REVIEW OF SITE PLAN SPECIAL PERMIT APPLICATION
FOR CONFORMANCE WITH THE TOWN OF NORTH ANDOVER
ZONING BYLAW &STANDARD ENGINEERING PRACTICE

The Applicant submitted plans and documents to VHB for review on June 27,2002. The submission was
reviewed for conformance to the appropriate sections of the 1972 Town of North Andover Zoning Bylaw as
amended in May 2001 and standard engineering practice,
VHB offers the following comments:
General:
1. It appears that the Southeast corner of the 100'X 70' hangar is `clipped',however,the building
elevations do not show this detail. VHB recommends that the Applicant clarify.
2. At that same location,it appears that the proposed construction will affect the treeline, As per Section
8.3.5.e.xv,the Applicant should identify the existence of any trees greater than 12"to be removed or to
remain on the site plan.
1 VHB recommends that the Applicant provide more detailed grading in the vicinity of the proposed
parking lot to ensure proper drainage.
4. It is not clear whether the proposed pavement section is adequate to support the loading of aircraft.
VHB recommends that the Applicant provide supporting documentation.
5. VHB assumes that the proposed sanitary sewer line will service both hangars. The applicant should
verify our assumption.
6. VHB recommends that the Applicant provide a detail for the dumpster fence screen,
7. The general note on the site plan states"...the lease lines are for informational purposes only and are
not to suggest that the lease lines are to be considered property lines for the purposes of this plan or for
purposes of review," However,the lease lines and leased area are used in determining values in the
Zoning Information table. VHB requests that the Applicant clarify.

8, Notes 1 and 2 on the site plan reference grants by the North Andover Board of Appeals. VHB
recommends that the Applicant include documentation with the next submission.
9. The side setback for Zone 1-2 appears to be incorrectly noted as 100 feet.
10. On the Application for SPECIAL PERMIT,Item 8: no existing buildings are listed;however two are
shown on the site plan.
11. The drainage calculations show the proposed outfall structure as a 90-degree V-notch weir,however
the construction detail shows an 80-degree V-notch weir. VHB requests that the Applicant clarify.
12. The proposed site must conform to the DEP Stormwater Management Standards, The Applicant has
not provided calculations for proposed infiltration volume or Total Suspended Solids removal. VHB
recommends that the Applicant provide further documentation to show conformance with the
Stormwater Standards,
13, The plans show a construction detail entitled"Stormwater Level Spreader". It is not clear where this is
proposed. VHB recommends that this be identified on the plan,
14. VHB recommends that the Applicant consult with the North Andover Fire Department to ensure that
they are satisfied that there is appropriate access to the rear(Southwest)of the proposed hangars
It is recommended that the Applicant provide written responses to the issues and comments contained
herein.

To Whom It May Concern:
At its public hearing on Tuesday, 8/20/02, the Board requested two revisions to
the above referenced project. Those changes were:
1. Remove the exterior light fixtures from the sides of the buildings facing the
residential zone.
2. Include evergreen plantings as a screen to the residential zone.
Please find enclosed ten copies of the revised drawings, revision date 8/21/02.

492 Sutton Street—West Side Hangar Association
The Planning Board herein approves the Site Plan Special Permit for the construction of a
6,915 s.f and a 4,800 s.£ industrial building. These buildings are located in the I-2
Zoning District, This Special Permit was filed on xxxx by West Side Hangar
Association, 235 Swains Pond Road, Melrose, MA 02176.
The Planning Board makes the following findings as required by the North Andover
Zoning Bylaws Section 8.3 and 10.3:
FINDINGS OF FACT:
1. The specific site is an appropriate location for the project as it is located in the
Industrial-2 District and involves the construction of permitted uses within those
zones.
2, The use as developed will not adversely affect the neighborhood as a sufficient buffer
has been provided.
3. There will be no nuisance or serious hazard to vehicles or pedestrians.
4. The landscaping approved as a part of this plan meets the requirements of Section 8.4
as amended by the Planning Board, of the North Andover Zoning Bylaw;
5. The site drainage system is designed in accordance with the Town Bylaw
requirements and has been reviewed and approved by the Outside Consulting
Engineer, VHB, Inc.;
6. The applicant has met the requirements of the Town for Site Plan Review as stated in
Section 8.3 of the Zoning Bylaw.
Finally the Planning Board finds that this project generally complies with the Town of
North Andover Zoning Bylaw requirements as listed in Section. 8.35 but requires
conditions in order to be fully in compliance. The Planning Board hereby grants an
approval to the applicant provided the following conditions are met:
SPECIAL CONDITIONS:
1. Prior to the endorsement of the plans by the Planning Board, the applicant
must comply with the following conditions:

