Re: Crusader Paper
Date: May 8 , 1987
I have reviewed the plans for this proposed project and have
met with Mr. Stern from Hayes Engineering and Mr. William Conroy
from Maynard Associates.
The street on which this project is to be located is no longer
Clark Street but was renamed by the Board of Selectmen to Holt
Road Extension.
A total fire detection and suppression system will be required
for this building and those systems will be connected to the
Municipal Fire Alarm System.
In speaking with Mr. Conroy I have the understanding that there
will be two separate sprinkler risers for the buildings .
The building contains two separate processes; one for storage
of the rolls of paper and one for the cutting of the rolls into
the product. The separation between these two processes should
be a fire wall.
A 360° fire access is needed for the building. This access must
be constructed of bituminous material and not gravel as proposed.
The access must continue around the rear of the building and the
railroad side is not to impede vehicle traffic. If railroad cars
are to be positioned on the side for any length of time, the access
around the building should not be compromised by the situation.
An additional fire hydrant is required in the southwest corner of
the building.
The developer is advised that there is no open burning permitted
except during open burning season under fire department regulations .
I intend to be present at the May 18 meeting of your board.

RE: Request for Comment Crusade Paper Co. , Clark Street
I have reviewed the plans and my comments are as follows:
1. The project appears to be located outside
the 100 year flood zone of the Merrimack
River. I would request that information
regarding the precise elevation of the
100 year flood be provided to this office.
2. There does not appear to be any accommodations
for silt drainage during construction.
3. The post development site drainage will be
exiting into an existing siltation basin
whose elevation is close to the 100 year
flood elevation. The NACC would need to
review drainage calculaitons for this proposal.
