HomeMy WebLinkAbout2023-01-17 Affordable Housing Trust Minutes North Andover Affordable Housing Trust Meeting Minutes January 17, 2023 Present: Laurie Burzlaff, Christopher Jee, George Koehler, Joan Fitzgibbons, Richard Vaillancourt (remote) and Robert Bernardin and Brian Keating, Assistant Planning Director. Absent: Roger Lawson Meeting was called to order at 5:34PM in the Select Board Meeting Room at Town Hall. Approve minutes of November 15, 2022 Motion made by George Koehler, seconded by Joan Fitzgibbons to approve the minutes of December 13, 2022. Motion approved 6-0. Brian Keating, Asst. Planning Director, Introduction Mr. Keating, stated he was Senior Planner in Methuen and is on the Affordable Housing Trust in Pepperell. He looks forward to helping the Trust with their affordable housing initiatives. Housing Production Plan stakeholder committee Mr. Keating indicated the town is looking for a representative from the Affordable Housing Trust to volunteer for the Housing Production plan committee. Mr. Keating explained that the HPP is related to Chapter 40B and is a way to create a housing production strategy. The plan is good for five years and Merrimack Valley Planning Commission has offered to do the plan. Mr. Bernardin asked if the Trust would even be interested in participating given that it seems stopping 40B developments goes against our mission. Mr. Keating stated that this is a way to control and not prevent. Mr. Jee stated that it also helps with hostile 40B developments. Ms. Burzlaff suggest the Trustees not appoint anyone and just have Mr. Keating report back to the trustees. Mr. Bernardin suggested we wait to decide until the next meeting to see if Mr. Lawson would be interested. Mr. Jee will put on the agenda for the next meeting. Fountain Drive discussion/updates Mr. Bernardin spoke with Housing Authority Director, Maggie Cleary, who indicated that Mass Housing Partnership is pushing for family housing at Fountain Drive. There are discussions going on about the design. Mr. Bernardin also indicated that the HA has signed an agreement with Cambridge Housing Authority to begin repositioning. Treasurer’s Report No update Senior Home Repair Program Mr. Jee asked if the Trustees were willing to appoint a subcommittee to review the guidelines and present at the next meeting. Motion made by Laurie Burzlaff, seconded by Joan Fitzgibbons, to have Brian Keating and Christopher Jee work on guidelines and present at the next meeting. Motion approved 6-0. ADJOURNMENT Motion made by Laurie Burzlaff, seconded by Robert Bernardin to adjourn the meeting at 6:40PM. Motion approved 6-0.
