RE; Site Plan Review -- Circuit Repair Corporation
Staff has reviewed the above cited site plan and has the
following comments :
1 . Height of the structure . The finish floor is 15 . 5 '
above the grade of Flagship Drive and the finish roof is
37 . 5 ' higher tha, the street . Please supply the Board
with an elevation or perspective which will show what
this structure will look like from the street .
2 . Is this proposal to be built in two ( 2 ) phases?
3 . Clearly indicate the 32 ' wide access easement on the
plan. No parking shall be placed within this easement.
A copy of all easements between Lots E1 and E2 shall be
provided to the Board . Have you discussed a grading
easement with the owner of Lot P next door?
4 . Address the concerns of the Fire Department letter dated
January 3, 1989 .
5 . The landscape elan must correspond to the site plan
submitted by Christiansen & Sergi Engineers . Building
area is different and handicapped ramp is not the same .
G . Seventeen ( 17 ) parking spaces needed for administration,
22 parking spaces needed for warehousing, 39 spaces
needed 36 spaces shown .
7 , Need a line placed upon the landscaping plan which is
labeled a "no-cut" line , in order to preserve existing
trees .
8 . No stormwater retention shown . Must check with DPW for
adequacy of design ,

Site Plan Review
Dear Joe :
Thank you for presenting the above cited project to the Planning
Board during their January 19 , 1989 meeting . Please be advised that the
Board has scheduled to extend the public hearing until their February 2 ,
1989 meeting in order to resolve the following issues :
1 . The traffic light issue for the Willow Street/Route 114
intersection . The Board has expressed their dismay numerous
times that this dangerous Intersection does not have a
traffic light . The Board requests your input on how this
situation will be rectified .
2 . Building elevations for all. four ( 4 ) sides of the
structure . The Board is particularly interested in how the
structure will look from Route 114 .
3 . Suggestions on how the mechanical equipment to be placed on
the roof: will be screened .
4 . Need an engineers stamp on the calculations and soil report
submitted for this project.
5 . Suggestions on how to control the soil removal process from
the site .
6 . Discuss a grading easement with the owners of Lot F . The
purpose of this easement is to eliminate the need to
construct a retaining wall. on Lot F in the future .

7 . Show parking spaces for 39 cars , then show the actual number
of parking spaces to be provided . You have estimated that
20 people will work at the facility. .

higher than the street; . Please supply the Board with an

Dear Scott,
The following response is in answer to the questions requested at
the last meeting . We will present them at your next meeting,
February 16, 1989 .
1 . Traffic light issue - Letter Enclosed .
2 . Building -Elevation& - Elevations Drawn & Enclosed .
3 . Mechanical Equipment on Roof
The Mechanical System has not been designed , however
if roof top ventilation and exhaust units are utilized, '
no screening will be provided . The reasoning is that
this ,building would not have a central boiler or
Mechanical System. Most likely several packaged
unitized roof top systems will be spaced at different
locations on the roof . The package units are not
-unsightly or exposed in full view from the ground .
Also, the building will have a small parapet at the
peri'meter assisting In screening what roof top units
are proposed .
4 . Professional Stamps - Architects Stamp
Civil Engineers Stamp
Soils Engineer Stamp
All Professional working an this Vroject have
stampod there respective work .
5. As noted at my presentation, very little sail will be
removed from this site . It is anticipated that a maximum
of 500 yards of soil will be removed . This will be
accomplished at one time possibly in one day but most
likely two days . Administration on quantity will be
verified by Superintendent on the Jobsite .

6. The grading of Lot F is not the responsibility of my client .
However , as presented, if the Owner of Lot F would like an
easement to remove soild from Lot .E2 in order to have better
utilization of Lot F , my client would be amiable .
7 . The existing parking plan shows 35 parking spaces . As
requested , we have shown an additional 7 future spaces that
could be created on the rear paved surface . 39 net possible
spaces could exist if required even if 3 spaces were removed
at the easement if a driveway was to go through .
B. Perspective of the front of the building was submitted for
review in the form of a 24"x36" sheet and also a 8"x12"
photograph. Also, the mean elevation difference from the
property line on Flagship Drive and finish floor is 12 .5
feet not 15.5 feet . 12 feet of rise in 48 feet of distance
equates to 4 : 1 or a very acceptable slope .
9 . Parking at the end of the easement can be removed once
a driveway is continued onto Lot El . Refer to Item No . 7 .
10. Site Plan submitted in Booklet given to Planning Board does
relate to Landscaping Plan and visa versa.
11 . Line added to Plan enclosed .
12 . Storm water retention is not necessary nor is it required by
the Engineer... The subdivision Engineering Plan submitted
and accepted 10 y.ears ago contained adequate drainage
engineering and water retention for the entire Subdivision .
If. required, Christiansen & Sergi , the Engineers , will
discuss this with the DPW.
Please evaluate the criteria noted as I will discuss this at the
February 16, 1989 meeting . If you require additional
information, please contact me .

Dear Sir:
As you are aware, an Application for Site Plan Review relative
to the above-captioned matter is before the Board at this time.
I am the proposed Buyer of a portion of the above-described real
estate under a Purchase and Sale Agreement with the current
owner of the property, The Ragweed Realty Trust . Upon the
purchase of said property and. subsequent to approval by the
Planning Board, I shall construct a building as detailed in the
application for Site Plan Review for my company, Circuit Repair
Corporation.
As future owner of said real estate and President of Circuit
Repair corporation, I hereby state that I would be willing to
contribute my proportionate share of funds needed to address the
traffic situation in and around Flagship Drive area . Please
note that it is my understanding that my proportionate share
would be based on the total number of business and property
owners in the affected area and their respective use of the
roadway area .

Dear Joe :
The Planning Board voted to accept your request to move the public
hearing scheduled to be continued to their to their February 2 , 1989
meeting to be held instead on February 16 , 1989 ,
1 have the following responses to your January 31 , 1989 letter:
1 . Your letter regarding the traffic light by Mr. Jeff ferry is
sufficient.
2 . The Board will review the building elevations on February
16 , 1989 .
3. The Board will review the screening of the mechanical
systems in detail .
4 . Professional stamps have been secured.
3. Soil removal will be controlled by the Board in their
decision .
6 . The grading easement with Lot F can be worked out in the
future .
7 . You have amended your parking design as required . Adequate
parking is shown . Need to explore providing only the spaces
needed at this time rather than paving the site to provide
the required. 39 parking spaces .

design addressed the high finish floor elevation in relation
