On June 5,2017 Merrimack College requested an Insubstantial Change to the original design to remove the proposed 7,500SIi field house building and replace it with a smaller 2,200SI{ building for bathroom facilities and a small ticketing window. The location is adjacent to the grandstands and the outdoor plaza area will remain the same without the structure. There will need to be some other minor changes to the design in terms of drain locations; the overall stormwater design will not be impacted. This change will reduce the overall size and scope of the project and will have less impact on the Site overall. DECISION After discussion at the July 11,2017 Planning Board meeting, and upon a motion by Eitan Goldberg, seconded by Peter Boynton,the Planning Board deemed the proposed changes to be insubstantial changes that do not alter either the intent or the conditions of the original Special Permits. ; FINDINGS The proposed changes are deemed to be Insubstantial and do not alter either the intent or the conditions of the original Site Plan Review Special Permit. All plan revisions will be reflected on the final as-built drawings. Rebecca Oldham, Staff Planner E i i i 1 ' IN o MER RIMACK COLLEGE N n Street Nortthh Anddoo ver,MA 01$45 merrimack.edu 1 July 6, 2017 Dear Planning Board Members, Merrimack College seeks to modify the Site Plan Special Permit Issued April 18, 2017 by the North Andover Planning Board for Athletic District Project in order to remove the approximately 7,500 square foot single-story field house building shown in the approved plans, and replace it with a smaller approximately 2,200 square foot single- story building. The proposed smaller bullding will contain mens and womens bathrooms to accommodate guests of the facility and a small ticketing window area. This proposed change has minimal impact to the project and its Impacts to the community. The proposed smaller building will be situated alongside the backside of the track and field site, between the grandstand and baseball field, and barely visible from Cullen Avenue, a private campus roadway. The area where the previously proposed field house was planned for will be a combination of walkway around the track and a minor extension of the outdoor plaza space along side the track. It is our Intent to use the outdoor plaza space For a variety of temporary event festivities such as picnic tables, tents, food trucks, etc. The outdoor plaza area (smaller before) and field house building was previously within the proposed drainage system, and an evaluation of the closed drainage system/pipe calculations as a result of the larger plaza was conducted. Our team confirmed that the design is still adequate and consistent with the original Intent. The exact area drain locations within the plaza will need to be finalized upon further detailing of the fine-grading with the project's design team, but will not impact the stormwater design Intent. We hope you agree that this project change Is considered minimal and has negligible Impact to the community. We would like to move forward soon with further engineering and construction of this proposed small building, as we are well under construction with the overall project, We hope you can discuss this at your next regularly scheduled meeting.
