There have been no issues with erosion or the erosion controls, and there are no signs of sediment traveling beyond the limit of work.No repairs are recommended at this time, either. It appears most of the grading along the edge of the erosion controls is finished. The contractor was building the final Bioretention area in the center of the parking lot at the time of my visit.The tree plantings along Turnpike Street also appear to be doing well considering how late in the year they were planted. All silt sacks inside catch basins appeared clean and remained above existing grade, as shown in the accompanying photographs. We will continue to monitor the construction site weekly and after storm events totaling more than %"in 24 hours. The temporary parking lot project is underway, and prior to the ConStrUGtiOn effort,erosion controls were installed upslope of jurisdictional wetland resource areas in potential trouble spots. The work within the buffer zone appears to be complete and since most areas are covered with sod it appears that,with the exception of a small area to the cast of the temporary access road on the cast side of the chain link fence,all areas area stabilized. The area that is oil line cast side of tine chain link fence was covered with wood chips and doesn't appear to pose a threat to tine adjacent resource areas. There are still some areas on the Andover side of the project that require seeding and until those areas fill in with vegetation we will be monitoring weekly and after storm events. At this time we would recommend a site visit with your departments to determine if monitoring on tine North Andover side can stop or at least be reduced to after major storm events. By the end of the day today I was told that all exposed loam will be covered with sod. The contractors removed the erosion controls on the North Andover side of the project without permission being granted from the Conservation Commission or Planning Board. We had a discussion with a representative from Quirk Construction this morning and informed him that we would he reporting this to the Planning Board and Conservation Commission and that there was a chance that they would require the erosion controls to be put back in. The contractor apologized and is not sure how this happened. After examining the area it does not appear that the erosion controls will need to be replaced and we would not recommend installing new erosion controls. In our opinion there is tto threat to the resource areas currently and by the end of the day the area will be stabilized, The erosion controls will remain along the driveway until the construction entrance is stabilized. The erosion controls to the northeast of the baseball field, behind the new bleachers,were removed; however, there is no need to replace them since it appears that they were only installed to protect the baseball field during construction of the track and bleacher foundation. Water would have to travel uphill to impact the closest resource area. The contractor has been doing a good job keeping up with the maintenance of the stone filter strip at the entrance to the site and keeping the street swept. The plan is to install the rubber on the track as soon as the weather allows for it. In the meantime work continues on the installation of utilities and drainage. After reviewing the plan set it appears that the erosion controls were installed to protect the baseball field during construction of the track and bleacher area, To my knowledge approval was not granted to remove the erosion controls; however,it does not appear that their removal will have any impact on the adjacent wetland resource area. The contractor installed the mulch socks along Cullen Avenue as directed and the temporary construction entrance in the northeast corner of the project is working out well. No repairs are recommended to the erosion controls at this time. The top and subsoil has been stripped and the area is being brought to subgrade. This activity will continue over the next week.
