242-785 Discussion, Sewer Line, Salem Street to Easy Street
George Perna and Bill Hmurciak from the Department of Public Works (DPW) are present as
well as Benjamin Osgood, Jr and Peter Ogren for discussion Mr Perna stated he would like an
open discussion of alternatives for the sewer line proposal that was recently denied by the
Conservation Commission Mr Perna presented a map to the Board displaying the area of the
proposed sewer line Mr Perna discussed the possibility of running the sewer line down Abbott
Street and constructing a pump station Mr Perna stated his objections to installing pump

stations high cost, approximately $250,000, long term maintenance, replacement needed every
30 years The Department of Public Works tries to avoid the construction of pump stations
because they are temporary structures
Ben Osgood, Jr stated that the North Cross Subdivision was approved with a sewer line and a
temporary pump near Mosquito Brook The Abbott Village Subdivision has been filed with the
Planning Board and the sewer line was foreseen to run along Mosquito Brook It was a
requirement that dry sewer be available
George Perna stated that a 24' cut would be necessary to install a sewer line up Abbott Street
The road would have to be shut for quite a while during construction because of a thick layer of
ledge Joseph Lynch questioned why the sewer line could not be brought up to Rea Street Bill
Hmurciak stated that because of gravity the road cut would be greater than 24 feet
One of the possible alternatives being proposed is running the sewer line through the Foss's
property through an easement, which would decrease the amount of disturbance to the wetland
resource area from 11,800 square feet to 6,200 square feet
George Perna presented plans showing current proposal (denied) and two other routes, southerly
and northerly options The commission questioned why the southerly route could not be moved
further south George Perna stated they did not want to disturb a wooded area The southerly
connection is approximately 30' from the wetlands, the cut would have to be about 8'
Albert Manzi stated his main objective is to protect the floodplain and brook Albert Manzi stated
he would consider the plans as presented He stated he would like to see a proposal brought
back, his biggest concern is to maintain the 25' no cut zone and not alter the brook in any way
Robert Mansour has no objection to the pumping station He does not care about the cost, when
the wetlands are gone they are gone, he doesn't care about economic cost and believes Abbott
Street is a viable alternative George Perna stated this is a temporary alteration, not permanent
George Perna asked if they should appeal the decision or refile The commission advised George
Perna to refile with a new Notice of Intent and new information
242-441. Long Pasture, Settlement Agreement
Ralph Joyce, Esq addressed the commission and gave a brief history of this filing The
Settlement (DEP Superseding Order) requires the signature of the Chairman of the Conservation
Commission The only change of the plan is a berm being installed and it is not within 100' of a
wetland resource area Michael Howard is comfortable with DEP's review

Mr Patrick Seekamp of Wetlands Preservation, Inc addressed the commission He is seeking a
modification to allow them to address the wetland replication They are 1,500 s f short of the
required wetland replication Additional buffer would need to be cut for replication The plan
presented reflects 5,000 s f of wetland replication This replication will provide long term water
quality management for water flowing through detention ponds Wetlands Preservation, Inc has
flexibility to adjust grade to save larger trees if required They are looking at late April to do
reconstruction of detention pond and he would like to work in this area after reconstruction of
detention pond The stone berm would be removed and restored He proposes a sump, 100 s f
of temporary wetlands disturbance George Reich questioned if this is a Modification or a new
Notice of Intent Albert Manzi stated the commission asked for this It is a good location
because water is deposited in this area It would enhance wildlife habitat Joseph Lynch stated
the work could be done under an Enforcement Order George Perna asked if this area would
have a plus or minus or no effect on downstream flooding Mr Seekamp stated it's more positive
because of additional storage, however, it cannot be measured George Perna asked what could
be done,to decrease flooding on Johnson Street Mr Seekamp stated reconstruction should help
the problem
Motion by Albert Manzi to Issue an Enforcement Order to incorporate wetland replication plan as
submitted by Wetland Preservation, Inc dated February 20, 1996, second by Robert Mansour
Vote 6-0-0
242-656, 940 Great Pond Road, Certificate of Compliance
The commission conducted a site visit on February 17, 1996 as a result of their meeting on
February 7, 1996 M Howard previously recommended compliance The bond is in place, the
as-built is filed, the letter from the biologist is in the file, the P E letter is in the file, the boulders
have been removed, the wetland and associated buffer zone have been restored G Reich
questioned if restoration/replication could be evaluated at this time M Howard stated yes, quite
readily M Howard and J Parrino evaluated the site this morning and performed two data plots
utilizing BVW sheets Dominant plants and hydric soils are present, no fill was observed in the
area M Howard strongly recommends compliance
G Reich questioned#20 of the Order The engineer feels the end product is satisfactory and
meets all conditions M Howard stated the end result is a functioning wetland resource area
The commission should be happy The commission recovered lost wetlands A Manzi is
concerned with dormancy presently, he'd like to view the site during growing season M
Howard stated that there is a difference between dead vegetation and dormant vegetation, a
qualified wetland biologist can readily tell the difference
Motion by J Mottola to issue a Certificate of Compliance, second by R Mansour for discussion

J Lynch stated the commission is having a hard time believing that the area is in compliance
because of complete disregard of the Act from the applicant R Mansour and J Mottola stated
the site has been justified and they rely on M Howard's technical expertise to evaluate the site
Motion by J Mottola to Issue a Certificate of Compliance, second by R Mansour Vote 4-1-1

242- , Chestnut Street, 11 Lots, Greenleaf Realty Trust
The filing is for the construction of a road, houses, utilities and associated grading within the
buffer zone of a bordering vegetated wetland Mr Les Goden and Mr Thomas Laudani were
present The plan reflects a 700' roadway to access the lots The area is mapped as a floodplam
(bordering land subject to flooding) A waiver of the 25' no-cut zone for cul-de-sac grading and
detention pond is requested M Howard stated the delineation is not yet approved Possible
changes in the field in area of detention pond M Howard stated it is a waste of his time to have
plan with no wetland flagging numbers M Howard stated he compiled a report specifying his
concerns which he subsequently forwarded to the applicant and is currently being addressed He
feels 2 1 replication is feasible Intermittent streams as well as perennial streams must be shown
on the plans
Thomas Laudani presented 1 1 5 replication replacement He is awaiting BVW data sheets from
Steven D'Urso They are looking to Planning Board to reduce roadway from 26' to 24'
Grading to within 15' of the BVW for cul-de-sac placement M Howard questioned if the cul-
de-sac could be shortened and the 25' buffer zone could be preserved Mr Laudani stated they
must meet 120 degree cul-de-sac
The commission will view the site once the line has been approved by M Howard M Howard
stated the foundation drains and the decks need to be addressed J Lynch questioned the sewer
line through the detention area A Manzi stated Mosquito Brook is a critical area
G Reich asked the applicant when all additional information would be available as he did not
want to have abutters come to the next meeting unless the applicant was ready Mr Laudani
unequivocally assured the commission that all information would be available for the March 6,
1996 meeting

Abbott Street Floodinia
The commission discussed flooding on Abbott Street They concluded that calculations would
only indicate that the culvert should be replaced with equivalent size
Motion by J Lynch, second by R Mansour to Issue an Enforcement Order instructing the
Department of Public Works to replace collapsed culvert with one of equal size and invert by the
time the paving plants open and/or at the discretion of the Conservation Administrator Vote 6-
0-0
