Dear Ms. Cheetham:
I have reviewed the latest submittal for the above referenced subdivision dated 6/23/15
with respect to the proposed water system design. The plan does not include the off-
site water main design in Boxford Street; however, here are some general comments for
it.
1. The proposed water main in Boxford Street must be 12-inch cement lined ductile
iron pipe. The proposed water main in Wellington Way can be 8-inch diameter
as shown on the plans.
2. One-inch copper water stubs with curb stops must be installed in Boxford Street
for all abutting lots between Brookview Drive and Wellington Way. This is a I
policy the Water Department has maintained for decades. The Division of
Public Works recently skipped paving this section of Boxford Street in
anticipation of future water line installation.

I have received a Definitive PRD Plan for WELLINGTON WOODS dated June 12, 2015,by
Christiansen and Sergi Inc. It appears the previous name was AUTUMN WOODS. I offer the
following comments:
1. Sloped granite curbing detail, sheet 12 of 14, should change the name of intersecting street
from Blue Ridge to Boxford St. Why are the limits of curbing different on the left side vs.
right?
2. Sloped granite curbing is proposed for roadway entrance. Vertical curbing should be used
from the intersection with Boxford St.through the radii on the proposed roadway.
3. The grade change from the FF outlet to catch basin 1 is 1' in 135' or approximately 0.007.
Engineer needs to check and verify scouring velocity is adequate to keep pipe clear of
sediment.
4. How much soil cover over the water main will there be through the center of cul de sac?
5. What is the purpose for the depressed cul de sac center. is there test pit data in this area?
Are the soils well drained?What is the outlet for storm water runoff? It would appear a
situation of standing water and mosquito breeding could develop in this area.
6. Lot 4 through 7 driveways need spot grades at their entrances to the proposed roadway to
demonstrate compliance with driveway permit policy. (negative slope from roadway
pavement onto driveway).
7. What is the slope of the cut slope to the right of roadway entrance? A stabilization detail
should be provided.
S. Proposed contours at stormwater treatment area west of roadway should be labelled.
9. Is there test pit data for stormwater treatment area?

Dear Gene:
Thank you for your timely review of the Wellington Woods Definitive Subdivision Plan.
1 would like to take this opportunity to address your comments in your Interoffice
Memorandum of July 20, 2015. For ease of reference, I have reprinted your comments
and my responses are printed in blue:
1. Sloped granite curbing detail,sheet 12 of 14,should change the name of
intersecting street from Blue Ridge to Boxford St. Why are the limits of
curbing different on the left side vs. right?
The curbing detail was mistakenly added to the detail sheet while bringing in
construction details to the drawing. Since Boxford Street does not have curbing and
curbing is not needed for the drainage I did not see the necessity as having it pail of the
design. Boxford Street has a four percent grade change across the roadway entrance. The
elevation at the easterly end of the entrance is 124 and the elevation at the westerly side
of the entrance is 120. The intersection grading shown on sheet 14 maintains that flow
direction.
2. Sloped granite curbing is proposed for roadway entrance. Vertical curbing
should be used from the intersection with Boxford St.through the radii on
the proposed roadway,
As noted above the curbing detail was incorrectly added to the plan, it was not
part of the design intent. If you want the vertical curbing added we will do so.
3. The grade change from the FE outlet to catch basin 1 is V in 135` or
approximately 0.007. Engineer needs to check and verify scouring velocity is
adequate to keep pipe clear of sediment.
Attached is a printout of the results of a Manning Equation calculation for an
HDPE pipe. 1 used a depth of flow of only 3 inches with a Manning coefficient of 0,013 ,
which is rough for an HDPE pipe, and the result showed the velocity in the pipe would be
2.6 ft/sec. Velocities of 2.5 ft/sec and greater are adequate to re-suspend materials settled
in a pipe.

5. What is the purpose for the depressed cul de sac center. is there test pit data
in this area? Are the soils well drained?What is the outlet for storm water
runoff? It would appear a situation of standing water and mosquito breeding
could develop in this area.
The put-pose of the depressed area in the center of the cul-de-sac is to collect and
infiltrate stormwater that drains from the inner portion of the roadway; that is from the
crown to the edge of the road. We do not have any test pits in that area but the soil testing
performed on the property confirms that the soils are an A soil and have rapid infiltration
rates. The alternative to this design would be to eliminate the crown in the roadway
around the cul-de-sac and superelevate the inside of the roadway so that all of the water
flows to the outside. If that is a preferred design we can change the plan.

