The North Andover Planning Doard heid a public hearing on �

Wednesday evening , March 2 , 1980 upon the application of Borden �
Chemical , l Clark Streot , North A"dover ^ MA. The hearing was advertised �
in the North Andover Citi7en an [ rb, oary 11 and February 18 , 1988 . The �
following members were prevent and voting : Chairman, Paul Hodstrow, �
George Perna , Vice-Chairman; John Simons , Clark ; and Erich Nitzsche . �
John Burke was absent ,
The petitioner seeks a Kppcial Permit under Section 8.3 , Site
Plan Review . lhe purpnse of the vita plan is to review the proposal to �
construct three ( 3 ) additions hn 'n` existing structure , \ ) I2O ' 1 1 ' x �
83 ' 6" , one story , height 35 ' 6'' , 7 ) 70 ' x20 ' , one story , height 15 ' , and

3 ) 564201 ' 4 " ` Vinished height of 25 ' 6^ . Gaid additions are for
warehouse ^ proceysinq a/pas and o ( [ irc space , on 16 .2 acres , more or
less, located on the [a4n 00e M Clark Street with frontage of 955 , 33

Letters were received and rend from the Board of Health and the
Conservation Commission.
Rick Taylor , Cb ) ter AGsoc i ates of Worcester , presented the Board
with the plans and qa�e an overview of what was being proposed . There �
are three additions , one is an pxpansion to the existing office which is �
on the second floor , \ no| ing to add 1 , 800 square feet . The second
addition being proposed is the processing addition and the third a �
�
warehousing addition . T|`e site is at l CLark Street . At present , there
are 200 parking spaces available , once the additions are added there
will be R01 parking spaces . [here *re six loading docks , the only �
difference is that they wilt be / eiocated , �

Paul Hedstrom asked m|,a ( We total square footage of the

George Perna questioned thr height in regards to the Airport ,
Mr , Taylor cited towers in eycess of 05 feet high . He did not belieQ
that there was an impact to the approach to the Airport . Scott
Stocking , Town Planner asked if they had received any letters or sent �
any letters to the FAA for cnmmm`to or the Airport Authority . Mr . �
Taylor said that they had been sent , �
John Simons oskcd \ [ LherQ was any section of what it would look
like. Mr . 7ay]mv showed them to John . George Perna said that the Board
was mainly internstod in what it \noked like from Route 125 at Clark
Street . Mr , T8ylnr said that it would not be visible . George Perna
wanted to know the height n [ the existing structure . Mr . Taylor said
that it was 25 ' 6" and that the highest addition would be 35 feet .
Profiles and elevation of the building were requested by the Boerd . The
applicant has an Order of Conditions from Conservation.

Taylor said as far as he O'`en , `mWirq that they are doing now will
change. Erich Nitixd`, said that the Board of Health ' s concerns should
be part of the conditionc .
Scott Stocking sb` ted that there were potential drainage
concerns on Clark Street to a rv ) vert that is not the proper size . Dill
Hmurciak , Public Works 0epnrkmp/'( ' �aid that the culvert in question was �
further down on CI-ark StrpeY , c | nqe'' to the Airport and would be
addressed on the Rutc(`ey Boy s \ tp . The applicant is to provide pictures
of elevations and letkers [ s "xn t|xo F0A and Airport Commission.

Conditional Approval
The Planning Board makes the Fol lowing findings regarding the Special
Permit jppligation before us :
1 . The proposed additions to thQ existing structure are appropriate
given its use , location and operation of the plant .
B. The proposed additions will not adversely effect adjacent
properties or structures .
:3. The Board finds that the proposed addition will not present a
nusiance or hazard to the general public .
4 . The applicant has provided appropriate facilities for the proper
operation of the proposed use.
5. The Special hermit application adheres to the requirements of
Section 0. 3 ! Site Ptan Review? .
Based upon the findings made above , the Board conditionally approves
this Site Plan Review Special Permit with the following conditions :
1 . Five handicapped spaces Shall be clearly marked on the site plan
and on the pavement in the existing parking lot .
C . The applicant shall pvovide the Planning Board letters from the
Lawrence Airport Commission , and the FAA that the project
adheres to their rules and regulations prior- to the issuance of
a building permit .
S . Note placed on the plan that all processes, storage and
procedures in manufacturing adhere to all State and Federal
Regulations .
4 . Changes made to the notes on the plan which adhere to the actual
conditions -found on- si te .
5. Any changes in the site plan required by action under- M.G .L .
Chapter 131 , Section 40 , shall be resubmitted to the Planning
Board for review .
6 . Applicant shall file a statement with the Board of Health that
no new chpmir_al procrasse> or hazardous materials shall be stored
in the facility as a renutt of the proposed addition.
7 . Any changes made to the > i tQ plan after- they have been filed
with the Registry of Deadq Office , shall be submitted to the
Planning Board for reviou .
The fo l lowing plans shall he dopmed approved by this decision:
