Dear Sir:
I have recently received a notice, copy enclosed, pertaining
to a land use within your jurisdiction, Guilford Transportation
Industries, Inc. manages the real estate matters for several
corporations and as such would like to respond to your notice.
This notice applies to one of the corporations owned by
Guilford Transportation Industries, they are as follows:
° Boston and Maine Corporation
° Maine Central Railroad Company
° Springfield Terminal Railway Company
° Hudson ' River Estates, Inca
° Delaware River Estates, Inc.
° DH Estates, Inc. (formerly Delaware and Hudson
Railroad)
Please excuse the form nature of this letter. However, the
railroads receive many notices each day and it is often difficult
to review the topic of each notice between the time in which it
is received and the date set for hearing. Therefore, we ask your
cooperation in this regard.
Although the railroads are concerned with each and every
notice, there are certain instances which you may become aware of
that are of particular concern. The railroads are concerned
about any petition which involves land plans showing a crossing
of railroad property. The railroads' concern exists even in the
event that your petitioner indicates that it is the holder of a
valid railroad crossing. Further, the railroads are particularly
concerned about development within 25, from the centerline of an
existing railroad track, even if such development occurs on non-
railroad property. . As such, petitions for variances from set
back xequirements 'can be particularly troublesome.

The railroads ask your cooperation in bringing their
attention to any such matters.
This letter should not be construed as a waiver of any other
objections which the railroads may have to a proponent's plan.

PUBLIC HEARING NOTICE
NORTH ANDOVER PLANNING BOARD
In accordance with the provisions of Chap-
ter 40-A, Section 11, M.G.L., the North An-
dover Planning Board will hold a public
hearing on, Tuesday Evening, February 21 ,
1995 at 8:00 p.m, in the Senior Center be-
hind the Town Building on the application of
Sanlau Realty Trust, 109-123 Main Street,
North Andover, MA. 01845, for a special
permit under Section-8.3, (Site Plan Review)
of the North Andover Zoning Bylaw to allow
the construction of a 4,000 sq.ft., 1 112 sto-
ry, retail. building on property located at the
corner of Sutton Street and North Main
Street in the General Business (GB) Zoning
District.
A copy of the application and plan may be
inspected at the North Andover Planning
Board Office during the hours of 8:30 and
4:30 Monday through Friday.
Any parson interested, or wishing to be
heard on the proposed plan, should appear
at the time and place designated.

RE: Proposed Development of San Lau Realty (Messina)

Dear Ms. Coldwell:
I am writing this letter in support of San Lau Realty's
proposed development of property located at 164 Sutton
Street. As the owner of property located at 200 Sutton
Street, I believe this development will be a welcome
addition to the neighborhood, as it will bring new business
to this end of Main Street. Furthermore, the unsightly
vacant lot, located close to the North Andover town line
will surely be enhanced by the proposed development.
I have seen the proposed design of the building and
believe that the developer has kept the best interest of the
citizens of North Andover in mind through the design
process. It is a very attractive and well designed
building.

Re: Lot 7 Sutton Street (Sutton Square)
Dear Ms. Messina,
Thank you for meeting with me.yesterday to discuss the proposed changes to your site plan
approved for Sutton Square located on Sutton Street, Under Section 8.3(8) of the Zoning Bylaw,
the Town Planner has the authority to review changes in the layout of parking areas and the
landscaping plan provided that no Town Bylaws are violated by the change. I have reviewed the
following changes to the site plan with you.
1. Reorientation of the two parking spaces at the rear of the building to face the building instead
of being parallel to it and the removal of a small area of curbing to facilitate this change. It is
my understanding that this change is necessary due to the relocation of utilities as required by
the electric company.
2. Alteration of the curb line along the south east edge of the parking lot adjacent to Sutton
Street. It is my understanding that the alteration of curb will facilitate the installation of a
guard rail which will separate the parking lot from Sutton Street.
3. Addition of a three (3) foot planter along the northeast side of the building. Although I
support the addition of this planter as it will provide a buffer between the building and the
parking lot and will provide additional landscaping, the location will violate a Town Bylaw
regarding parking space size and driveway width. Therefore you must receive approval from
the Board of Appeals prior to receiving my authorization to construct the planter.

I have reviewed the proposed sign for Sutton Square Grille. Although the decision requires that
the sign be constructed of wood, the Planning Board has allowed sign foam as a substitute. I
therefore approve the sign design and material.
