Justin From: Maryanne Thurrott[mthurrott@rdva.com] Sent: Friday, October 17, 2003 4:23 PM To: pdunford@vhb.com Cc: jwoods@townofnorthandover.com; Ken Cram Subject: Eaglewood Shops Additional Comments Pat- Based on a review of the proposed Eaglewood Shops retail store to be located off Salem Turnpike (Route 114), in North Andover, Massachusetts,VAI has the following additional comments: • There is a decrease in traffic volumes from Existing to No-Build at some locations. • Please provide clean copies of the background development networks. • Back-up data should be provided relative to the site generated traffic volumes assignment. • The pass-by traffic volumes do not appear to have been distributed based on the respective weekday evening and Saturday midday existing peak hour traffic volumes. • The peak hour traffic volume networks should be checked against the Synchro analysis. At the intersection of Route 114 at Peters Street, the westbound through/right turn volume seems to be incorrect. Other minor discrepancies exist throughout the analysis. • The signal timings and cycle lengths should be checked for consistency. Please do not hesitate to call with any questions or comments. Dubay Subject: Eaglewood Shops, North Andover Heidi, Just to clarify, the additional analysis that we suggested the project proponent perform would have been for the town's use as a planning tool. Within the Route 114 corridor, there will be several intersections which will operate poorly in the future, with or without the project. VHB has identified mitigation, signal coordination, which will improve flow. With these measures, future operating conditions will not be noticably different than future conditons without the project. We had suggested that the proponent identify improvement measures which would provide for significantly improved levels of service, regardless of land taking. Identifying potential solutions to existing problems would provide the town with a tool for future efforts. Ken 1 1
