A. Grant Updates
1. Public Health Excellence Grant—Regional
The PHE Grant will by hiring regional staff to help augment some of the capacity gaps that are
present. This is in the beginning stages. Chairperson,Michelle Davis,has signed the letter of
commitment to join with the other communities. The regional baseline capacity assessment has
been completed. A Shared Grant Coordinator will be hired. This person will be housed in
North Andover. Being the host community,North Andover receives$45,000 annually to manage
the funds. The grant is for$300,000 for three years.
2. Community-Wide Needs Assessment Grant—See Appendix C.
Surveys went out through various town social media sources. Hard copies where available at the
Senior Center and the Stevens Memorial Library. North Andover received 500 responses. The
next step is to proceed with individual interviews and focus groups which will begin in January,
2023. Michelle Davis is on the Advisory Commission Committee.
V. COMMUNICATIONS,ANNOUNCEMENTS,AND DISCUSSION
A. COVID19—Updates See Appendix D.
There has been an uptick in COVID,nothing drastic but the daily average is increasing. As of today,
there are 29 active cases. These results are from holiday gatherings,and activities moving indoors.

Last year was far higher. The vaccination rates and the natural immunity has helped people stay
healthy with low to no symptoms. If people are positive,stay home for five days to stop the spread of
the virus. Dr.Patrick Scanlon explains that he has seen some COVID in the hospitals however
Influenza A is more prevalent. The critically ill COVID patients have significant underlying medical
problems. Lawrence General Hospital has been adjusting and closing visitor hours because the City
of Lawrence is experiencing very high numbers. According to Jennifer Abou-Ezzi,RN,there is a
large number of Influenza A and a cluster of COVID in the schools. Carolyn Lam,explains that the
majority of the flu cases are pediatric. Respiratory Syncytial Virus(RSV)cases have been seen in
daycares. The winter season is being called tripledemic because of the RSV,Flu and COVID cases.
People who are sick should stay home,wash your hands often,and get tested if symptomatic. Clinics
will begin after the holiday season,sometime in early 2023. Bivalent(Moderna)and flu shots are
available. Walk-ins are welcome. There has not been a large request to host a clinic for flu or
COVID. The family flu clinic vaccinated roughly 500 people. The COVID booster clinic vaccinated
200 with the majority being younger children.
Brian LaGrasse disucsses SAMBOX—See Appendix E.
The Sambox is an opioid rescue kit.Brian is interested in getting the box out to the community.
Possibly restaurants could keep the kit next to the AED. It is possible to access a grant through the
opioid settlement funds to purchase kits.
Stephen Casey Jr.— The department is completing septic season,permit renewals,complaints,and
general inspections. The septic regulations are in the process of being updated. After this is
complete,Stephen hopes to update some local food regulations. Both,Brian and Stephen have
completed their Servsafe certificate renewals. Jennifer Abou-Ezzi asks about the new septic laws
being implemented by the Commonwealth. Most of the changes are impacting systems near Cape
Cod. The changes have to do with nitrogen loading to uncultured areas which North Andover really
does not have to deal with however the code is for the entire state. New housing regulations go into
effect in April of 2023. The Senior Center has monthly lectures. Patrick discusses Health Care
Proxy forms and their importance.

greater understanding of the issues impacting the health and wellbeing of their residents.The assessment will be used

w` Theme"`"' initiative is an opioid recovery intervention program that brings together the
awareness of the Massachusetts Good SAI'viaritan Law (General Law - Part IIl, Title IV, Chapter
258C, Section 11 with the use of a NaloxBOX which contains Naloxone (aka Narcan); a medicine
that rapidly reverses an opioid overdose. Naloxone has no effect on someone who does not have
opioids in their system.
The goals are as follows, but not limited to:
Increase SAMBOXs with the associated Naloxone and apparatus (face shields, r v n�
ultiple locations throughout ALL cities and towns of the Commonwealth of MA.
Create a common portal for bulk purchase of SAMBOXs through MHOA and associated educationa
and awareness material
= ` y a minimum, triple the amount of SAMBOXs (Opioid Response Naloxone) boxes in th'
ommonwealth.

Initiative Partners, if executed, will develop and provide educational videos related to Recognizing
and responding to an overdose. Video will be on SAMBOX portal and used for anyone installing a

recovery programs and services benefiting first responders and other opioid response efforts an
mental health respite/therapy programs and/or offerings.

Communities to establish or continue key partnerships with Post Overdose Recovery teams,„

• Developing collaborations across diverse community partners helps to ensure that the community
resources needed to support prevention efforts are available and that the community fully
embraces selected prevention and service approaches.
• Connecting with individuals who reflect the target community is more likely to produce prevention
and support services that meet the community's genuine needs, build on its strengths, address
historical factors influencing SUD/OUD and related problems, and produce positive outcomes.
• Convene and facilitate partnerships and strategic alliances among other municipal agencies,
community-based organizations, and community members in order to develop and implement
prevention, intervention, and treatment activities for OUD/SUD
• Engage partners in a strategic planning process to guide the implementation of program efforts.
• Ensure that partnerships include representation from sub-populations that have been traditionally
