HomeMy WebLinkAbout2023-10-12 Community Preservation Committee Minutes Community Preservation Committee Minutes of October 12, 2023 Present: Vice Chairman Tim Tschirhart, John Mabon, Terrance Holland, Rick Green, John Simons. William Callahan joined the meeting at 7:30pm. Absent: Tracy Watson, Ron Rudis, Staff: Zach Melcher Tim Tschirhart called the meeting to order at 7:00 pm and read procedures for conducting a virtual meeting. All meetings will be recorded and the public will have access. FY25 Calendar—Overall target is preparing for the Annual Town Meeting scheduled for May 21, 2024. T. Tschirhart reviewed the tentative meeting schedule. CPC Financials—Currently have a balance of roughly$16.6 million in the account. The amount encumbered for projects is $6.9 on recreation and land, $2.6 million encumbered for historical and, $1.9 for housing for approximately 10.4 million is encumbered with open projects, leaving approximately$5 to $6 million. T. Tschirhart discussed the status of open project with Zach Melcher. Zach will reach out again. R. Green will provide Zach with an update on the Middle School Athletic School Project and T. Holland would like to know status of the two library projects. T. Holland gave an update regarding the Stevens Coolidge agreement. T. Tschirhart spoke about the application process. The only feedback was from Ron, he suggested adding a section asking if the project has an historical providence, to actually document what that is. This would be helpful for the Historical Commission, so they would not need to try tracking down the historical significance. T. Tschirhart reviewed a flyer that has been created asking applicants to come forward with their project ideas for the November 91" meeting. T. Tschirhart would like a better system to track the project status and balances. T. Holland suggested having applicants with outstanding balances come to the next meeting to provide update. B. Callahan joined the meeting. Dave Rand of 280 Dale Street spoke about meeting with the Town Manager and discussed the lack of handicap accessibility in town. He spoke about his experience having a stroke and losing the ability to be mobile. He suggested providing a wheelchair to residents that are handicap from the Stevens Estate Carriage House so handicap residents can have access to Half Mile Hill. He talked about growing up in North Andover and the wonderful projects the CPC has provided. Mr. Rand wanted to congratulate the committee on all they do. T. Tschirhart suggested looking at all applications going forward to determine if they are handicap accessible. MOTION to approve September 21, 2023 meeting minutes made by R. Green, seconded by. J. Mabon. T. Holland-yes, R. Green-yes, T.Tschirhart-yes, J. Mabon-yes, W. Callahan-yes.,J. Simons abstain. Motion approved 5-0. T. Holland moved to adjourn, and R. Green seconded. The vote was 6-0 in favor.
