The kitchen is small,the refrigeration storage is also striall. The college shuttles flood frorn the main dining refirigcration area across campus for daily replenishment. I"ood items need to be closer. The college looked at doing exterior refrigeration. With [lie infrastructure and the building already in place and with an external grease trap conning off the:kitchen, there was no place to put a foundation without disrupting all of the external infrastructure, utilities, compressors, and exterior grease trap. Cost would have been prollibitable. A plan was contrived to install at-grade coolers next to the building. A canopy will allow for the walk-way to be covered. See submitted design plans(Appendix 13). The canopy goes from the building over the;coolers and the walkway. The area will be completely tenced. Jennifer Abou-Ezzi, motions to close the public hearing, seconded by Bral Spight. (3-0-0). Bral Spight nioves to approve the variance request that so stated in the provided materials, seconded by Jennifer Abotj-Ezzi. (3-0-0), V, COMM UNICATIONS,ANNOUNCEMENTS, AND DISCUSSION A. Department Updates Carolyn Lam, public Health Nurse- There are two remaining flu clinics located at the new Senior (-enter, 481 Sutton Street.. They will be held on Wednesday November 22, and November 29 from 9-30 am - 11:30,arn. The health Department has administered a little over 800 flu vaccines. This includes walk-ins,various departments and the large (Gamily flu clinic. The Senior Center hosted an RSV and a COVID-19 clinic. Carolyn hopes to host Shingles vaccine clinic in the spring. Shancrie Pierce, Public I lealth Inspector .. The department has had an increase ill housing complaints which is,expected. When the cold weather begins the"no heat"and-no, hot water"complaint calls become more active. Various assigned approvals fi.)r licensing are being renewed this time of year Which NSLIUS ill all uptick in this area. Brian FaGrasse, Director ofPubI ic I lealth Beaver season trapping is now open. Trapping by permit is between Al:)ri 1 15 and November 1. Breaching is a.required permit,due to flooding concerns, Housing is ongoing. Septic season closes December 1, however, ifterriperatures remain above freezing,and a system needs to go ill for all ernergency or fadure,then accommodations can be rila& This is typically weather dependent. Grant updates- Public Health Excellence Grant: A regional inspector has been hired. This position works remotely and ill the field with the six difl�rcnt communities. An offer has been made for the regional public health nurse position. A contract is being written for inspectional software. Tablets will be used. Community Health Assessment­ Brian is editing the final draft. It has been in process to;-tile last two months. It will be finalized by next meeting and presented to the board. After, the town assessment will lie presented the select board and put on the town website to be viewed by tile public. Many people will be brought in to implement various strategies. T'he town has exlerided the septic consultant contract fbi,three years. J lie food consultant contract will be renewed at the end of the month. Jennifer Abolj-Ezzi tells the board about the Senior-(.,'enter being accredited which is one of only 120 in the Country. In 2024, Michelle Davis would like to hold a board meeting at the new Senior Center. Brian has been working with Annette Curbow, Shared Services Coordinator,to receive aorant for standardizing inspections with the FDA. Currently, the Monica's Kitchen location on campus is within the Collegiate Church/Student Union facility. When designed, the intent was to service and load the back of house from the central kitchen facility at the Sakowich Campus Center. However, due to popular demand, the year-round logistics of moving food service product from the Sakowich Campus Center has proven to be very challenging, 'Thus, the College is proposing to construct a shelter structure that will contain an outdoor refrigeration and freezer unit immediately outside the back door of the Monica's Kitchen establishment, In an effort to comply with the Board's requirements for,outdoor food service storage, the College"s design and engineering team explored attaching a structure to the building, at the back of house location,. However, due to: significant utilities and a 'underground grease tank, the placement of such foundation and underground utility work is not feasible, and would require massive infrastructure work. The team designed a sheltered structure that would be placed within four feet of the existing building and provide immediate access for staff to obtain product frorn the proposed refrigeration and freezer units. By allowing such a closeby location for outdoor refrigeration and freezing,the establishment can operate without relying on constant food product transfer from elsewhere on campus. I�1 I Fgod Stu Eilcilities In an effort to maintain all foods in storage,with consistent time and temperature to prevent microbial growth, assure unadulterated quality, and secure ft°om tampering, the Town of North Andover's food storage areas shall have the following requirements; 1) A year round food storage area must be attached to the principal structure exterior or be located within a food distribution center or serving establishment. If attached to the principal structure exterior,the Unit MUSt maintain the above stated criteria and comply with the local building, health and fire codes. If the access to the storage area cannot be provided internally, the access to the primary distribution center or establishment shall have a weather proof travel path for protection of the food. The storage area may not be an unattached or adjacent shed, truck, or other storage unit. All components of the storage area must meet minimum standards set by a certifying agency, such as NSF, or be equivalent to NSF. Food storage areas that are not attached to or located within the structure are subject to local board approval and may be approved or denied at the discretion of the Health Department. 2) Temporary Food Storage areas,, for an existing food establishment, that oto not meet the criteria for year round storage area listed above shall require a permit from the Health Department. A temporary food storage unit permit can be issued for a period of time, which shall not exceed 14 days, and shall be a one time allowance, The application must be received 10 days prior to the date needed to utilize the storage, The permit shall state the inclusive dates, location, and any restrictions in the allowed operation. Temporary food storage areas are subject to the approval of the Board of Health and may be approved or denied at the discretion of the Health I)epartment, and are subject to inspection by the Department prior to storing food. ............... ------ -------------------- 3) An emergency storage unit may be utilized in the event of as natural or man made disaster, if a written request is submitted to the Health Department, Upon identification of need, the approval of the emergency storage shall not exceed fourteen (14) calendar days, The emergency storage unit is subject to inspection prior to the initiation of food storage. The utilization of a storage unit for greater than the specified time and without a specific extension waiver to this regulation may result in the immediate ernbargo of the stored goods. Procedure for the embargo process shall be as found in 1.05 CM R 590.016, IV Marignme , A variance from the requirements of these regulations shall be at the discretion of the Board of Health. All requests shall be made in writing to the Board of Health. In the request,the establishment's owner shall dernonstrate tile reason, for tire hardship and why compliance with this regulation would substantially harm the establishment. (A) Any person who violates any provision of these regulations or fails to comply with any order issued pursuant to these regulations: shall, upon conviction, be fined not more than $100 for the first offense and not more than $30(O for as subsequent offense. Each day's offense shall constitute a separate offense. (B) The Board of Health may also enforce these regulations Linder the noncriminal procedures set forth in MG,L,. c, 40s. 211).
