I"he North. Ancicaver Health and Police Departments have received several complaints of loose
c,rats and sheep on facipacent private properties or public ways o\vned and maintained by the T"cawwln of
North Andovctr or the C ornnacanwFwfealth of Massachusetts.
On Septenalaer 5, 2023, Animal Control Off icer/Inspewc~tor, l rfad DiC"enzo, conducted an atathcarizec .
inspection at the above referenced address in response to the cornplaints filed. The inspection
revealed the following violations of the North Andover 13o and of 1 lealth Rc eping of Anirrrrals Rides and
Rc,,�uilcations ("Regulations"):
Section 4.3 - All Keeping of Animal .Applications must meet all Zoning Requirements set forth in
the North Andover Zoning Bylaw as summarized in T'alrle `1.
As Of Decernlaer 20, 2023, this property is housing 2 goats, "I sheep, 11 chickens, and f) ducks. In a
letter dated 19crw c rarl:rer 2f:), 2()2k3, tlacw I3rrilcl`rra Commissioner and Zoning rrl I c,r einent Officer
notified the property owner that the nu.nalrer of anirnals I'rcrtrse d at this property violates waning,
and lent sire restrictions. This property is currently zoned for the keeping of 6 chickens only.

ScLdti—o-n-5,11 - A permit to keep one of more animals shall be required for anyone keeping one or
more anirnals as defined in this regulation.
As of Deceniber 20, 2023, this property houses animals without a valid Anirnal Permit from the
l-leaftli 'l)epartrnent. 'I"'I.ie animal Permit application was denied on Sept(,gmbcr 7, 2023, by t1lC
Building Commissioner and Zoning Eriforcenient Officer, citing a violation of zoning and lot size
restrictions based oil the proposed type and number of animals. As as result, the Health
Departnient cannot issue the permit. YOU may re-subtTlit your application, adherirtg to the
allowed number and types of animals as outlined in Section 43, 'able ll of the Regulations.
Section 6.2 - Animals shall not be allowed to leave the property unattending or enter onto an,
abutting property or private lands without written consent of the abutting property owner.
On Septembei- 3, '14, and November 5, 2023, thef'olice Departirient responded to calls in regards
to the aabove-mentioned animals roan-iing outside your property.
You are her(?by ORDERED to remove all unpermitted animals from your property within
thirty (30) days from receipt of this letter. Failure to comply within the specified time period may
result in a fine of up to Three f-iUndred Dollars ($300) per day in accordance with Section 9.2 of the

Department is re(�juired to verify compliance.
