Affairs MEPA Unit 251 Causeway Street, Suite 900 Boston, MA 02114 Regarding: Comments on Proposed Endicott Plaza North Andover, MA Dear Secretary Durand: Background I represent an organized group of hundreds of North Andover residents who live in neighborhoods located across from the proposed Endicott Plaza project. I am writing to advise you of our historic need for sidewalks to connect our neighborhood to existing businesses on Route 125, and now the lack of pedestrian accommodations, which will be compounded by the proposed Endicott Plaza development. In June 2000, I collected over three hundred (300) signatures from concerned citizens and area business leaders, which at that time, were used to petition the Massachusetts Highway Department (MHD) to construct a sidewalk along a short stretch of Route 125 (Osgood 'Street) . Our effort has garnered support from the North Andover Planning Board, and North Andover Office of Community Development . Additionally, our state legislators Senator Jajuga and Representative Torrisi have also written MHD to support our effort . The MHD agreed to investigate the feasibility of constructing sidewalks . Additionally, the North Andover Planning Board has invited me on September 26, 2000 to present "pedestrian issues" for this area of Route 125 on behalf of area residents . The following documents are attached regarding our petitioning effort to-date and include: Y Map depicting area of petitioning residents and businesses, and site features; Y Initial Petition letter to MHD along with signatures; Y MHD' s initial response to investigate; North Andover Office of Community Development' s letters of support submitted to MHD, Planning Board, and Merrimack Valley Planning Commission; Secretary Robert Durand September 6, 2000 Page 2 Y Senator Jajuga' s letter of support submitted to MHD; and ➢ MHD' s response to the North Andover Office of Community Development . I am tentatively scheduled to meet this month with Representative Torrisi, business leaders, and town officials on the matter. The timing of our petitioning efforts and your regulatory review of the Endicott Plaza was unintended; nevertheless, the proposed development highlights and compounds the inadequacies of pedestrian access along Route 125 . Comments on the Proposed Endicott Plaza Our vision is to have pedestrian access to development on Route 125 including the proposed Endicott Plaza that is aesthetically pleasing and functional for both resident-to-business use and business-to-business use. Suburban towns have developed over the last 20-years into pockets of residential neighborhoods and commercial businesses that are isolated from each other except by car. Cul-de-sacs have forced more automobile travel and the absence of sidewalks has embattled the pedestrian even when the destination is in eyeshot. The proposed Endicott Plaza and stretch of Route 125 is a case-in-point. Developers and regulators have made great strides in accommodating the automobile but have virtually ignored the pedestrian. The proposed Endicott Plaza will be the largest commercial development in the area that will change the life of the existing residential and business community. The plaza will increase pedestrian demand from nearby residential neighborhoods as well as between new and existing businesses . Specific comments on the proposed design include : 1 . There are only "token" sidewalk accommodations proposed at the site . other than providing for resident--to-business pedestrian access between Barker Street and Endicott Plaza, a pedestrian cannot travel between businesses . The hotel and office buildings at Endicott Plaza will generate a pedestrian demand between adjacent and nearby existing businesses . Sidewalks should be constructed to accommodate this need, which will reduce unnecessary automobile trips within the area. 2 . The signaled intersection proposed at Route 125 and Barker Street is clearly designed for the car and not for the pedestrian. Route 125 will be up to 70-feet wide to accommodate six lanes of traffic. It may be very efficient, but it is not pedestrian friendly or aesthetically pleasing to residential neighbors . Even with traffic control, such a wide intersection would be frightening to cross, particularly r Secretary Robert Durand September 6, 2000 Page 3 for young adults . At a minimum, a southbound left hand turning lane from Route 125 to Barker Street is not needed. Route 125 is no longer suited for four (4) travel lanes (2- north bound and 2-southbound lanes) . It was originally designed for low-volume, high-speed travel through farmland when it was built . Land use has changed sufficiently that reconfiguration is necessary for the general area from Route 125 at Sutton Street to the Endicott Plaza. Route 125 should be reconfigured to two (2) travel lanes (i. e . one in each direction) and a common center turning lane, three (3) lanes total . Dedicated turning lanes can be used for larger developments such as Endicott Plaza, if needed. This reconfiguration will reduce traffic speed, reduce traffic noise, provide room for the construction of sidewalks on both sides of Route 125, be less intimidating to cross, and be more aesthetically pleasing. Summary We don' t want "Automile" ! We want sidewalks that encourage transportation other than by car or SUV, that will connect the community, and add a new dimension to the area. The Endicott Plaza will be the largest and most diverse development in the area having hotel, office, commercial, retail buildings . The potential pedestrian demand extends far beyond the borders of the project. Economic activity between Route 125 at Sutton Street and the Endicott Plaza will be fantastic between businesses and resident, and business-to-business . Morning coffee, lunch, errands, and the working student can all be done by walking ! I ask that your office carefully consider our community needs and solicit input from, and coordinate with, the developer, North