Dear Mr. Long:
The North Andover Planning Board held a public hearing on
Monday evening, May 18 , 1987 at 8 : 00p.m. in the Town Office Meeting
Room upon the application of John M. Costello, for Crusader Paper, Inc . ,
335 Chestnut Street, North Andover. The hearing was duly advertised
in the North Andover Citizen on April 23 and 30 , 1987 . The
following members were present: Erich W. Nitzsche, Chairman;
Michael P. Roberts , Vice-Chairman; John L. Simons , Clerk; John J. Burke
and Paul A. Hedstrom.
The petitioner seeks a Special Permit under Section 8 ,
paragraph 3; Site Plan Review. The purpose of the Site Plan
Special Permit is to review the proposal to construct a 85, 000
square foot building to be used for manufacturing and warehousing.
The premises effected are located in an Industrial-2 (12) Zoning
District on the west side of Clark Street.

hearing. Mr. Edward Sterns made the for for the owner
and applicant, Joseph Levis . Highlights of that presentation were:
Site located on Clark Str tl (wellt4QsARe in an 1-2 Zoning
District and containing 11 . 6 acres.
- Surrounded by the Airport, railroad tracks and Merrimack
River.
-- Building is steel frame with 80 , 000 sq, ft.
Setbacks are : 50 ft. rear, 120 ft. side, and 135 ft
street.
-- Parking• in front of building with loading docks on
either side of front. i
- Eighty parking spaces will be provided.
Earth removal permit needed and applied for..
-- Drainage consists of catch basins discharging into
siltation basins and eventually into the Merrimack
River.
Drainage calculations were requested by Mr. Nitzsche , on
how runoff will be mitigated on the site. Letters from the Fire,
Police , Health and NACC were read into the record by Mr. Burke.
Amended plans will be provided to the Planning Office .

.The following decision was rendered at the July 6 , 1987 Board
Meeting.

Voted: To conditionally grant the petition for Site Plan Review
Approval subject to the following:
1 . In accordance with the North Andover Fire Department requests
a. In accordance with MGL Chapter 148 , Section 269 , the building
must have a full sprinkler, a total fire detection,
suppression system and other systems as required with a
connection to the Municipal Fare Alarm System. Plans
for its design and implementation must be submitted to
the Fire Chief for his approval prior to the issuance
for building permit and the completed system must meet
his approval prior to the issuance of an occupancy
permit.
b. A fire wall to the Fire Chiefs specifications must
be installed between the two proposed working processes,
that is between storage and cutting.
C . The fire access around the building shall not be
conpressed by the parking of railroad cars , automobiles ,
trucks or outside storage, however temporary. The
fire access shall be so posted with signs and painted by
strapping.
2 . in 'accordance with the recommendations of the North Andover
Police Department, the applicant shall install new traffic lines
at the intersection of Holt Road and Clark Street and place
Hot Lines on Clark Street from said intersection to a point on
Clark Street that includes the lining access to the building.
The work shall be completed to the Safety Officer satisfaction

prior to the issuance of an oc�c�upancy� permit. f
3 . Board of Health approval of �n� �n-�i�e sa�atary leaching system
must be obtained prior to the issuance of a building permit. '.
If there are any changes in grades or location proposed due to
the design of the septic system, both the Planning Board and
Conservation Commission must be notified for input and
approval prior to the issuance of a building permit.
4 . At least binder coat of pavement shall be placed on all means
to be used by motor vehicle prior to occupancy.
5 . There shall be no underground storage of materials on this
site .
5 . The North Andover Conservation Commission Order of Condition 3
shall be strictly adhered to in all aspects and the compliance
of such shall be part of this special permit.

7 . The driveway entrance shall be redesigned to insure that no
runoff water enters Clark Street from the locus . This will
probably necessitate the lowering of the 24 inch drain or
relocation of such in order to provide a minimum two (2) foot
of cover over the drain.

8 . Any modification to these approved plans shall require review of
the Planning Board to determine the necessity of a reapplication j.
under Section 8 , Paragraph 3 , of the North Andover Zoning
Bylaws . This condition shall include the construction of what
is shown on the plans as Future Building Expansion. This
special permit is for ' the 80 , 000 square foot proposed building.
9 . Upon completion of the proposed work, and prior to the issuance '
of an occupancy permit, the applicant shall submit a topographic f
asphalt plan to the Planning Board for approval. Said asphalt
plan shall include as a minimum all finish grading, landscaping,
extend of pavement, drainage with runs and inverts , building
location, final contours and elevations and a certification from
the Applicants. Engineer/Land Surveyor that such plan is in/on
the ground asphalt and that all utilities and facilities are
correctly shown.
In conditionally granting this Special, permit, the Planning Board
finds pursuant to Section 10 . 31 CONDITIONS FOR APPROVAL OF SPECIAL
PERMITS OF THE ZONING BYLAW the following:
-- The Clark Street site is an appropriate location for
the proposed USE;
- The USE, manufacturing and warehousing, will not
adversely affect the neighborhood.
-- There will be no nuisance or serious hazard to vehicles
or pedestrians if the applicant complies with the
aforementioned stipulation in this decision;

Adequate and appropriate facilities , such as town water,
sewer and adequate parking and green space, will be
provided for proper operation of the proposed uses.
Based on site Visits, the hearing process, and reviews From
outside departments and agencies, the Planning Board will permit
the allowed USE to be considered harmonious with the ' general'
purpose and intent of the Zoning Bylaw.
