HISTORY AND BACKGROUND On April 21, 2023 the applicant requested a waiver of the Watershed Protection District Special Permit, in accordance with the North Andover Zoning Bylaw Article 4 Section 195-4.24. Waiver' of Special Permit, so as to allow construction of a new 11.5' x'l 14' three season porch within the Non-Discharge Buffer Zone. Bordering vegetated wetlands to an intermittent stream are located approximately 170' away from the proposed land disturbance. The porch and landing foundation will consist of five helical footings,two of which are located on an existing brick patio.The project does not require any vegetation removal or regrading. FINDING OF FACT The Planning Board has made its decision based on the following findings: • The scope consists of installation of five helical footings. 0 No vegetation removal or regrading is required. • A waiver of the Watershed Protection District special pen-nit is requested, and although there is an impervious structure proposed there will be very limited ground disturbance. . CONDITIONS * A 12" diameter mulch sock, staked at 4' intervals, will be installed at the, limit of work pfior to building permit issuance. * The two downspouts from front comers of new porch are to be buried and expanded to terminate in a drywell with capacity of approximately 100 gallons. We are planning to have a three-season porch(11.5'x 14') added to the rear of the structure. We are advised by Town staff that our home is in the Lake Cochichewi.ck watershed. As such,working with our contractor,we plan to mitigate any potential issue of storm water runoff by including an appropriately sized dty well in our construction plans. The project will have minimal effect on the grounds.The porch and landing foundation will consist of five helical footings, two of which are located on an existing brick patio. The only ground disturbance of the project will be those footings. No vegetation will be removed,not is.grading necessary.
