(VAI) was forwarded a copy of an unsigned letter addressed to you from the owner of McLay's Florist relative to the proposed Endicott Plaza development to be located in North Andover, Massachusetts. In brief, the author of the letter requests that the proposed Conceptual Improvement Plan (CIP) prepared for the planned improvements to Osgood Street (Route 125) in the vicinity of the project site be modified in order to provide a center left-turn lane (two-way, left-turn lane (TWLTL)) in advance of the planned left-turn lane on the Osgood Street southbound approach to Barker Street, It is envisioned that the TWLTL would serve to provide better defined access to McLay's Florist over the proposed extension of the left-turn lane on the Osgood Street southbound approach to Barker Street beyond the McLay's Florist driveway. j In response to this request, VAI will work with McLay's Florist to provide an access plan that will meet the needs of the property owner and the design requirements of the Massachusetts Highway Department (MassHighway). At a minimum, the left-turn pocket on the Osgood Street southbound approach to Barker Street can be extended beyond the McLay's Florist driveway and/or a separate left-turn pocket could be constructed for McLay's Florist as a part of the planned improvements to Osgood Street. For detailed information regarding existing site topography and proposed construction, refer to site plans prepared by Marchionda and Associates. SITE DESCRIPTION The project site is a 14 acre parcel which slopes from Rt. 125 towards a large wetland system located along the westerly property line, Portions of the wetland system extend towards and onto the westerly portion of the site. At the southeasterly corner of the site are several small farm buildings and a parking area surrounded by brush and grass. A strip of woods runs along the rear property line adjacent wetlands. The remainder of the site is covered by agricultural fields (approximately half planted with crops, half bare soil). Soil Conservation Service (S.C.S.) mapping indicates that the site is underlain entirely by soils from the"C" hydrologic grouping (Woodbridge and Paxton soils). Refer to Figure 2 for soils information. PROTECT INFORMATION In order to mitigate potential increases in peak rates of stormwater runoff resulting from the proposed increase in impervious groundeover, a stormwater management system has been designed to collect and detain runoff generated from the development. Runoff from parking areas is to be collected by catchbasins and conveyed to a detention basin at the westerly corner of the site. Outflow from the basin is to be controlled by a standpipe type of outlet structure which is designed to reduce peak outlflows for each of the design storms. An independent drainage system is to convey all roof-generated runoff to a large subsurface detention area to be located behind the hotel. The subsurface detention area provides stormwater storage within a network of 30"perforated plastic drainage pipes set in a bed of crushed stone. METHODOLOGY The hydrologic analysis begins with the determination of a study point and delineation of an area which drains to the study point. if necessary for analysis, the study area is divided into subcatch►nent areas. National Engineering Handbook and methods established in Technical Releases 20 and 55, peak stormwater discharge is determined at the study point for 1, 2, 10 and 100 year 24-hour Type III storm events (which produce 2.6, 3.2, 4.6 and 6.5 inches of rainfall, respectively). The analysis of the study area is repeated for past-development conditions and a stormwater management system is designed to assure that existing conditions peak flows are not exceeded for any of the design storm events. i Since the entire site drains to a single large wetland system located to the west of the site, for the pre-development Hydrologic analyses, the study area was defined by a single subcatchment area (SC-El). Figure 3 delineates the existing conditions subcatchment area. Under proposed conditions, the study area was subdivided into three subcatchments (SC-P 1 a, SC-PIb and SC-Plc). SC-Pla encompasses all proposed parking areas and drains to the above- ground detention basin. Vegetated side slopes along the perimeter of the development which flow undetained to the wetlands comprise SC-Plb, SC-Plc is comprised of rooftop areas which drain to the proposed subsurface detention area. For delineation of the post-development subcatclunents and a diagram of the hydrologic routing, refer to Figures 4 and 5, respectively. CONCLUSION The analyses indicate that the proposed stormwater management system is effective and this development will not cause an increase in peak stormwater flows to the adjacent wetlands, Presented below is a summary of the peak runoff discharges at the downhill property line.
