In Find Replacement of Front Porch & Stairs
Conditions of Approval, NACC #315
Pursuant to section 4.4.2 of the North Andover Wetlands Protection Regulations, homeowner
Kate Morales, filed for a Small Project Permit application for work proposed at 43 Mill Road in
North Andover. The previous front porch and stairs had degraded and collapsing beyond repair
and were removed for safety. A new front porch and stairs will be built in the exact same
footprint. The work involves: construction of an 8'4" by 3'l 0" enclosed porch and associated
8'l" by 3'4" stairs and railings. The preexisting footings were installed 48" below grade. At its
closest, the porch will be approximately 75' from bordering vegetated wetland on the property.
Construction access and equipment should be mindful of the septic tank location, and its weight
bearing capacity.
During the November 15, 2023 public meeting,the North Andover Conservation Commission
(NACC) found this project to qualify as a Small. Project Permit and voted unanimously to
approve this project as proposed under Category "L" Other similar projects of minimal impact;
as determined by the North Andover Conservation Commission, subject to compliance with the
conditions listed below. The project is approved only as it relates to the Conservation
Commission and any and all other approvals should be obtained by the applicant/homeowner.
All work shall conform to the following:

and attachments, received October 30, 2023
• Annotated Subsurface Sewage Disposal System plan shoving preexisting front
porch and stairs.
The following conditions are hereby mandated:

I. Erosion controls, in the form of 8" mulch socks, must be installed between the limit of
work and the wetlands. All materials are to be stockpiled on the upland side of the
erosion controls.
2. Prior to work commencing, a preconstruction meeting with Conservation Department
Staff, the applicant, and the contractor will be required, to inspect the erosion controls
and discuss the project scope and these conditions.
3. A post-construction inspection shall be scheduled with the Conservation Department to
verify compliance when work is complete and approve removal of the erosion controls.
The applicant, homeowner and their contractors are advised that NO other work on the
property is allowed under this permit. The NACC has jurisdiction over all of the wetlands and
associated I 00-Foot buffer zones on site and any work I t involves round disturbance or

chap gh V,the current conditions in these areas will require permitting with the NACC. This
includes, but are not limited to, house additions, pools, patios, decks, sheds, fences, garden beds
landscaping and bridge installation, tree or vegetation cutting/pruning. These activities shall be
held to the current standards tinder the Bylaw and the WPA. **