Andover town officials, Massachusetts Highway Department, and the Merrimack Valley Planning Commission to provide a pedestrian solution for this area . There are several reasons why this should not be allowed. I have lived 18 years on Rt 125 and during this time the traffic has increased dramatically. There are daily accidents not to mention the pollution from the cars, ,Since I live on a one way street coming in from 125 I always have to go on 125 no matter how many times a clay I go out. There are times that I have to sit in traffic which is backed up past Haffner's. For the residents who live on 125 this could be a life threatening situation. Building this mall will certainly add to the traffic,pollution and noise. For the residents who chose to live down town or financially can't afford to live on Bear Hill Rd,Blue Ridge Rd etc. should not have to have a lesser duality of life in this town. We all pay the same,percentage of takes. The hotel is not needed since there are two hotels at the off ramp of495 in Haverhill by the Westgate Plaza among others in Lawrence and Andover. The five story hotel does not fit in with'the surroundings. If we can't have traffic lights at Mass Ave and Osgood St for this reason(when someone has already been killed there)we certainly should not. have a hotel towering over the countryside, which would not fit in either. The employment is not needed, since there are job openings everywhere. As far as the tax revenue goes shame on anyone of the town officials who put money before the health and well being of their residents. Griffin: On September 26, 2000, I presented to the Board the lack of pedestrian access along Route 125 . The issue was presented on behalf of hundreds of residents and business leaders evidenced through a petition drive . Specific needs and concerns presented to the Board included: E 1 . Construction of a sidewalk between the Butcher Boy Plaza and Barker Street as a minimum and immediate need; 2 . Better sidewalk accommodations at the proposed Endicott Plaza to provide for business-to-business pedestrian access; 3. Reduce vehicular traffic accommodations at the proposed intersection of Route 1.25 and Barker Street to the Endicott Plaza so not to diminish the atheistics of the area and not to overwhelm the intrepid pedestrian with expanses of pavement, unnecessary Lanes, and multiple traffic patterns; and 4 . The Board know that our community does not want development of the area do result an ugly, automobile driven commercial corridor such as Route 28 in Salem, NH where vehicles are over accommodated and no one can safely walk. The Board needs to implement a comprehensive pedestrian plan along the Route 125 Corridor from China Blossom to the proposed Endicott Plaza in anticipation of rapid development in the near future. On September 27, 2000, I met with Mr. William Scott, Director of North Andover' s Community Development and Services, Mr. Thomas Yameen, Owner of the Butcher Boy Plaza, and Representative David Torrisi at town offices to discuss these issues . Based on our meeting, Mr. Scott, at his recommendation, is coordinating a Stakeholders conference on the matter. The conference, which will include property and business owners on Route 1.25 from China Blossom to Barker' s Farm, the proponent to the Endicott Plaza project, resident representatives, the Merrimack Valley Planning Commission, and state and town officials, is intended to identify specific and comprehensive traffic and pedestrian needs for the area. r 1 ' Ms. Heidi Griffin November 3, 2000 Page 2 Because development in the area can occur much quicker than our comprehensive plans can be formulated, I ask that the Board require pedestrian mitigation for all proposed development between China Blossom and the proposed Hndicott Plaza in the form sidewalk construction and/or funding to provide for a comprehensive pedestrian and traffic study or design for this length of road. As I understand it, the following three (3) issues need to be clarified prior to your draping a zoning compliance letter for the Planning Board's review, 1. Medical office as an allowed use in the B-2, and I-2 zones. We are presently proposing professional office use within both zones. As I read the off-street parking regulations we will need to provide I parking space per 300 square feet of professional office use. We are not presently proposing medical office use, which would require 3 parking spaces per 1000 SCIUare feet, plus one per employee. Should we choose to propose a medical office use at a later date we will work within the requirements of the zoning bylaw at that time. 2. Restaurant use within the B-I and B-2 zones. Eating and drinking establishments are listed as an allowed use in both districts. We are not presently proposing restaurant use within this project. Should we choose to propose a restaurant at a later (late we will work within the requirements of the zoning bylaw at that time. 3. Parking, access and paving; within the Conservation Commission's fifty (50') foot No-build Zone. As you are aware, the Wetlands Protection ByLaw is administered by t17e North Andover Conservation Commission (NACC) and their designated Agent, Mr. Brian LaGrasse. Driveways, roadways and parking areas are permitted in the 50-foot No-Construction Zone whereas structures irrck:ding, belt not limited to, buildings and residential dwellings are not {see Section II(p.7) of(he Wetland ByLaw and Regulations). All buildings have been located outside of the 50-1bot.No-Construction Zone and proposed work complies with the setback requirements of the ByLaw. If you have further questions regarding; this matter we would suggest that you speak directly with Mr. LaGrasse who will re-affirm our lindings. 