CALL TO ORDER The meeting called to order at 7:00 pm. II. PLEDGE OF ALLEGIANCE III. APPROVAL OF MINUTES A. Meeting Minutes from May 25,2023 presented for signature. Motion made by Dr.Patrick Scanlon for approval,seconded by Jennifer Abou-Ezzi,all in favor and the minutes approved.(4-0-0) B. Meeting Minutes from June 22,2023 presented for signature. Brian LaGrasse welcomes Shanene Pierce to the Town of North Andover,Health Department. Ms. Pierce is the new health department inspector. Shanene has been a health inspector since 2017, recently her career was with the Massachusetts Department of Public Health Community Sanitation Program. Shanene grew up in the Merrimack Valley area,and therefore is familiar with the surrounding communities. It is exciting to be back home. The summer has been busy with flooding and power outages. Shanene is up to speed and is ready to tackle everything that comes our way. V. OLD BUSINESS A. Grants—Update I. Community Health Improvement Plan—this grant started summer of 2022 with funding received from ARPA and the Commonwealth of Massachusetts. North Andover partnered with the Town of Andover to pool resources. With the funds received,the towns completed a Community Health Improvement Plan. The plan included focus groups,written surveys,online surveys,interviews with residents and employees of the towns. The information was sorted,compiled and an Advisory Group formulated an improvement plan for both North Andover and Andover. The plan is in draft which is being reviewed and edited. It consists of 53 pages. There are three priorities discovered: mental health across the lifespan which includes substance abuse;affordable housing 2023 North Andover Board of Health Meeting Note: The Board of Health reserve the right to take items out of order and to discuss and/or vote on items that are not listed on the agenda. Each area has objectives and draft strategies with outcome indicators to monitor over the next several years. The town has been given a list of potential partners and resources to help with each strategy. 2. The Public Health Excellence Grant—North Andover has partnered with five other communities in the area. Money has been received from the Commonwealth of Massachusetts to do a shared services group. This group will expand and increase our capacity as public health professionals. Regional staff will be brought in to help each town to complete more inspections and nursing care. This will allow the communities to accomplish more tasks. The grant has been received. An inter-municipal agreement is in draft and then shared staff will be hired. The Shared Services Coordinator has been hired,her name is Annette Curbow. She will be invited to the next meeting to discuss her new position and the tasks at hand. Currently,Ms.Curbow is in the process of hiring a shared public health inspector and a public health nurse. Year two funds have not been received b the state,the will arrive shortly. The allotment has been increased to over$500,000. Y Y With this money,the goal is to bring in more staff,trainings,programs,standardization for inspections,and software which will be shared across the region. B. Petco—Update Over the past year,the health department has been working with Petco to remediate an ongoing rodent infestation. The issue has been resolved. The department worked with Petco and their pest company to rectify the issues. See Appendix A. All food sources where located and removed. The store was cleaned,and the infestation was eradicated. As of last Friday,Petco was given permission to bring food back in and reopen to the public. C. Vaccine Clinics—See Appendix B. D. File for Life—Michelle Davis has requested for the files to be distributed to Emergency Management, Fire Department,Senior Housing,and Assisted Living. More will be ordered in the future. See Appendix C. I VI. COMMUNICATIONS,ANNOUNCEMENTS,AND DISCUSSION A. Mosquito Updates—See Appendix D. B. Housing Updates—Shanene Pearce From Shanene's start date she has been assigned to at least 12 housing cases which is a decent amount for any one inspector. A lot of the housing cases are more general. Issues within the units had some dealings with water damage,pest issues,and seasonal mice.A lot of occupants and even property owners call because of the flooding that the town has had. Shanene has discussed with occupants and owners about options and giving resources. There are currently two active hoarding cases. These cases are complex. They require a great deal of time for the Health Department and the Town Community Support Services. One cases has been going through the Northeast Housing Court and the town is also working with the property owner. Shanene does weekly visits. C. October Date Change—The October meeting falls on the dates that the department will be at the MHOA Conference. Various options where considered. Decision is to meet on November 16,2023 at 6:00 pm. An emergency meeting will be called if needed. D. The septic contract for Mill River Consulting has been updated. Mojin has been brought on as the new Food Consultant. E. Harrison's has voluntarily closed. It will be sold to a new owner.Jaimes is in the process of re- building. There has been interest in the old Dunkin Donuts location on Main Street. VII. ADJOURNMENT MOTION made by Jennifer Abou-Ezzi to adjourn the meeting. August 14,2023 Petco Health and Wellness Company,Inc. 790 Waverly Road North Andover,MA,01845 RE:Rodent Infestation-Public Health Nuisance Petco Health and Wellness Company,Inc.: The North Andover Health Department issued an Order to Correct on March 29,2023 requiring Petco Health and Wellness Company,Inc.to abate an ongoing rodent infestation,hire professional cleaners to clean the premise five times per week and have a pest management company treat the premise