In accordance with the Planning Board's watershed special permit requirements (see DaleTRoczynski,P.f. requirement #1) and on behalf of William Barrett Homes, Epsilon Associates is pleased GndySchlessinger to provide the following "statement of environmental impact" as it pertains to the proposed Johnson Street development: Lester B.Smith,Jr. It is the professional opinion of Epsilon Associates, Inc., that there will be no Victoria H.Fletcher,R!A significant degradation of the quality or quantity of water in or entering Lake Cochichewick as a result of this development. In reaching this conclusion, it is understood that where applicable, the proposed site development complies with the performance standards set forth in the Massachusetts 5tormwater Management Policy, the Massachusetts Wetland Protection Act, Section 401 and 404 of the U.S. Clean Water Act, EPA - NPDES regulations, and the Watershed/Wetland Protection ByLaw(s). Meeting the performance standards thus affords the applicant a presumption that down gradient wetland resource areas and water bodies will not be negatively impacted by proposed work. The performance standards address both water quality (pollutants) and water quantity (flood control) problems by establishing the level of required controls through the use of Best Management Practices (BAI1Ps). BMPs proposed by the applicant (e.g., vegetated swales and dry we115) and an undisturbed buffer zone from the edge of wetlands of at least 75-feet, will reduce and/or prevent pollutants from reaching water bodies and/or control the quantity of runoff from the project site.
