Planning Board KAREN H.P,NELSON Town of 120 Main Street, 01845 Director NORTH ANDOVER (508) 682-6483 BUILDING CONSERVATION DIVISION OF PLANNING PLANNING & COMMUNITY DEVELOPMENT December 15, 1992 Mr, Daniel Long, Town Clerk Town Building 120 Main Street North Andover, MA 0t845 Re: Crusader Paper Site Plan Review Dear Mr. Long: The North Andover Planning Board held a regular meeting on Tuesday evening, November 24, 1992 in the Town Building, Selectmen's Meeting Room, upon (lie application of James Maynard, for Clark Road Trust, 740 Main Street, Waltham. Ma., requesting Site Plan approval under Section 8.3 of the North Andover Zoning Bylaw. The following members were present: Geoff ge Perna, Chairman, Richard Nardclla, Joseph Mahoney, and Richard R owen. The legal notice was properly advertised in the North Andover Citizen on November 4 ,and November It, 1992 and all parties of interest were properly notified. The, petitioner is requesting site plan approval for the construction of a 20,000 sq.It addition to an existing building to be used for warehouse storage. The premise affected is located at 350 Holt Road, in an Industrial-2 (1-2) Zonin,- District. Mr. Rowen read the legal notice to open (lie public hearing. i Page 2; i Crusader Paper Mr, James Maynard, Design Consultant, represented. Crusader Paper and gave the Board the following information. 1. 40,000 sq.ft. with Phase II of 40,000 sq.ft. 2. seeking approval of 20,000 sq.ft. additional 3. install 80 parking spaces, only require 50. 4. same construction 5. HVAC on roof for climate control G. concrete block construction T drainage into retention pond 8. 10 additional employees 9. letter from Fire Department 10, drawing of where 200 spaces would be and waiver 11. right to add additional landscaping sifter completion 11 drainage calculations/ original Order of Conditions put in new lilt On a motion by Mr. Nardella, seconded by Mr. Mahoney, the Board voted unanimously to continue the public hearing to December 1, 1992. On December 1, 1992,the Planning Board continued the public hearing. The following members were present: George Perna, Chairman, John Simons, Richard Nardella, Joseph Mahoney, John Draper and. Richard Rowen. Mr. Simons read a request for waiver on the parking requirements. The Board granted the waiver as requested in a the letter dated November 27, 1992. There was a discussion on lighting. The Board has requested that the applicant use box lighting, cast down-ward. The Board did not want wall mounted lighting, with shields. On a motion by Mr. Rowen, seconded by Mr. Simons, the Board voted unanimously to close the public hearing and appro 'e the draft decision as discussed. f Page 3: Crusader Paper Attached are those conditions. SITE PLAN REVIEW APPROVAL NORTH ANDOVER ZONING BY-LAW SECTION 8.3 The Planning Board makes the following findings regarding this application as required by Section 8.3 of the Zoning Bylaws: A. The proposed use and site design for this lot are appropriate, due to it's location in Town. B. Adequate vehicular and pedestrian access into the surrounding site has been provided. C. The landscaping plan as shown meets the requirements of Section 8.4 of the Zoning Bylaws. D. The site drainage system is designed in accordance with the Town Bylaw requirements. E. The applicant has met the requirements of the Town for Site Plan review as stated in Section 8. 3 of the Zoning Bylaw, F. Adequate and proper facilities will be provided for the proper operation of the proposed use. G. Adequate parking will be provided in relation to the number of employees in the facility; future parking areas have been designated on the plans should they be required in the future. The Planning Board finds under Section 8.35 of the Zoning Bylaw that the proposed site plan generally complies with the requirements but requires minor conditions in order to be completely in compliance with Town Bylaws. Finally, the Planning Board finds that this proposal complies with the Town of North Andover requirements under the conditions as set forth below. The Planning Board hereby GRANTS Site Plan Approval to the applicant provided the following conditions are met: CONDITIONS I. Prior to obtaining a building permit: a. any plants, tress or shrubs that have been incorporated into the Landscape Plan approved in this decision,that die within one year from the date of their installation shall be replaced by the applicant. 2. Prior to Planning Board endorsement and filing with the a Registry of Deeds: a. all Planning Board Order of Conditions are to be placed upon the recorded Definitive Plan. (Cover Sheet) 3. Prior to issuance of the Certificate of Occupancy: a. the building shall have fire sprinklers installed per order of the North Andover Fire Department. b. the site shall have received all necessary permits and approvals from the North Andover Board of Health. C. the site shall be reviewed by the Planning Board. Any screening as may be reasonably required by the Planning Board shall be added at the owner's expense. d. the applicant shall submit a certified as boil -Elan. The plan shall be reviewed and approved by thening Board Staff. 4 . The contractor shall contact Dig Safe at least 72 hours prior to commencing any excavation. 5. Gas, Telephone, Cable and Electric utilities shall be installed as specified by the respective utility companies. 6. All catch basins shall be protected and maintained with hay bales to prevent siltation into the drain lanes during construction. 7 . No open burning shall be done except as is permitted during burning season under the Fire Department Regulations. 8 . No underground fuel storage shall be installed except as may be allowed by Town Regulations. 9. All building materials used in construction of the addition shall be consistent with the materials used in the construction of the original building. 10. All outdoor lighting, including existing lighting, shall be modified in a downcast manner with recessed bulbs to be approved by the Town Planner.
