Downtown area is d6nse; adding 50+people is not going to revitalize the downtown. With recent housing 209 developments, how long before we see results and is there wisdom in seeing how that evolves before we continue 210 to develop; timing is a concern. We have several narrow lot lines downtown. Why not consider more greenspace? 211 Tandem parking is not going to work; project is too big for the neighborhood, 212 Kathleen Hale,41 Second Street: There is simply not enough parking. 213 E. Goldberg: Downtown revitalization involves more people using Main St., Water St., The Mills, High St.,etc. 214 Providing housing is the best way to get people to use these areas which leads to more business investment. The 215 town has a Revitalization Plan involving improvements such as landscaping, redesigned traffic patterns/curb cuts, 5 Town of North Andover PLANNING BOARD Eitan Goldberg, Chair Sean Ifevlahan • wi.Fn,s Ifelly Cormrer Peter Boynton • Johrr Simons Alissa.Koenig Taresrlal;March 21, 2023 7 p.m., 120 Main Street Tosyrr Hall,North Andover,MA 01845 216 enforced parking, pocket parks, etc. Many newer housing developments are not occupied yet; we don't know if 217 we've reached a tipping point;they are being considered. We have reviewed live parking data for this project; we 218 are conditioning a parking study to review issues after construction. Issues can be addressed, timed parking, 219 meters, Iimited hours, etc. Select Board and NAPD get involved to potentially modify the permit based on issues; 220 6-12-24 months after construction. 221 Tina Messina resident 63 Mifflin Dr, owner/partner-First&Main St.,Messina's Plaza: Residents speak the 222 truth; parking is an issue downtown. What is Plan B is if parking doesn't work?Tenants like the parking we have 223 to offer. Monitored parking won't work; costly, unfriendly. We don't want to shirt our parking lot down to protect 224 our tenant parking but we might need to make difficult decisions. Not questioning the apartments; questions 225 parking availability. 226 J. Smolak: Tandem parking spaces are only designed for tl€e 2-bedroom units. Parking for this site won't reach far 227 onto Main St. Vacancies are seen due to lack of variety and experience. Residential housing will bring foot traffic 228 resulting in high quality tenants. 229 Lisa Loosigian, abutter,42 Second Street: Waiting 6 months to learn you have a parking problem seems late. You 230 have no place to park those cars; deal with the problem pre-emptively. 231 Kimberly Adami resident, 55 Maple Ave.: Maple, Second,First&Main Streets are congested due to more people 232 living in town and are hard to navigate. Process needs to slow down to create more compromise;to see if all the 233 apartments become occupied.Retail and variety are vital to downtown. 234 P. Boynton,Noted Board's reduction in original quantity of units; transparency is important to engage businesses 235 and residents early in the process. K. Cormier agreed on earlier notification even if other towns don't offer it. 236 Board: Justified voting on project after initial discussions(7/19 & 9/20/22)&4 public hearings where evidence 237 was heard, traffic assessments received with related peer reviews; no new information to review. 238 MOTION: J.
