Site Plan Review-Traffic&Circulation Memorandum
Merrimack College is planning a rehabilitation and expansion of the existing parking lot along Aherne Road within the
Merrimack College Campus, known as Campus Lot C. Upgrades are proposed to repair failing conditions of the
existing pavement, revise the parking lot and drive aisle configuration to improve vehicular and pedestrian circulation,
and formalize parking for approximately 127 vehicles that consistently park on grassed areas surrounding the current
parking lot in this area. Currently, overflow parking consistently occurs during the school years in non-designated
grassed areas. The goal of the expansion is to provide proper paved parking spaces for vehicles that are already on
campus in a more formalized and safer manner.
VHB has prepared this memorandum to summarize the proposed design and discuss access and circulation on the
Campus in the area of the Project.
Access:
Both external access to the College and internal access to Parking Lot C from within the Campus will remain
unchanged by the proposed rehabilitation Project. Access is currently provided by existing Campus roadways
including Walsh Way via Route 125/114(Turnpike Street) and Medina Drive via the Campus entrance on Elm
Street.
The Project also proposes to relocate accessible parking spaces to be more centralized to the accessible
entrances of the adjacent buildings of Sullivan Hall,the Mendel Science Center, and McQuade Library.
Accessible parking spaces are designed in conformance with the American with Disabilities Act (ADA)
regulation.
On-Site Circulation:
The Project provides substantial improvements to circulation of the existing Parking Lot C by establishing a
separated parking bay, offset from the reconfigured drive aisle. The improvements include additional head-in
parking off of the drive aisle to service the adjacent buildings which is also proposed to be utilized for
accessible parking. Attachments A and B have been included for comparison of the existing and proposed lot
configurations and circulation.
Fire and emergency vehicle access to the existing buildings is improved with the reconfiguration of the lot and
25-ft.wide drive aisles. 20-ft.-wide drives are also maintained on either side of Sullivan Hall as well as through
the horse-shoe drop-off loop,and parking adjacent to these drives has been tailored back to ensure sufficient
room for fire truck turning movements. A collection of fire truck turning figures is included in Attachment C
for confirmation of emergency vehicle access within the Site.

The Project also proposes to provide a new pedestrian sidewalk along the campus-side of the parking lot, as
well as a mid-block crossing to the new and separate parking bay.
Traffic:
As noted above, the Project Site is currently utilized for a substantial amount of overflow parking to meet
current on-Campus demands. The Project does not propose to introduce any source of traffic generation,
merely stabilizing and improving the Site to meet current parking demands by getting parking off grassed
areasp. Included in Attachment D is an index plan and associated site photos documenting the current
overflow parking conditions. It is the College's intent to formalize this overflow parking and repair the
existing lot to improve safety, stormwater management, and aesthetics along the Campus'front door to the
Town of North Andover.
