Traffic-Impact Assessment

Introduction. HSA Corporation, The Transportation-Engineering Company (HSA) has pre-
pared this memorandum to summarize the traffic impacts of the above-referenced project as they
relate to trip generation.
Project Description., The proposed project is the replacement of an existing approximately
200,000-square-foot (sf)industrial building with a 176,916-sf warehouse. Some of the proposed
building floor area (25,055 sf) will be used as office space associated with the warehouse use.
The existing building was previously used for light manufacturing.
The site is located at One Clark Street, on the east side of the road just north of Massachusetts
Route 133 (Osgood Street), Traffic will access the site via the three existing driveways on Clark
Street.
Sit - enera eel Traff c, The Institute of Transportation Engineers (ITE) compiles trip-genera-
tion data for a variety of land uses and independent variables and publishes these data in Trip
Generation.1 This publication, which is a national guide for estimating site traffic, contains trip-
generation data for warehouse facilities (Land Use 150) and manufacturing facilities (Land Use
140).
Table 1 summarizes the estimated trip-generation characteristics of the proposed 176,916-sf
warehouse, based on gross square feet, and compares it to the estimated trip generation of the
previous use(a 200,000 sf manufacturing building).
As shown in Table 1, the proposed change in use at the site is estimated to generate:
• 240 more vehicle trips per average weekday
16 fewer vehicle trips during the weekday AM peak hour

According to ITE and Northwestern University, a traffic study is generally required when a de-
velopment is anticipated to generate more than 100 inbound or outbound vehicle-trips during a
peak hour.2 This project is anticipated to'generate 100 or fewer unidirectional trips in a peak.
hour. Additionally, it is estimated to generate fewer peak-hour vehicle trips than the previous
use. Accordingly, a traffic study is not necessary for the proposed development.

area traffic operations, generating fewer weekday peak-hour vehicle trips than the previous man-
ufacturing use.