The slope is 2:1. The detail sheet contains a slope stabilization detail.Let me
know if you need more.

I will label the contours.
9. Is there test pit data for stormwater treatment area?
There isn't any test pit data. I relied on the information from the septic system
testing and used a lower infiltration rate than the soils have in the drainage calculations.
10. Offsite water main design and details not provided
I will add the offsite water line improvements to the plan
11.Deed restrictions will be required for the 10' wide drainage easements on
either side of roadway.

review

Dear Ms. Cheetham and Board Members:
Per your request, I have reviewed the July 2015 Planned Residential Development (PRD) s
Subdivision application and Notice of Intent for the above-referenced project. Included
in the materials I received and reviewed were the following:
• Definitive PKI). Subdivision Plan of "Wellington Woods" in North Andover
MA (14 Sheets), Messina Development Co., Applicant, prepared by Christiansen
& Sergi, Inc. and dated 6/23/15.
■ Stormwater Management Report for the PRD Definitive Subdivision Plan for
"Wellington Way" in North Andover,MA, prepared for Messina Development by
Christiansen& Sergi, Inc. and dated 6/26/15.

My primary focus in this technical review is on the overall stormwater management
approach and design concepts used in the project, as well as its compliance with the
Town of North Andover's PRD Subdivision Regulations, the Massachusetts Department
of Environmental Protection (DEP) Stormwater Management Standards and Regulations,
and the North Andover Wetlands Bylaw. It is my understanding that a Notice of Intent
(NOI) application for the project has been filed concurrently with the Conservation
Commission. My review is aimed at assisting both boards in their respective reviews of
the project.
The project site is an approximately 18,15-acre parcel on the north side of Boxford Street.
It is currently undeveloped and wooded, with drainage overland toward bordering
vegetated wetland systems in the northeast corner and central portions of the site. The
proposed project is a 7-lot cluster subdivision with approximately 12-acres of designated
open space. As proposed, drainage from the development would be managed through a
system of swales, forebays and infiltration areas.

My comments on the proposed plan are outlined below;
I. In general, the proposed plan uses a low impact drainage design that largely,
maintains existing drainage patterns and takes advantage of the site's permeable
soils to treat and infiltrate runoff onsite. I support the requested waivers regarding
pavement width and curbing on the proposed roadway, as they are consistent with
the project's scale and low impact development approach.
2. The project descriptions in the Stormwater Report and the NOT indicate that the
stormwater runoff on the site will be managed through a system of swales, a
forebay and infiltration areas, however there is no sediment forebay identified on
the plans, nor is it included in the O&M Plan, If the design intent is for the
sediment forebay(s) to be incorporated into the Swale design this needs to be
clearly shown on the plan and included in the long term O&M for the project.
3. The outlet fi•om proposed Catchbasin#1 would discharge roadway runoff directly
toward the wetland, within the 50-ft buffer. Since this flow would be largely
untreated, de minitnus calculations are needed in accordance with the DEP
Stormwater Standards 1 and 4.
4. Based on the slope of the proposed roadway, the check dams in the roadside
swales should be permanent structures (vs. temporary erosion control measures)
and should be designed and maintained accordingly.
5. The Stormwater Report indicates that roof drainage will be handled through
subsurface recharge systems located on each lot. The plans include a detail and
sizing calculations for the roof recharge systems, but the locations of the systems
are not shown on the plan. I also recommend a note on the plan indicating that
roof drain overflows are to be directed onto pervious surfaces.
6. As indicated by NRCS soil maps and verified by the test pit data provided, the
soils on the site are predominantly fine sandy loams suitable for infiltration, with
the estimated seasonal high groundwater elevation (ESHGW) more than five feet
below grade in the areas tested. However, the test pits conducted on the site
appear to have been limited to the proposed septic system locations; no tests were
conducted in the two proposed infiltration basin locations or in the (as yet
unidentified) locations proposed for roof recharge. Additional soil testing will be
needed in these areas prior to system installation to verify soil suitability and
depth to groundwater and/or bedrock.
7. The sizing of the proposed infiltration systems and the drainage analysis is based
on a design infiltration rate (8.27 inlhr) characteristic of sand. Based on the soil
maps and test data, which indicate loamy sands and sandy loams, the design
infiltration rate should be no more than 2.41 in/hr.

