The building was functionally obsolescent, an had been vacant for some time when we purchased the property in the summer of 1998 The z property is currently being redeveloped into a multi-tenant distributionhnanufacturi nl, r facility. As you are aware, extensive work is underway on the property such as erlvirolunen:al y=' remediation, substantial demolition of functionally obsolete spaee, and a comhinatic n of new construction and rehabilitation of the remaining facility. This has required significant new construction of drainage systems, appropriate water siltation contro I, and $z retention ponds, all resulting in improved water quality run off control. This is ' = particularly important giver the properties location adjacent to wetlands. This prof erty represents an exceptional opportunity to the community of North Andover for ecor optic ' development in the community. We are currently marketing the property for lease. Unfortunately, we have found th it the property is having some difficulty competing with Properties in Southern New Hampshire and as well as properties in Haverhill and Lawrence, where deals can be made 4 for grants and other tax programs, which result in rental quotes substantially lower han -.znli we can provide! at One Clark Street. As you know, we are currently in canversatiot is with p' y one tenant who is disposed favorably towards the property, but is concerned about he a r high operating costs. A TIF woWd reduce the operating costs to the tenants, and n alce -- '' the}property more attractive as a location for prospective businesses that rrzay wish o E locate at One Clark Street. We respectfully request a TIF for the increase in value over the pre-developed value of the property. i-•zyy': 3 r 121 Middle Street,Suite 200 1660 Soldis rs Field Road,Suite 201 Portland,ME o41oi Boston,M1.02135 207 774-0046 (T 17 782-0[1 1.
