The Planning Board herein APPROVES a seven(7) lot Preliminary Subdivision located on
Boxford Street in the R-1 Zoning District. The application was submitted by Messina
Development, prepared by Christiansen and Sergi, plan dated March 23,2015.
Findings of Fact
The Planning Board makes the following findings as required by Section 4.4 & 4.5 Review and
Approval Standards for Preliminary Plans as set forth in the Rules and Regulations Governing the
Subdivision of Land,North Andover, Massachusetts, Revised February 1989:
A. The applicant submitted a complete application for a Preliminary Subdivision, on March
24, 201.
B. The Plan demonstrates conformance with design criteria for the street plan and profile, as
set out in section 4.2.2, 4.3 and section 6.8 in the town of North Andover Subdivision
Regulations, but with waivers for street length and location of two septic systems within
the 50' buffer zone of property line.
C. The Plan was revised to include accurate property lines for abutter property.
Any decisions made by the Planning Board regarding this Preliminary Subdivision
Application are not binding upon the Planning Board and are not to be considered as an
approval or denial of any future Definitive Subdivision filing,
Any Definitive Plan filed at a future date may contain more detailed information than that
provided with this Preliminary Plan, This information will be presented and discussed at a formal
Public Hearing, The Planning Board anticipates further discussion regarding the following
elements of the definitive plans:
1. Discussion of the ownership&use of the open space parcel,
2. Revisions to the Plan based on comments from town engineering memos dated: 4/13/15
&4/16/1S.
3. Assurance from Board of Health that septic systems are acceptable.
Upon a motion made by D. Kellogg and a seconded by L. Rudnicki, the Planning Board herein
APPROVES this application for a Preliminary Subdivision Plan. The vote was 4-0 in approval of
the application.
