This system is currently collected in a pump station chamber and pumped northeasterly past the Volpe Athletic Center to the existing Town of North Andover system along Route 114. An evaluation of the existing._pumr')station will be performed to confirm any required modifications to the pump floats in order to accommodate the additional sanitary flow. As the concessions room will include food prep, a greasewtrap,is includedvin the pro'ectadesn to treat_flaws from the kitchen area. The redevelopment is proposed to improve the existing athletic facilities and ultimately the player and spectators experience at the college. Operations or overall activity to the campus is not anticipated to change as part of the redevelopment project and therefore no formal traffic study has been prepared. As requested,VHB has prepared this memorandum to summarize the redevelopment project and discuss access and circulation on the campus in the area of the project. In conformance with guidelines of the American Association of State Highway and Transportation Officials (AASHTO)l, sight distance anal ses were erformed at existing site driveways. Field observations of approximate vehicular speed were made to calculate the required stopping sight distance (SSD) and intersection sight distance (ISD). Stopping Sight Distance (SSD) is the distance required for a vehicle approaching an intersection from either direction to perceive, react and come to a complete stop before colliding with an object in the roadway, a vehicle exiting from a site drive, etc. SSD is considered to be the minimum visibility criterion for the safe operation of an unsignalized intersection. Calculations for ISD include the time to (1) turn left, and to clear the near half of the intersection without conflicting with the vehicles approaching from the left, and (2) upon turning left,to accelerate to the operating speed on the roadway without causing approaching vehicles on the main road to unduly reduce their speed. In this context,ISD can be considered as a desirable visibility criterion for the safe operation of an unsignalized intersection. Essentially, while SSD is the minimum distance needed to avoid collisions,ISD is the minimum distance needed so that mainline motorists will not have to substantially reduce their speed due to turning vehicles. To maintain safe operation of an unsignalized intersection, ISD only needs to be equal to the stopping sight distance, though it is obviously desirable to meet ISD requirements. However the proponent is seeking approvals to construct a board walk which would connect the large campus parking area to the southwest of the fields to the recreation area and thus greatly enhancing connectivity between these areas. PROJECT BENEFITS AND OPERATIONS The Athletics District Project will redevelop the existing practice and softball fields located immediately to the southwest of Cullen Avenue across from the Volpe Athletic Center and create a synthetic turf football field,viewing bleachers (2,500 seats), and new field house building for concessions, bathrooms, team/locker rooms and a small Merrimack Club event area. The proposed athletic field will be surrounded by a synthetic running track. The redevelopment is proposed to improve the existing athletic facilities and ultimately the player and spectators experience at the college and is not expected to increase traffic or parking needs on the campus. Currently the college track team utilizes campus roadway and offsite roadways, and offsite facilities for training. With the introduction of the track surrounding the proposed turf field, the track team will be able to train in a modern and safe facility and eliminate the need to go off campus or run on local roadways. This is a benefit of the project.
