Dcar Ms.Colwell,
On behalf of the property ownerldeveloper Business Park Realty Trust, I would like to provide some
clarifications regarding the proposed project. Unlike every other project we have permitted in the North Andover
Business Park since the Executive Center in 1985,this facility is proposed as a"spec"building and at this point does
not have any committed tenant. As a result, issues such as use, traffic and other operational features cannot be
addressed specifically at this point. We would like to provide the following summary to serve as a basis for review:
-General f Community Impact: Lots 4 and 5 have been combined to allow for a project of a scale
appropriate to the neighborhood and to provide adequate parking,circulation and loading. The building architecture
is intended to be similar to but somewhat more upscale than surrowiding facilities. The proposed building is
buffered on all sides by existing vegetation and is separated from any residential development by other commercial
facilities.
-Use/Fiscal Impact: The future owner or tenant will be of a use permitted in Table I of the zoning bylaw
and compatible with current businesses in the neighborhood, The building and site have been designed to provide
for a R&D type operation combining light manufacturing and offices. We expect that the economies of the real
estate market will tend to attract those tenants which will best utilize the amenities being provided. Having been two
lots in the original subdivision,two sets of utility tie-ins exist and ample capacity is provided for in the infrastructure.
a ie: 72 spaces have been provided based upon ratios for light manufacturing at ground level and
offices at the 2"d floor. Shipping and receiving appropriate to this use are provided for by 2 loading clocks located at
the rear of the facility. 'I�pical truck use would be limited to the hours of 6,00 a.m.to 6.00 p,m.
-Desip Standards: The project will be engineered in accordance with the 6th edition of the Massachusetts
State Building Code,NFPA,Greater Lawrence Sanitary District standards and all applicable federal,state and local
codes and ordinances, The ambient noise level shall be established and the completed facility shall be in accordance
with Division of Air Quality Control policy 310 CMR 7.10.
We would be happy to discuss these issues in further detail at the public hearing and to provide any
supplementary information the board feels is necessary as a part of building permit application. Let me know if you

Dear Ms.Griffin,
On behalf of the property ownerldeveloper Business,Park Realty Trust, I am submitting an amended site
layout and summary of the proposed development, When the project was approved in May of 1998, it was proposed
as a"spec"building that was untended for an electronics assembly firm with a 2°d floor office tenant. The needs of
the future owner/occupant will necessitate modifications to the engineered plans and approval of those changes by
the lawn. I hope that the fallowing will assist in your review and approval;
--Building Area:The permitted facility consisted of a 16,I to s.F.footprint with a full 2"d floor for a total floor area of
32,220 SY, The proposed project totals 31,111 S.F. (24,091 S.F, footprint with a 7030 S.F. 2'° floor) which
represents a reduction of 1109 S.F. The building height of approximately 25'will be 5' lower than initially proposed.
a: While the amended plan increases the building ground floor area,the elimination of truck access

around the building has substantially reduced the total impervious area and associated runoff. In addition, this will
retract the limits of work at the rear of the building and eliminate the need for extensive steep slopes and retaining
walls. These and other issues relevant to the Conservation Commission will be presented In the forth of a minor
modification request.
-U e a in : The original and proposed manufacturing uses both involve the assembly of electronic components.
The approved parking was based upon the 32,220 S.F. facility being 50% office, use and 50%manufacturing use.
The firtitre owner/operator will use over 213 of the facility for light manufacturing and will have substantially lower
parking demand,both from an actual and zoning standpoint, While 2 loading docks are still provided, there will be
very low tractor-trailer usage.
We would be happy to clarify these or any other issues regarding this project in further detail and to provide
any supplementary information you feel is necessary prior to Form U sign-off. Please advise us of tine approprlate
procedure,for planning board sig-offof the revised engineering drawings that are currently being produced, Thank

The fire department has the following comments regarding this revised site plan:
® Although the rear access has been restricted, the fire department will have access from
the front and on each side. This access will extend from the front to the loading dock on
one side and from the front to the employee area on the other. Given that the building
must be fully equipped with an automatic fire suppression system, we would waive the
three hundred and sixty-degree access.
® An exposure potential exists from a fire in the wooded area to the rear of the building.
Since access to the rear of the building would be eliminated, the proposed clearing of
vegetation to a distance twenty-five feet from the rear of the building should be required.
• We required that dumpsters be a minimum of twenty-five feet from the building, unless
suppression protection is extended to include the dumpster. Mr. Wiech will include
protection for the dumpster if it is to remain as shown.

Dear Mr. Wiech-,
Please be advised that at their regularly scheduled meeting of September 21, 1999, the North Andover
Planning Board.voted to allow you to present a minor modification that would not require that you present
a full blown site plan review with a public hearing to the Planning Board Specifically, the Planning
Board approved the following minor modification to your plan,
1. To allow a proposed Oroject modification totaling 31,111 square feet (24,081 s.f. footprint with a
7,030 s.q 2"a floor);
2. To allow a building height of approxhnately 25' (5' lower than initial proposal);
3. Clearing of vegetation to a distance of twenty-five feet from the rear of the building is required;
and
4. Suppression protection for the dumpster is required.
5. Snow removal area shall be designated on the plan.
Please provide me with three copies of the revised plan in accordance with Section 8.3.8 of the Town of
North Andover Zoning Bylaw so that they may be placed in our file as the new plan of record approved by
the Planning Board as a minor modification.
