NORTH ANDOVER SELECT BOARD MINUTES OCTOBER 10, 2023
Call To Order: Chair Janice Phillips called the open meeting to order at 7:00PM in the Select Board Room.
Select Board in Attendance: Chair Janice Phillips, Laura Bates, Clerk Rosemary Smedile and Richard Vaillancourt were
present.
Not present: Brian Roache
Non-Board Members in Attendance: Town Manager Melissa Rodrigues and Assistant Town Manager Laurie Burzlaff were
present.
PUBLIC COMMENT
Zhanna Chatzman of 422 Boston St asked for the raising of the flag of Israel in the Town to let the world know that we stand
by Israel.
Update from U.S. Small Business Administration
Jim Accurso, Public Affairs Specialist from Office of Disaster and Occurrence Resilience was present at the meeting and
gave an update stating 51 homes and business have applied, 22 homes loans and 15 business applications are in process. Mr.
Accurso stated they have awarded 13 loans totaling approx. $500,000.
PUBLIC HEARING- Request from Massachusetts Electric Company d/b/a National Grid to install underground
conduits on Heath Road
MOTION: Ms. Smedile motioned to open the public hearing for the petition of Massachusetts Electric Company d/b/a
National Grid to install underground conduits on Heath Road. Ms. Bates seconded. Motion approved 4-0.
Dave Boucher, Nation Grid representative, was present at the meeting to discuss how to move the pole at 91 Heath Rd. Ms.
Phillips asked if the road needs to be opened up. Mr. Boucher stated yes. The resident at 91 Heath Rd was present at the
meeting and explained her intention. Mr. Vaillancourt asked if other utilities will be added to the conduit. Mr. Boucher
stated the resident at 91 Heath Rd will make the arrangements with the other utility companies.
MOTION: Ms. Smedile motioned to close the hearing for the petition of Massachusetts Electric Company d/b/a National
Grid to install underground conduits on Heath Road. Ms. Bates seconded. Motion approved 4-0.
MOTION: Mr. Vaillancourt motioned to approve the application of Massachusetts Electric Company d/b/a National Grid to
install underground conduits on Heath Road. Ms. Smedile seconded. Motion approved 4-0.
Request from Veterans Services to use Main Street on November 11, 2023 from 10:00AM to 12:00PM for the
Veterans Day Parade
MOTION: Mr. Vaillancourt motioned approve the request from Veterans Services to use Main Street on November 11, 2023
from 10:00AM to 12:00PM for the Veterans Day Parade. Ms. Smedile seconded. Motion approved 4-0.
Approve request from School Department to increase ARPA funding request for the school security and emergency
assessment to $60,000
MOTION: Ms. Smedile motioned approve the request from the School Department to increase ARPA funding request for the
school security and emergency assessment to $60,000. Ms. Bates seconded. Motion approved 4-0.
Vote to sign acknowledgement of Bread & Roses application for HOME funds

Set date for the 2024 Annual Town Meeting
MOTION: Ms. Smedile motioned to set the date for the 2024 Annual Town Meeting as May 14, 2024. Ms. Bates seconded.
Motion approved 4-0.
FY25 Select Board goals

Vote to appoint James Mealey, Assistant Superintendent, to the Middle School Building Committee
MOTION: Ms. Bates motioned to appoint James Mealey to the Middle School Building Committee. Ms. Smedile seconded.
Motion approved 4-0.
LICENSING
MOTION: Ms. Smedile motioned to open a meeting of the North Andover Licensing Commission. Mr. Vaillancourt
seconded. Motion approved 4-0.
Application from Shazone, LLC dba SRK Transportation for a livery license at 59 Maple Avenue
Nadeem Khan, owner, was present at the meeting.
MOTION: Ms. Bates motioned to approve the application from Shazone, LLC dba SRK Transportation for a livery license at
59 Maple Avenue. Mr. Vaillancourt seconded. Motion approved 4-0.
Mr. Khan asked if this year’s fee can be waived. Ms. Burzlaff stated she would look into it and let him know.
MOTION: Mr. Vaillancourt motioned to close a meeting of the North Andover Licensing Commission. Ms. Bates seconded.
Motion approved 4-0.
Consent Items
A. Accept donation from the Barker Family in the amount of $500 to be used for programming at the Senior Center
B. Accept donation from the Friends of Stevens Memorial Library in the amount of $3650.00 to be used for fall
programming at the Library
MOTION: Mr. Vaillancourt motioned to accept all consent items. Ms. Smedile seconded. Motion approved 4-0.
Approval of Open Session Minutes of September 12, 2023 and September 26, 2023
MOTION: Mr. Vaillancourt motioned to approve the Open Session minutes of September 12, 2023. Ms. Bates seconded.
Motion approved 4-0.
MOTION: Mr. Vaillancourt motioned to approve the Open Session minutes of September 26, 2023. Ms. Smedile seconded.
Mr. Vaillancourt abstained from vote. Motion approved 3-0-1.
Town Manager’s Report
- Ms. Rodrigues stated the FY25 Budget Calendar is now published

- Halloween will be held on October 31 from 5:30-7:30

- Town building will be closed on October 17 for an employee event from 12-2pm

Select Board Update
- Mr. Vaillancourt asked to request a special meeting to raise the Israeli flag. Ms. Rodrigues mentioned the flag can
fly for 30 days at the Common.
ADJOURNMENT
MOTION: Ms. Smedile made a MOTION, seconded by Ms. Bates to adjourn the Select Board meeting at 7:49PM. Motion
approved 4-0.
