The plans are revisions from the set of plans that the.Zoning Board of Appeals approved on November IP in the following ways: 1) We added 30 parking spaces so as to allow the entire building to be used for up to 100% office:to meet future tenant requirements. We are not chanVng the uses that.were approved by the Zoning Board of Appeals on November 121 ,2002, Therefore the number of parking spaces increased from 82 to 114• To accommodate the increased parking,we increased the northern lease lot line by 18 feet: 2) We have been value engineering the building and as a result,we are lowering the height of the building by 3 feet. In addition,we have reduced the number of,dogs in the front foundation wall. All of these changes are in compliance with the zoning bylaws for use, set backs,etc as previously approved by the Zoning Board of Appeals. However,since these changes constitute a change from what was approved by the Zoning Board of Appeals,we need your ruling on how to proceed from this point. Stanley, Chief of Police I have reviewed the plans and done a site visit to the proposed North Andover Business Center, 500 Sutton Street. We have concerns about the impact the increased volume of traffic may have at the airport entrance. The specific concern is the hazardous condition that exists when exiting.the driveway and turning left onto Sutton Street. As you know, traffic approaching from Rt. 125 is traveling around a curve and up a grade toward this driveway. Therefore, it is the recommendation of the Police Department that a traffic impact study be performed to determine if additional site improvements, signs or other measures might improve safety in this area. i 4 ' f ' ,1AN11 ?003 ROaP,n 01. Justin Woods F (978)688-9542 MEMORANDUM TO: Planning Board FROM: 3.Justin Woods,Planning Director CC: Raymond Santilli,Assistant Town Manager/Acting Director of Community Development Heidi Griffin,Community Development&Services Director RE, 500 Sutton Street,Lighthouse Realty Trust North Andover Business Park Site Plan& Watershed Special Permits DATE: March 24,2003 1) Watershed Special Permit - The Applicant must verify that there are no resource areas within 325 of the proposed work. - The Applicant must additional treatment measures to further protect water quality. - If the project is within 325 feet, the Applicant must prove that there are no other reasonable alternatives for the improvements outside of the Non-Disturbance and/or the Non-Discharge Buffer Zones. 2) Site Plan Permit - The applicant must submit a written request for a waiver from the boundary survey requirement (otherwise a complete survey of the airport would need to be submitted). - The applicant must revise the total signage, which exceeds 200s,f. or request a waiver to 232s.f. 3) Drainage - Per VIIB's review, the detention basin will not function as designed. - The applicant must revise the infiltration system to maintain a minimum 2-foot separation between the bottom of an infiltration structure and the seasonal high groundwater table. - The Applicant must revise the HydroCAD model to account for the possible constriction of the outlet. - The Applicant must provide an emergency spillway to reduce the possibility of a failure in the event that the outlet is compromised or the design flows are exceeded, 4) Traffic The Applicant should provide some information confirming that adequate turning radius is available to accommodate WB-50 trucks both on-site and at the site driveways leading to the Airport Entrance Drive. The site plan indicates 4 handicap accessible spaces and,according to ADA guidelines, the development on this site should accommodate 5 handicap spaces where one of these spaces is a handicap van accessible parking space. Justin Woods,Planning Director CC: Raymond Santilli,Assistant Town Manager/Acting Director of Community Development Heidi Griffin,Community Development&Services Director RE: 500 Sutton Street,Lighthouse Realty Trust North Andover Business Park Site Plan&Watershed Special Permits DATE: April 4,2003 1) On March 25, 2003, the Planning Board requested the Applicant to: A) Obtain a letter from Conservation confirming that the project maintained adequate distances -fi-orn jurisdictional wetlands; B) Provide copies of the lease; C) Add additional dumpsters;AND D) Improve the dumpster area by including additional landscaping and a retaining wall. I have received a memo from Conservation stating that the site is "not an area subject to protection under the Massachusetts Wetlands Protection Act or the local Wetlands Bylaw. I believe the applicant intends to address the other issues at the hearing. 2) Drainage A) The Applicant revised the HydroCAD model at the detention pond but did not include the 12-inch pipe from the detention pond to the control structure as the control. The Applicant changed the plans to show an 18-inch pipe connecting the detention pond to the outlet structure and after a follow-up request, provide capacity calculations to demonstrate that this pipe is no longer a constriction. No further engineering review is required at this time. 3) Provided that the issues in item one are adequately addressed at the hearing, staff recommends closing the public hearing on April 8 and drafting a decision for review on.April 22.
