Paul Koch, Jr. Esq. - Chairman North Andover Zoning Board of Appeals 120 Main Street North Andover, MA 01845 RE: Petitions for Special Permit Side- and Rear Yard Variances 18 Cotuit Street Map 024.0, Parcel 0001 Dear Mr. Koch; The foregoing is provided as an update to matters discussed at the October Ist Public Hearing of the Z. • Stormwater Runoff- Mr. Robert Norbedo, an abutting property owner of a duplex rental property located at 36 & 38 Cotuit Street, raised concern over a potential for impact on his property as a result of stormwater runoff from my proposed project. • The flooding issues at Mr. Norbedo's property originate from the street itself and have existed longer than I have lived in my home, more than 28 years, August 1991, 0 1 have been friends with every neighbor that has lived at 436. Every one of them have experience flooding. All of it from the street. W The driveway at 4 36 Cotuit is four feet lower than the street, and has only a minimal raised apron, causing water running down the westerly street- gutter to funnel into the driveway during heavy rains. 0 The house configuration at# 36 is a garage-Linder, which is also four feet lower than the street. a No runoff from n-iy lot towards # 36 Cotuit Street contributes to the existing issue at the Norbedo property. • Regardless of the invalidity of Mr. Norbedo's assertions... 0 The proposed construction on my property is on the opposite side of my lot and some 135 feet from the Norbedo lot line and 175 feet from the garage at #36. ff All of the rainwater from the proposed driveway and roof will be collected into gutters and downspouts and will then be collected into an underground cistern and infiltrator. The plot plan has been i-evised to show the collection system. There will be no increase in i-unqff associated ivith the proposed. Tivelve copies of the revised plan have been submitted. ■ If revised floor plans are not necessary for consideration of the two variances, then we respectfully request that both variances be granted.
