In addition Article 16, Corridor Development District- CDDI 195-16.2.E:
"Professional offices, including, but not limited to, banks, real estate offices, insurance offices, physician offices, dentists,
attorneys, architects, engineers or accountants. No drive-through facilities are permitted with these uses, except for bank
which may be allowed if authorized by special permit".
Just to confirm, you are determining that the contractor uses proposed are not allowed within CDDI --correct?

Paul,
At last night's Planning Board meeting Vinnie Grasso clarified what the garage bays were proposed to be used for. There
are 5 bay doors that will be used for his Roofing business, an HVAC contractor, an Electrician contractor and one other
trade (that I didn't write down). He said all trucks would be kept inside. I cautioned him that those businesses are not
typically considered Professional Offices or Personal Services businesses and that you would have to confirm that those
uses are allowed within the CDD1 zoning district.
Please let me know if contractor bays are a permitted use within the CDD1 zoning district and, if so, what the parking
requirements are. Thank you

Paul, the application does not propose to create a new lot. The lot has been in existence for quite some time. The
application describes the use as Professional/Business Office and Professional Services building. He didn't opt for a TRC
meeting so I am not sure what he intends to use the garage bays for. It will be made more clear at the April 25th Board
meeting,

Dear Conunissioner Hutchins;
Hayes Engineering, Inc. ("HEI") represents Mr. Vincent Grasso ("the Applicant" and "the
Owner") of the above referenced Property. We are in receipt of an email exchange between Ms.
Jean Enright, Town Platuier, and yourself between April 13, 2023 and April 28, 2023 regarding
the proposed uses at the Property and their compliance with the definitions of the allowed
Business Office, Professional Office, and Personal Service Establishment uses.
The Applicant is seeping to construct an approximately 7,800-sf commercial building at the
property consisting of five (5) potential leasable units. These units are designed to be equipped
with either overhead garage doors or glass storefront depending on the potential tenant uses. The
Applicant seeks to house a showroom for his siding and window company to display product
samples, conduct sales and business operations and perform duties typical to the administrative
operations of a business. The Applicant is also seeking to lease space to electricians,plumbers,
architects, engineers, and land surveyors, who are licensed professionals through the
Massachusetts Division of Occupational Licensure to base their offices for similar uses such as
billing, call inquiries, and dispatch. Some of these tenants may operate vans or other vehicles
that carry specialized equipment. The Applicant would like to offer the tenants the ability to
store a vehicle, or sample goods, inside the premise for security purposes. In any event, the
primary purpose of the space will be for office and administrative activities related to these
potential uses.

Hi Jean,
have reviewed the site plan and have the following comments:
Water and sewer stubs for future use were installed to this vacant lot in October of 2008. A 2" copper line was installed
for domestic water use; a 6" ductile iron line was installed for a fire sprinkler system; and a 6" PVC line was installed for a
future sewer connection. These stubs can probably be used to avoid work in the roadway. Attached are the water and
sewer tie cards for these stubs.

This is what the mire Department will need for the project at 189 Willow St.
1. Project specific site safety plan [527 CMR Ch16 and NFPA 241] submitted for review and implemented upon
commencement of construction activities.
2. Fire Protection systems [Fire Alarm and Sprinkler]to be installed in accordance with 780 CMR, MGL 148 and all
applicable codes and standards.
3.A swept path analysis be performed of the site and parking areas to ensure FD apparatus has adequate access to the
building in accordance with 527 CMR Ch 18
4.A secured key access box will need to be installed in accordance with North Andover By-Law ss. 50-12 and 527 CMR
Ch 18 [18.2,2.1]
