Meeting Minutes
October 4, 2023
Present: Laurie Burzlaff, Jim Mealey, Denevan O'Connell, Richard Cushing, Diana
Beckley(remote) , Andrew McDevitt (remote), Laura Bates, Maureen Sakakeeny, Gregg
Gilligan(remote), Melissa Rodrigues, Kathleen Colwell (remote) and Stephen Foster
The meeting was called to order by Chair Bates at 5:01 PM in the Select Board Meeting Room at
Town Hall.
Approve minutes of August 30, 2023
O'Connell motioned approval of the minutes, Laurie Burzlaff seconded the motion. The
motion approved 11-0.
Vote to approve OPM Selection subcommittee recommendation for award
Laurie Burzlaff explained that the subcommittee received 13 submissions,ranked them and
interviewed the four top ranked firms, which were Colliers, Left Field, PMA and Turner
Townsend. After interviews, a second rating was done based on references, presentation, and
questions and answers. Colliers was the top rated before the interviews. The subcommittee was
impressed with both Colliers and Turner interviews. Burzlaff said it would be nice to have a
consultant who has good MSBA experience and who we have worked with before. Foster said he
liked their communication skills. Mealey said they have a good team who will work well with
the Town. Bates asked if Colliers would be able to commit to time commitment since they also
have Middle School. The Subcommittee said Colliers presented how they would manage that.
Burzlaff said that next steps would be to negotiate a fee with the highest ranked firm, and that the
bid documents required that action. She will then send them to MSBA for approval along with
documentation of the entire process.
Rodrigues made a motion to authorize Laurie Burzlaff to commence negotiations with the first
ranked proposal, Colliers, and if successful,fee is negotiated to submit to MSBA for approval.
O'Connell second the motion. The motion approved 11-0

Jim Mealey made a motion to adjourn at 5:21PM and the motion was seconded by O'Connell.
The motion was approved 11-0
