have been obtained at this site but as yet no Septic System
plans have been submitted. Since the Septic System plans would
have to fit in the 50 foot offset between the building and the Lot
lines , l recommend that nothing be finalized until. a satisfactory
Septic System has been designed.

I have reviewed the plan submitted for the proposed building
and will withhold specific comment related to fire protection
at this time.
In general, I feel that their plan should not have been distributed
for comment.
It appears to me that a great many developers take the time and
effort to follow the Site Plan Review process and others do not.
I feel that this plan does not supply the specific information
requested in the by-law and that by accepting it for comment the
town does an injustice to its own system and to those developers
who apply time, effort and money in a plan submission.
Due to a commitment, I cannot be at your August 17 meeting but
will be sending Lt. Andrew Melnikas, the Fire Prevention Officer,
to express the department' s veiws on this matter.
I would hope that the Board would address the issue of the accept-
ability of the plan and then provide us with your decision on that
matter so that specific fire protection input can be given.
As always, the fire department has been willing to meet to discuss
fire protection with any developer regarding their projects.

Dear Mr. Campagna:
Kindly supply the following:
percolation data, septic system design
drainage calculations , watershed, catch basins,
rims and inverts, pipes (affect on septic system)
stabilization of rear slope where extensive cut
is proposed
lighting plan, benchmark data
building dimensions, side setbacks
abutters activity
address the Fire Department' s concern
We would appreciate the submittal of this information at
minimum, one week prior to the September 14th Planning Board
meeting for distribution and review.

Date: September 9 , 1987
I met with the owners of the proposed building on September 9
to discuss fire protection requirements for this building.
As a result of that meeting I am submitting the following
comments :
1. The entire building must be equipped with a fire
suppression system in accordance with MGL Chapter 148 Sec. 26G.
2. A fire detection and alarm system must be installed.
3. Plans for both the detection and suppression systems
shall be submitted to the Fire Chief prior to installation
for approval.
4 . An additional fire hydrant is to be installed at the
southeastern corner of the building in the area marked "gravel"
between the two parking areas.
5. No open burning is allowed except as permitted by the
North Andover Fire Department regulations during open burning season.
6. Any underground fuel storage must comply with North
Andover Fire Department regulations.
In discussion with the owner there are no present tenants for
the building and it is not certain as to how the building will
be subdivided.
Aside from the minimun required fire protection, I am requesting
that the following statement be included in your order of condi-
tions;
"Prior to occupancy by any tenant, the tenant and the building
owner shall notify and meet with the Fire Chief to provide for
any additional fire protection improvements needed for their
intended use prior to taking occupancy" .

I Have been asked 7y Mr. lanni to review the septic system
plans for this lot;.. l compared the septic system plan by
Joe- Barba cello to the site and landscape plan by The
Architects Group and noticed several discrepancies . The
building is offset 60 feet from they front lot line can
he septic plan and 50 can they site plan. The septic plan
shows barely enough breakout fill to satisfy regulations
but the site plan shows a cut for a drainage swale too
closes to the leach field.
recommend that the sanitary and site engineers work
together to design a plan that satisfies the requirements
of the t«3oard of Health and the owner before submitting
any more proposals .

Dear Paul:
1 have reviewed the plan and would make the following comments:
1. All drainage to comply with the Board of Health rules pertaining to
Septic systems relative to site drainage and town drainage. No per-
mission will be given by this Department until the Board of Health
confirms approval on design. Written permission must be obtained by
this Department prior to starting any work.
2. All site drainage should be independent from the building and no floor
or interior drains should be connected to system.
3. The drainage design of Holt Rd. drainage has an existing catch basin
located as shown on plan. This basin should handle site drainage and
no problems should arise as long as the grades are not altered to
divert drainage flows from what they are presently.
4. 1 would recommend a detention and sediment ponding area be constructed
at drainage discharge point.
5. Two additional drain catch basins should be added towards the rear of
the building.
6. All catch basins to be standard 81, precast concrete units with four
foot radius and thirty in sumps.
7. Driveway Entry Permits will be required by this Department.

TOWN DEPARTMENT COMMENTS
Fire : Fire hydrants to be installed at the Southeast

Police:
Health: May have problems with septic system design if a
swale is constructed along Holt Road. Satisfactory
percolation and ground water tests have been
obtained.

Conservation Commission: No wetlands in this area.
DISCUSSION
Staff has met with the applciant together with his
engineer and architect on September llth. Items of
concern discussed included the following:
1 . The site plan as presented (prepared: July 24 , 1987)
is not adequate. It lacks sufficient detail and quality
to provide adequate staff and Planning Board review.
2 . 1 questioned the adequacy of the drainage system as shown.
I resubmitted the plan to the Department of Public Works
requesting varification that the system will work as
designed. (Memo dated: September 11 , 1987 , to Paul Niman)
3 . Major problems with traffic circulation and emergency
access within the site. The lot contains a building
which is too large to provide adequate access to the
proposed docks and parking areas. A concern also exists
for emergency vehicle access to the structure if trucks and
cars are parked in the areas shown on the plan.
NOTE: The concerns listed above were sufficient to require the
applicant to be removed from the Planning Boards Adgenda
of September 14th. In addition, the applciant was notified
by a letter from Karen Nelson, dated August 18 , 1987 ,
requesting plans a week prior to the September 14th
meeting. This was not done.
In addition to the above concerns, I have the following issues
which need to be addressed:
1 . Please show the location and type of entrances to be
provided to the structure .
2 . I have no problem with supplying gravel in certain
locations to help with drainage and maintenance costs .
I do need some indication that the gravel will remain
in place and that the parking areas are delineated from the
access drive around the building. I suggest curbing
or some method to protect vehicles and hold the gravel in
place.
3 . Please show the location of all fire hydrants on the site.
4 . Question of ability of plants to survive once planted in
the retention area as shown.
5 . May have a leaching problem with the location of the septic
system, if a swale needs to be placed along the
right-of-way of Holt Road.
6 . Drainage pipe being laid under a building slab could
prove to be difficult to maintain.
7 . Proof from the applicant that this is a legal lot of
record. The plan was not done on a survey plan.
8 . Please indicate the size of your sign shown on the plan.
9 . Please show the existing right-of-way of Holt Road along
with the distances of location of any curb cuts on
either side of Holt Road.
In summary the applicant is attempting to provide a large
structure (31% lot coverage) in addition to supplying loading
spaces and parking in excess of the Town' s requirements. I
suggest either reducing the size of structure , or eliminate some
of the parking and loading areas. I understand that the applicant
is reluctant to do so, since this building will likely become
both office and warehouse space which requires more parking space,
while still providing loading areas .
Since our regulations do not deal with buildings of this type
very well, I suggest the Board examine closely the practicle aspects
of the site plan' s design regarding moveability of both the parking,
loading areas and access drive.

Please Review this proposed site plan for Zanni Family Trust.
S have the following concerns with this site plan which re-
quires your Department's review:
1) The drainage calculations and design of the drainage
system.
2) Does the frontage of this lot require a swale to
handle upland and roadway stormwater runoff.
Please have your comments on these issues to me by September
18th, This site plan is scheduled to appear before the Plan-
ning Board on September 28th. Thanks.
