The college is proposing to re-build and expand Lot C, an existing campus parking lot. Lot C is situated along the Route 114 edge of campus adjacent to Sullivan Hall, McQuade Library and Mendel Science Center. Lot C has been in current configuration for decades and the college seeks to improve circulation through this lot and add spaces along the edges of the existing paved areas and adjacent grass overflow parking areas. When Crowe Hall, a new academic building, opened this past fall, cars were allowed to be parked on grass areas in the vicinity of Lot C to gauge demand and vehicular and pedestrian patterns. As a result, the demand for parking in this part of campus does exist, as shown by the amount of grass parking used this past academic year, and thus the college is seeking to improve parking at Lot C. The existing Lot C contains 123 paved parking spaces and a 2-way travel lane. The grass areas immediately adjacent to Lot C accommodate approximately 127 spaces during reasonable weather periods. The total existing parking space count is 250 parking spaces (paved and grass). As shown in the proposed site plan, the college proposes to formally re-build and expand Lot C with 250 paved parking spaces and a separate 2-way travel lane. As a result, the number of additional parking spaces is minimal. The college is seeking to improve the visual of parking along Route 114 while accommodating the same amount of spaces year-round. fir) tryt stirtlan£'�!hnlic:ccff 3e esrab!isll tt in 7947. f i i I In addition, this project includes sidewalk along the parking lot to improve the pedestrian experience and reduce pedestrian/vehicle conflicts. As typical to our parking lots, the project will include lighting, marked crosswalks, curbing, handicap spaces and landscaping. As you may have seen recently, the college, in coordination with the MassDOT, Town of North Andover and State legislators, worked to improve the Route 114 and Andover Street edges of campus. Improvements made include a new signaled crosswalk to Royal Crest Estates, new sidewalk around this side of campus and across the street to 510 Turnpike Street and Berkley Street, and more than 20 new pedestrian-scale light fixtures with banner poles. The college continues to maintain landscaping along this portion of campus, and with this proposed parking project, we plan to add more landscaping along the Route 114 edge, as well as incorporate a long landscape island along the 2-way travel lane. Improving parking areas along this campus edge will further the goals to create improved curb appeal along the public-facing edge of campus onto North Andover. Re: Merrimack College Project Manager Campus Parking Improvements Site Plan Review-Utility Impacts Memorandum On behalf of the applicant, Merrimack College, this memorandum has been prepared to serve as a summary of proposed design components related to the Campus Parking Improvements Project(the "Project") at Merrimack College,submitted for Site Plan Review. The Project Site is an approximately 3-acre portion of the Merrimack College campus (the Site) located in North Andover, Massachusetts. The Site is bounded by Route 114 (Turnpike Street)to the north/east and Sullivan Hall/Mendel Science Center/McQuade Library to the west/south, The Site lies outside of any Wetland Resource Areas or their associated 100-ft buffer zones. The Project consists of a rehabilitation and expansion of the existing parking lot along Aherne Road within the Merrimack College Campus, known as Campus Lot C. Upgrades are proposed to repair failing conditions of the existing pavement, revise the parking lot and drive aisle configuration to improve vehicular and pedestrian circulation, upgrade the stormwater management system and water quality, and formalize approximately 127 parking spaces currently utilized for overflow parking to meet current on-campus demands. Along with the lot improvements, the Project also creates a long landscape island along the travel lane and will provide additional landscaping between the lot and Route 114 to further the campus goals of creating improved curb appeal along the public-facing edge of campus onto North Andover, Accessible parking spaces are proposed to be relocated to a more central location for access to the adjacent buildings of Sullivan Hall, Mendel Science Center, and McQuade Library. Emergency vehicle access to adjacent buildings will be maintained. Attached to this memo are figures of the Existing Parking Layout (Figure 1)and Proposed Parking Layout(Figure 2)for a comparison of the proposed improvements. Utility structures impacted within the limit of work shall be reset and adjusted to finish grades. WATER/FIRE PREVENTION: In order to accommodate the revised parking layout, the Project requires relocation of three(B)existing fire hydrants. Any additional valves/structures impacted within the limit of work shall be reset and adjusted to finish grades. STORMWATER: The Project is tributary to the Elm Street Detention Basin located in the Town of Andover,as implemented under the Merrimack College Stormwater Master Plan, which was approved by the Andover Conservation Commission and most recently amended in May 2017 for the Athletics District Improvements Project. A Stormwater Management Report is being prepared to document the project design and both state and local regulatory compliance for the proposed Campus Parking Improvements,and will be included in forthcoming Request for Amended Order of Conditions submission to the Town of Andover Conservation Commission. In summary,watershed boundaries for the Project site will be maintained in the proposed conditions. In order to mitigate the increase in impervious area, the Project will rely on the stormwater bank established as part of the aforementioned previously-approved Stormwater Master Plan. The Project will also include implementation of stormwater best management practices (BMPs)to provide water quality treatment of pavement areas within the Project, LIGHTING: The Project will include upgrades to the existing parking lot lighting system to ensure adequate lighting is provided for pedestrian and vehicular safety of the re-configured lot.