'Specifically, we asked that the Massachusetts Highway Department (MHD) construct a sidewalk on the east side of Route 125 from Barker Street to the Butcher Boy Plaza. The sidewalk was estimated to be about 500-feet long. A sidewalk was needed to: 1 . Reduce vehicular traffic from neighborhoods located within walking distance to businesses along Route 125 in this area. Over 300 houses are located in walking distance to area business; 2 . Introduce pedestrian traffic to the corridor as a new, functional, and aesthetically pleasing mode of transportation to the corridor. Without a sidewalk the area is proceeding to develop into an "automile" like stretch of road; and 3 . Most importantly provide safety to citizens and individuals who currently make a pedestrian venture along this segment of the road. Adults and young adults frequently walk this stretch of road to work and/or patron businesses at the Butcher Boy Plaza. The North Andover Planning Board, Office of Community Development, Merrimack Valley planning Commission, and our state legislatures strongly and actively supported this citizen .request. Your office kindly and promptly responded in a July 19, 2000 letter, which indicated that MHD shall investigate the feasibility on constructing a sidewalk on the east side of the I Mr. Stephen O' Donnell May 31, 2002 Page 2 road. However, I have not received a written report on the investigation on the matter. Coincidental to our request was permit applications made by a private developer for a proposed commercial development called "Endicott Plaza. " The development is located on the west side of Route 125. We were pleased to see that a mitigation measure required by MHD of the developer included construction of a sidewalk on the west side of Route 125 from Barker Street to the Butcher Boy Plaza. The mitigation letter is attached. Unfortunately, the Endicott Plaza project did not move forward and the sidewalk was not realized. While the mitigation measure to build a sidewalk along the west side of Route 125 as part of the Endicott Plaza project clearly shows MHD' s sensitivity to the pedestrian needs of local citizens, the measure cannot replace MHD' s commitment to our original request which was to investigate construction of a sidewalk on the east side of the road. This walkway would connect hundreds of nearby residences with local businesses which otherwise are separated by a dangerous length of state road. Enclosed is the following: • A map indicating where the sidewalk is needed; Signed petitions from stakeholder residents and business; and • MHD' s Pedestrian Transportation Plan (from MHD website) . I was pleased to see in the Pedestrian Transportation Plan that MHD is pro-pedestrian and that the Plan' s vision and our vision for a sidewalk are a perfect match. Construction of a sidewalk would provide and safe and convenient way for pedestrians to shop or work at the Butcher Boy Plaza, 10 businesses, that otherwise is only accessible by automobile. Community support is extremely strong . Attached are signatures representing 80 households and the owner of Butcher Boy Plaza. At .least 300 hundred citizens signed in support of a sidewalk which represent 189 legal-aged adults and Ill children. The children are future sidewalk users . Petition response rate was over. 80 percent ? According to Mr . Steven Chandler and Mr. Bryan Fallon of your office, Route 125 is scheduled for re-surfacing which includes the stretch of road where the sidewalk is needed. Construction is scheduled in 2001 . That work would be an opportune time to incorporate construction of a sidewalk into the project. T. ask at a minimum that MHD holds a public hearin for that ro ' ect, and that I am notified directly of the hearin . As you know, suburban development over the past 20 years has forced more automobiles on the road and isolated the pedestrian. The juxtaposing of the Butcher Boy Plaza to area residence is a case in point. Connecting these two areas with a sidewalk is a simple step that would start correcting the pedestrian challenge Mr . The Massachusetts Highway Department has planned a routine resurfacing project for this area of Route 125, As you may be aware,the scope of work for sidewalk construction typically involves the taking of easements, constructing drainage improvements, installing wheelchair ramps and other incidental items. This work significantly increases the scope of the project's design and construction. The Massachusetts Highway Department's District Four office will investigate the feasibility and costs associated with this request. Upon completing this analysis, a design decision can be made and the opportunity for a public comment will be considered. The project entails the construction of ±120,000 square feet. of office space-.., 40,500 square feet of commercial/retail space and a 102--room hotel. The project is located on a ±14--acre site on the west side of Route 125 between Holt Road and Sutton Street:. Based on ITE Land Use Codes 820 (Shopping Center), 881 (Pharmacy with Drive-Through Window), 710 (General Office Space), and 310 (Hotel), the project is expected to generate approximately 4, 1036 vehicle trips on an average weekday. A MassHighway permit Is required for access to Route 125. Dear --- ° As an abutter to Rte 125 across from the proposed Endicott Plaza,I am writing to offer my support for the project provided the off-site access plans are modified to improve safe access to the existing drives along Rte 125. Specifically 1 am requesting that Planning Board require as condition of permit,modification of proponents concept plan for off-site access improvements to Rte 125 to reduce confusion created by left turn provisions to McLays Drive occurring in transition area of left turn lane for Barker Street. Recommend that flare widening of Route 125 be extended an additional 300 feet northerly beyond McLay's drive to allow for the creation of a center lane left turn lane. This would provide positive guidance and separation for left turn movements to Mclays fiom left turns to Barker Street. Request that project proponents traffic Engineer prepare concept plan showing this modification.