a) A bond in the amount of one thousand ($.1,000) dollars in the form of� � �e,�`
-ehee ust be posted for the purpose of insuring that a final as-built plan `
showing the location of all on-site utilities, structures, curb cuts, parking Ge��
spaces, topography, and drainage facilities is submitted. The bond is also
in place to insure that the site is constructed in accordance with the

approved plan. The form of security must be acceptable to the Planning
Board.
2. Prior to the start of construction:
I
a) During construction, the site must be kept clean and swept regularly.
b) A construction schedule shall be submitted to the Planning Staff for the
purpose of tracking the construction and informing the public of
anticipated activities on the site.
3. Prior to FORM U verification (Building Permit Issuance):
a) The Planning Board must endorse the final site plan mylars and three (3)
copies of the signed plans must be delivered to the Planning Department.
b) One certified copy of the recorded decision must be submitted to the Planning
Department,
4. Prior to verification of the Certificate of Occupancy:
a) The applicant must submit a letter from the architect and engineer of the project
stating that the building, signs, landscaping, lighting and site layout substantially
comply with the plans referenced at the end of this decision as endorsed by the
Planning Board.
b) The buildings must comply with applicable state fire and building codes.
S. Prior to the final release of security:
a) The Planning Staff shall review the site. Any screening as may be
reasonably required by the Planning Staff will be added at the applicant's
expense. Specifically after the detention pond is completed, the Town
Planner will review the site and any screening as may be reasonably
required by the Town Planner will be added at the applicant's expense.
b) A final as-built plan showing final topography, the location of all on- site
utilities, structures, curb cuts, parking spaces and drainage facilities must
be submitted to and reviewed by the Planning Staff and the Division of
Public Works.
6. Any stockpiling of materials (dirt, wood, construction material, etc.) must
be shown on a plan and reviewed and approved by the Planning Staff.
Any approved piles must remain covered at all times to minimize any dust
problems that may occur with adjacent properties. Any stock piles to

remain for longer than one week must be fenced off with siltation fence
and covered.
7. Any plants, trees or shrubs that have been incorporated into the Landscape
Plan approved in this decision that die within one year from the date of
planting shall be replaced by the owner.
8. The hours for construction shall be limited to between 7:00 a.m. and 5:00
p.m. Monday through Friday and between 8:00 a.m. and 5:00 p.m, on
Saturday.
9. The contractor shall contact Dig Safe at least 72 hours prior to
commencing any excavation.
10. Gas, Telephone, Cable and Electric utilities shall be installed underground
as specified by the respective utility companies.

12. No underground fuel storage shall be installed except as may be allowed
by Town Regulations.
13. The provisions of this conditional approval shall apply to and be binding
upon the applicant, its employees and all successors and assigns in interest
or control.
14. Any action by a Town Board, Commission, or Department, which requires
changes in the plan or design of the building, as presented to the Planning
Board, may be subject to modification by the Planning Board.
15. Any revisions shall be submitted to the Town Planner for review. If these
revisions are deemed substantial, the applicant must submit revised plans
to the Planning Board for approval.
16. This Special Permit approval shall be deemed to have lapsed October 1,
2004 (two years from the date permit granted) unless substantial use or
construction has commenced. Substantial use or construction will be
determined by a majority vote of the Planning Board.
17. The following information shall be deemed part of the decision:

APPENDIX A
Scope of Services
The scope of services consists of the engineering review of the site plan and permit application. The major tasks are
listed below:
1. Plan Review: Review the plans for conformance to Zoning Bylaw (2000) and standard engineering
practice. Prepare one (1) engineering review report listing written comments. Provide one (1) `follow-
up' letter that addresses the Applicant's responses to the engineering report.
2. Drainage Review: Review the drainage design for conformance to the Zoning Bylaw (2000), DEP's
Stormwater Management Policy and standard engineering practice. Written comments will be included
in the engineering review report.
3. Project Management: Provide a preliminary review of the site plan submission for the purpose of
establishing a detailed budget with upset limit for engineering services for the scope of services contained
herein. Plan, monitor and coordinate the review efforts.
Services Not Included
The following additional services are not provided in this scope of work:
1. Review of Architectural plans.
2. Review of lighting design.
3. Review of sprinkler system design or any mechanical engineering design,
4. Review of any structural design.
5. Review of any environmental permit.
6. Review of traffic report.
7. Attendance at project or public meetings or hearings.
8. Review of major drainage studies.
Should services be required in these areas, or areas not previously described, the ENGINEER will prepare a proposal
or amendment, that contains the Scope of Services, Compensation, and Schedule to complete the additional services,
