Heidi Griffin,Town Planner Town of North Andover 27 Charles Street North Andover, MA 01845 Re: Map 107C Lot 23 Lot F Flagship Drive Response to Engineering Review Comments Dear Ms. Griffin: iviHF Design Consultants, Inc, is pleased to provide our response to the engineering review comments by VHB dated May 17, 2001, including appropriate plan revisions. We believe that all the comments are minor in nature and are clarified as follows: La No easements or encumbrances are known that would affect the project. Lb. The minimum setbacks are met;the typos in the zoning table have been corrected. l.g. Details for the Versalok retaining walls have been incuded on the revised plans. Shop drawings for the retaining walls will need Town review and approval prior to issuance of a building permit(also, see comment 3g below). Lh. Photometric and IES Candela data file references designed for this project are referenced-- the photometric graphic/point data will be added to the plan. The Lighting Facilities Plan Sheet 7 will be revised by Huntress Associates, Inc, to indicate footcandle data and will be available at the Planning Board Hearing. 2.a. At the conceptual discussion for this project, the Planning Board declined having the applicant provide a traffic study for this site. 2.b. This can be verified through a discussion with Heidi Griffin,Town Planner, 2.c. Please refer to items 2a and 2b above. 3.a. As required by the Town of North Andover regulations, we have provided the revised 2, 10 & 100-year storm event calculations. And as indicated therein, the drainage system as designed provides adequate controls for all the design storms. ENGINEERS: 0 PLANNERS 0 SURVEYORS e® A MHF Design Consultants, Inc. 3.b. We have added the Rational Method calculations for the 25-year storm event to the report. 3.c. The drainage calculations provide a description of the existing pipe system and flows at Flagship Drive (see print-outs of Reach 24 & 25) 3.d. Although the project is not required to achieve any particular level of TSS removal (as it does not come under the jurisdiction of DEP's Stormwater Policy), the drainage report included TSS rates under the heading of"Stormwater Quality Controls" - where the catch basins with deep sumps were described with their associated TSS removal rate (25%per DEP Stormwater Management Handbook). 3.e/f. These were invert/pipe data typos which are resolved on the revised plans. 3,g The shop drawings will reflect the wall design details, including the underdrain and stabilized slope systems. Typical details are shown on the revised plans. 3.h. The Hancor© system is developed and designed for this application and meets H- 20 loading—see details and related notes. 4.a. The proposed hydrant locations have been shown and will be reviewewed and coordinated with the NAFD. 4.b. Additional hydrants will be located within the site per NAFD coordination, including a looped water main around the building. 4.c. The plans include references to jurisdictional ADA and other standards, to which the AAB standards reference. Transition slope data has been added to the detail, 4.d. Pipe trench materials (excepting underdrain systems) could be revised to a standard MHD gravel specification, subject to Town written authorization. We do not advise merely using gravel borrow, as the specification on that material is too general and not appropriate. 4.e. Temporary Sediment Control fencing has been shown on the plans (see legend) where required in flat or fill situations (note that most of the site is a"cut"). 41 A snow disposal note has been added to the Site Plan. Attached are 2 sets of plans and drainage calculations revised per these comments (revision date 06-01-01). One set of plans and drainage calculations have been forwarded directly to VHB, Inc.
