(VHB)has prepared this memorandum to detail changes made to the stormwater management system at the proposed Eagiewood Shops Retail Development,in response to Site Plan Review comments prepared by MHF Design Consultants,Inc.and dated November 12, 2003.This memorandum is to supplement the Drainage and Stormwater Quality Report prepared by VHB and dated September 2003 and revised October 2003. The proposed building program has not changed since the last filing of Site Plans made on October 28,2003.Minor grading changes have been made,and catch basins and other drainage structures have been added to satisfy the comments of the peer reviewer.An updated Grading,Drainage and Erosion Control Plan Sheet C-3 is included as Attachment A. Hydrologic Analysis The hydrologic analysis has been modified to reflect changes in the proposed detention/infiltration basin described in the above-mentioned report.The design is no longer accounting for infiltration in the proposed basin.The infiltration requirement will be satisfied with the use of StormtechTM infiltrating chambers(see Attachment B).The proposed detention basin,however,accounts for a "worst-case"scenario in which soils are saturated and flow through the chambers does not infiltrate, but enters the detention basin. The proposed detention basin has been designed to treat the first-flush requirement of 0.5 inches over the impervious area contributing to the pond.However,the roofs of proposed Retail 2 and Retail 3,and the driveway in the back of these buildings,were not included in the water quality volume.The roof runoff is considered"clean"and the pavement is being treated in StormceptorT114 water quality units, therefore runoff from these areas do not require treatment.Runoff volume from the roof of Retail 1 was also excluded from water quality volume calculations.The detention basin outlet structure was designed so that the water quality volume would be held under the low-flow outlet.There will be a gravel trench with a flinch perforated pipe at the bottom of the detention basin to ensure that the basin will drain down effectively over time. Stormwater Quality The proposed detention basin was designed to treat the first 0.5 inches of rainfall,as described above. A Stormceptor unit has also been proposed for the site to treat the pavement adjacent to the Retail 2 and Retail 3 buildings,prior to discharge into the detention basin.All other paved areas will be discharged into the sediment forebay for treatment,prior to entering the storage area of the basin.
