle traffic of between four and twelve vehicle trips per day. • 'Mere are "'any issues that concert public safety and the police departDient , • No traffic study was done to assess the traffic impact to Sutton St. ze d Wd 1$1: T9 66---9T-ZIHW • Especially with the expansion of the Airport and the proposed postal facility. More importantly the proximity of the entrance to the Chadwick Playground and its increased use due to improvements to the playgroulnd and playing fields. • The proposed access to the buildings is limited by card/key holders. The issue renlaius does the card/key access record by unit omen/renter dates and tithes of access. • The site is not self contained fi-om a security standpoint. There does not appear to be plans for a new security fencefor the proposal. Security appears to depend or] existing fencing which at points is older or non-existent between the proposed facility and existing structures. The lack of a complete fence dedicated to the proposed buildings would invite access for possible illegitimate purposes due to ease of access from unsecured areas abutting existing buildings. The business of the airport with the control tower closed during the ovenright hours could be an invitation to land, off load and store any type of contraband. This is a fact due to past incidents and prosecutions for illegal activity at the airport. • There is no known security company stationed or patrolling at the airport other than the North Andover Police Department. The use of24 hour security guards would benefit the security of the airport and the proposed facility. • The proposed buildings would not be visible fi•om the street due to wooded areas between Sutton St. and the buildings. �4 'd Wd TV: TO 66-91-2JMW
