Meeting Minutes
February 21, 2023
Present: Laurie Burzlaff, Christopher Jee, Joan Fitzgibbons, Richard Vaillancourt, Roger Lawson, Robert Bernardin
and Brian Keating, Assistant Planning Director. Absent: George Koehler
Meeting was called to order at 5:30PM in the Select Board Meeting Room at Town Hall.
Approve minutes of January 17, 2023
Motion made by Laurie Burzlaff, seconded by Robert Bernardin to approve the minutes of January 17, 2023.
Motion approved 4-0.
Ms. Fitzgibbons arrived.
CPC Application update
Ms. Burzlaff explained that she attended the Community Preservation Committee about the Trust’s application
and they did not want to give the Trust the 10% allocation. They asked for a project to be named. Ms. Burzlaff
suggested they amend the application to name both 20 Brown Court and the Senior Home Repair Program and
amend the amount to $200,000.
Mr. Vaillancourt arrived.
Motion made by Laurie Burzlaff, seconded by Robert Bernardin to amend the CPC application to list 2 potential
projects (Brown Court and repair program) and amend the amount to $200,000. Motion approved 5-0-1 (Mr.
Vaillancourt abstained as he was not present for the discussion).
20 Brown Court
Annmary Connor, the Executive Director of Bread & Roses Housing was approached by Levis Construction
regarding several properties on Brown Court. 20 Brown Court would be the first project. The property is
condemned and needs to be torn down. The proposal is to replace with a 2 family condex. The sale price for the
land is $330,000 and Ms. Connor estimates tear down and construction will cost around $1million. After 20 Brown
Court, Bread & Roses would look to purchase the 2 family next to it and another single family, all owned by the
same person. The vision is to create a community with a playground/basketball court. Units would be affordable
in perpetuity and be sold to qualified buyers at 80% income level. Ms. Burzlaff suggested they submit a proposal
with what they are looking for from the Trust with a budget.
Senior Home Repair Program
Discussions on Senior home repair program included:
Changing the minimum age from 60 to 62
Change the 275k assets to exclude home equity and primary home
Keep funding at 15k
Work must begin 90 days from the date of the mortgage
Discussion on whether the Trust should be responsible for recommending a contractor
Only show insurance at the time of the closing
The second to last bullet keep keep at 6 months to complete the work but the trust can extend
Renovations must meet all applicable building codes
Hold off on approving changes until next AHT meeting
Fountain Drive discussion/update (if any)
Maggie met with MHP. MHP is pushing for 3 duplexes as opposed to 12 one bedroom units. This was not what
the Trust agreed to. If this change is made, should the vote come back to the Trust.
