HomeMy WebLinkAbout2017-04-18 Insubstantial Change 4/5/2018 E X g° 6 Town of North Andover j Office of the Planning Department Community Development Division 120 Main Street North Andover, Massachusetts 01845 i a NOTICE OF DECISION(UNSUBSTANTIAL CHANGE) 1 E Date of Decision: April 5,2018 Petition of; Merrimack College 315 Turnpike Street North Andover, MA 01845 i Premises Affected: 315 Turnpike St.,North Andover AM Assessor's Map 25,Parcel 13 PROJECT On April 18, 2017,the Planning Board approved a Site Plan Review Special Permit to allow an upgrade to the existing athletic fields to provide a modern synthetic turf field and running track, viewing bleachers (2,500 seats)with a press box, a new field house building for concessions bathrooms,team/locker rooms, and a small event area. On July It, 2017,the Planning Board approved a requested Unsubstantial Change to the remove the proposed 7,500SF field house building and replace it with a smaller 2,200SF building for restroom facilities and concessions. On March 27,2018 Merrimack College requested an Unsubstantial Change to the original design to temporarily gravel a portion of the baseball field site for occasional overflow parking purposes (280 spaces), The reason for this change is due to the determination that the baseball field was not needed, however overflow parking is. No additional utilities are required for the site. The project's Independent Monitor has reviewed the scope of the request and advised that the baseball field site is extremely flat and the insignificant change should have no impact on the resource areas on the Andover side of the project. I DECISION After discussion at the April 3, 2018 Planning Board meeting, and upon a motion by J. Simons, seconded by P, Boynton,to deem the proposed changes to be unsubstantial changes that do not alter either the intent or the conditions of the original Special Permits. The vote was 5-0, unanimous in favor. CONDITIONS • A pre-construction meeting must be held with the developer,Independent Monitor and Planning Department(and other applicable departments)to determine if additional erosion control measures will be necessary. • The applicant shall provide the Planning Board an update on the status of the entire project site, including the status and long-term plan for the temporary parking area, within 18 months from the date of this Notice of Decision, • Monitoring will continue on the site. iE iI I I MER.RIMACK COLLEGE 315 Turnpike NortNorthAndoverer,,MA 01845 merrimack.edu { 1 a March 27, 2018 I Dear Planning Board Members, I Merrimack College is looking to temporarily gravel a portion of the previous baseball field site as part of the Athletic District Project, as reviewed and approved by the Planning Board as a Site Plan Review Special Permit on April 18, 2017, The previous reviewed plans for this portion of the project along the North Andover/Andover border deep within campus, were to remain in its existing condition since the college had no plans to change the landscape there, During construction, it Was decided-that the baseball field was not needed and demolition of backstop fencing and dugouts was done. As you may know, the baseball field remains in its existing condition behind new fencing, has no relationship to current campus operations or pedestrians and is not visible by any public ways in North Andover. The College is in need for additional overflow parking and would like to create a gravel lot for such occasional overflow parking purposes, notably for upcoming Commencement. This minor project change request is being reviewed by the Andover Conservation Commission, as a minor modification as well. Attached please find a plan of how parking spaces may be laid out on the proposed gravel surface. Thus, the College is submitting a Request for Unsubstantial Change in order to temporarily create this gravel overflow parking lot under the existing Site Plan Review Special Permit approved by the North Andover Planning Board.