at least three times per week. Routine inspections determined the infestation was still ongoing and the required cleaning was not being completed.A Notice of Noncompliance was issued on June 15, 2023 requiring full abatement of the rodent infestation within 30 days,a cleaning crew to clean the premise five times per week and a pest management company to treat the premise three times per week. The Board of Health also issued a$1,000 per day fine until the rodent infestation is abated which continues to accrue. Documentation submitted to the Board of Health indicates that the cleaning crew was only onsite three to four times per week and describes their scope of work as"full store cleaning".However,it has been reported to the Board of Health that the cleaning company only performed services for a portion of the store each day and not the entire facility.Photos from inspections (see attached) show that areas with rodent droppings observed on July 21st and July 26th had not been addressed by the cleaning crew before the termination of their services on August 15Y,2023. Observations made during additional inspections have determined that the infestation persists and that the cleaning of the facility has been inadequate (see attached photos). The continued infestation and lack of cleaning is in violation of the March 29,2023 Order to Correct and June 15,2023 Notice of Noncompliance warranting additional actions by the North Andover Board of Health. Page 1 of 12 The North Andover Board of Health is hereby ordering Petco Health and Wellness Company,Inc.. to complete the following within ten(10) days of receipt of this letter: 1. Remove all potential food sources,perishable items and nesting materials from the retail operation and storage room and relocate all items to an offsite location; 2. Deep cleaning and disinfection of the entire facility including but not limited to front entrance,grooming areas,office space,employee areas and storage room as directed by the North Andover Health Department,once all aforementioned items are removed.The deep cleaning and disinfection must be carried out by a professional cleaning company; 3. Request specific recommendations from your pest management company to eliminate the infestation and submit all recommendations to the Health Department upon receipt. Implement any and all recommendations to eliminate the infestation immediately. Provisions must be made to protect any non-perishable products left in the store from contamination by any chemicals used in cleaning,disinfection,and pest control efforts; 4. Inspection of the facility by the North Andover Health Department after the deep cleaning and disinfection has been performed; 5. Detailed reports from your pest management company on all actions taken and rodent activity submitted immediately after each treatment; 6. Detailed reports from your cleaning company stating what was cleaned after each service; 7. Submittal of an Integrated Pest Management Plan that incorporates detailed ongoing rodent prevention and maintenance procedures,recommended cleaning schedules and specific procedures for store personnel. You have the right to request a hearing before the Board of Health if you feel the conditions of this order letter should be modified or withdrawn. A request for said hearing must be made in writing and received by the Health Department within seven(7) days from receipt of this Order. At said hearing you will be given an opportunity to be heard and to present witnesses and documentary evidence as to why this Order should be modified or withdrawn. All affected parties will be informed of the date, time and place of the hearing and of their right to inspect and copy all records concerning the matter to be heard. North Andover Board of Health has been performing weekly mosquito testing for West Nile Virus (WNV) and Eastern Equine Encephalitis (EEE) since April and have not had a positive mosquito pool yet this season. Positive mosquito pools have recently been detected in neighboring communities. We have been in contact with Mosquito Control and have been informed our risk level has been increased to Moderate. We will continue to perform surveillance and urge all residents to read and follow these important safety tips: Avoid Mosquito Bites • Be aware of peak mosquito hours: The hours from dusk to dawn are peak biting times for many mosquitoes. Consider rescheduling outdoor activities that occur during the evening or early morning. If you are outdoors at any time and notice mosquitoes around you, take steps to avoid being bitten by moving indoors, covering up and/or wearing repellent. • Clothing can help reduce mosquito bites: Although it may be difficult to do when it's hot, wearing long sleeves, long pants and socks while outdoors will help keep mosquitoes away from your skin. • Apply insect repellent when you go outdoors. Use a repellent with DEET, permethrin, picaridin, IR3535 or oil of lemon eucalyptus according to the instructions on the product label. DEET products should not be used on infants under two months of age and should be used in concentrations of 30 percent or less on older children. Oil of lemon eucalyptus should not be used on children under three years of age. Permethrin products are intended for use on items such as clothing, shoes, bed nets and camping gear and should not be applied directly to your skin. Mosquito-Proof Your Home Drain standing water: Many mosquitoes lay their eggs in standing water. Limit the number of places around your home for mosquitoes to breed by either draining or getting rid of items that hold water. Check rain gutters and drains. Install or repair window and door screens: Some mosquitoes like to come indoors. Keep them outside by having tightly-fitting screens on all of your windows and doors.
