Dear Mr. Woods,
The following response to VHB's review letter of March 4, 2003 is in the same format as
the review letter for convenience of review.
I. WATERSHED SPECIAL PERMIT
1. The lot was created prior to 1994 as stated by the consultant. At the time of the
filing we were not aware of any wetland resource areas within 325 feet of the
property. As a result of your question we have looked at the MASS GIS database
and found the attached wetlands map. Using that map a portion of the detention
area and a small portion of the pavement is within 325 feet of a wetland tributaay
to the Lake.
2. 1 certify that the proposed project will not degrade the quantity or quality of water
entering Lake Cochichewick.
3. This project is proposed on a lot created prior to October 24,1994 and the
buildings proposed are greater than 325 feet from Lake Cochichewick and greater
than 325 feet from Wetland Resource Areas in the Watershed District. The
detention pond and a portion of pavement are within 325 feet of a wetland that is
in the watershed.
Napoli trucking is presently located in North Andover on Inglewood Street and
has been asked by the Building Inspector to relocate. Napoli Trucking filed with
the Board of Appeals to stay at its existing location, That request was denied. This
is the only site Napoli has been able to locate in North Andover. Additionally the
Board of Appeals has requested that Napoli Trucking be relocated by May 2003.
The deadline leaves little time for alternative sites evaluation.

4. The use of fertilizer is not proposed on the site. Construction activities will not
cause creation of nitrogen in the groundwater greater than the Federal limit at the
property boundary. Sewage will be disposed of by sewer not septic systems.
5. The proposed buildings are outside the non-disturbance zone. A small portion of
the site is within the non-discharge zone but is an allowed use by special permit.
See attached MA GIS wetlands photo.
6. No fuel will be stored on site. The buildings will be equipped with floor drains
that discharge into an oil separator which discharges to the sewer system.
II. SITE PLAN REVIEW
1. I concur with the comment
2. We hereby request a waiver from a traffic study because of the limited number of
vehicles Napoli Trucking owns.
III DRAINAGE REVIEW
1. The ponding is for short periods of time and in a limited area of the parking lot.
This type of ponding occurs in almost all situations because of limited inlet grate
capacity. This is rarely analyzed by most engineers. Most analyses will show 100-
year storms entering a catch basin and draining to a detention pond. However in
order for the catch basin to catch the projected flow rates the roadways would be
flooded to the crown of the road and most of the water bypasses the grate.
I prefer to leave the design as it is. To change the design so that all areas of the
parking lot are not flooded during a 100 year storm is not reasonable. A proper
hydrologic and hydraulic analysis of all projects even those designed by VHB will
show that the catch basins proposed for roadways and parking lots do not have the
capacity to carry large storm flows without a head over the grate. The head over
the grate is flooding.
A review of the plan will show that the flooding is limited to the southerly portion
of the property and will not affect safe access or egress to the property.
2. Each catch basin is proposed to have a double top. I will correct the detail sheet to
show that.
3. Page 4 of the calculations shows that for the 10-yr storm the peak elevation in
pond I is 159.86 not 160 as you suggest. The peak elevation in the 100-year
storm is 160 as shown on page 4.

4. Flooding will not occur between the building corners and 20 feet from the
building. At 20 feet from the building the depth of the water will be zero and
increase to 6 inches at the catch basin. On the southeast corner of the building the
distance from the 160 contour to the catch basin is 50 feet. Half way from the
building corner to the basin, a distance of 25 feet the water will be 3 inches deep.
That point is 45 feet from the building corner. This hardly represents an
impediment to travel.
The flooding during the 100-year storm occurs during hours 11.60 to 12.30. That
represents a total time of flooding at 42 minutes in a 100-year event. Only for 18
minutes of that time is the water above 3 inches deep.
5. As VHB has properly pointed out the pond level in Pond 2 of 157.15 is higher
than the inlet invert. This level is almost instantaneous. However, to eliminate any
concern I have lowered the secondary outlet to elevation 155.5 and increased it to
a 10 inch diameter hole. The peak elevation is reduced to below the inlet invert.
6. The comment is correct and the plan will be adjusted.
7. We did not propose to account for infiltration as a way of sizing the infiltration
chambers. That is we designed the chambers to hold all of the required recharge
water. In fact as shown in the original submittal the infiltration storage provided is
3 times that required. We did not rely on infiltration to reduce the size of the
chambers.
The SCS says the soil is a Paxton with a water table greater than 6 feet. The C
horizon of Paxton soils are described as a Sandy Loam, The Mass DEP has stated
in proposed infiltration recharge guidelines that sandy loams have an infiltration
rate of 1 inch per hour. Applying that infiltration rate the full chambers would
empty in 30 hours.
However as a result of your review we performed soil test on site and found the
parent soil is a stony, gravelly medium sand. The water table is greater than seven
feet. The locations of the tests have been added to the plan and the test results are
attached. The infiltration rate for sand as stated by the MADEP is 8.27 in/hr. The
chambers would empty in less than 4 hours.

I am quite comfortable using the SCS description of the soils to design the infiltration
system. Also given the time constraints imposed on the applicant by the Zoning Board of
Appeals to move his operation, requiring testing now would be unacceptable. If however
a condition of the approval would require testing before construction begins and to
submit a redesign if the testing proved different fiom the assumptions would be
appropriate.

Attached are 10 copies of the revised Special Permit Plans for the Napoli
Trucking Project on Clark Street. The plans include, all of the corrections that resulted
from the VfIB reviews as well as a landscaping plan developed as a result of the
discussions at the last Planning Board meeting.
On March 19,2003 1 sent revised plans to VHB by overnight mail that included all -
of the changes to that date, including adjusted catch basin rims and soil testing results.
The plans contained herein are different from those sent on the 19th in the following
matters:
1. The 325 foot non-discharge line has been adjusted
2. A landscaping berm has been added to satisfy the VBB concern that the
parking lot could overflow during a storm and flood the adjoining property
(I spoke to VHB on 3/27 to confirm their concern before changing the
plan).
3. A landscaping plan has been added
4. The fence has been removed