8. The drainage analysis is based on outdated (1963) TP-40 rainfall data and is not
reflective of current climatology. Per the NRCS Engineering Field Handbook
Chapter 2 - March 2013 Massachusetts Supplement MA-EFH2, more recent
rainfall data developed by the Northeast Regional Climate Center should be used
in place of TP-40 when estimating runoff and peak discharges. Table Al.1 of that
document lists the 24-hr rainfall volumes for the 2, 10, 25 and 100-yr design
storms in North Andover as 3.15, 4.83, 6.16 and 8.94 inches, respectively.
9. The HydroCAD analysis includes a curve number adjustment for frozen or
saturated antecedent moisture conditions (AMC=4); it is unclear what the basis
for this adjustment is, and I believe that the adjusted curve numbers are
inappropriately skewed.
10. The surface area of the proposed infiltration ponds should be treated as
impervious in the model.
11. Grade lines on the proposed infiltration basins should be labeled, and dimensions
of the spillway consistent with the model should be identified.

met by the proposed BMPs.

on the detail sheet, and maintenance of the catchbasins should be included in the

I have no idea why the AMC was set at 4. I should have known by the size of the flows I was getting. I will
adjust to 2. Good review to have picked it up.
We did a test pit in the infiltration area on Tuesday July 28 and found results similar to Test Pits 5A,B,C, 6
A,B,C, 7A,B,C,and 9 A,B,C.
The profile in the infiltration area marked as TP IP is

No water No mottles
The elevations at the above referenced test pits range from 122-126
The perc rates in 5,6,7,an9 ranged from 2 to 4 minutes per inch. In 4 of the peres we could not maintain water
in the perc hole long enough to measure.
I ran a double ring infiltrometer test at test pit IP and the water droped 4 inches in 80 seconds. Which is 180
inches/hr.Not a reasonable number for design.

Dear Ms. Eggleston:
I have received your review comments of July 29, 2015 on the above referenced project and
over the following responses. For ease in discussion, I have repeated your comments and
followed my responses in blue ink,
1. In general, the proposed plan uses a low impact drainage design that largely
maintains existing drainage patterns and takes advantage of the site's permeable soils
to treat and infiltrate runoff onsite. I support the requested waivers regarding pavement
width and curbing on the proposed roadway, as they are consistent with the project's
scale and low impact development approach.
No comment necessary
2. The project descriptions in the Stormwater Report and the NOI indicate that the
stormwater runoff on the site will be managed through a system of swales, a
forebay and infiltration areas, however there is no sediment forebay identified an the
plans, nor is it included in the O&M Plan. If the design intent is for the sediment
forebay(s) to be incorporated into the swale design this needs to be clearly shown
on the plan and included in the long term O&M for the project.
The plans have been modified to clearly mark the forebays within the swales. Profiles of
the swales with check dams have been included on the detail sheets
3. The outlet from proposed Catchbasin #1 would discharge roadway runoff directly
toward the wetland, within the 50-ft buffer. Since this flow would be largely
untreated, de YYlininnis calculations are needed in accordance with the DEP
Stormwater Standards I and 4.
The outlet from CB#1 has been directed towards an infiltration basin (pond 6P).
Pretreatment is provided by the catch basin, The water level in the basin never exceeds
the level of the berm. There won't be any surface flow from pond 6P
4. Based on the slope of the proposed roadway, the check dams in the roadside
swales should be permanent structures (vs. temporary erosion control measures) and
should be designed and maintained accordingly.
The check dams in the swales have been designated as permanent structures and
maintenance addressed in the O&M Plan
5. The Stormwater Report indicates that roof drainage will be handled through
subsurface recharge systems located on each lot. The plans include a detail and
sizing calculations for the roof recharge systems, but the locations of the systems are
not shown on the plan. I also recommend a note on the plan indicating that roof
drain overflows are to be directed onto pervious surfaces.
The design has been changed so that the roof leaders from Lots 1,2, 5 and 7 are directed
to the roadway swales. The roof leaders for the house on lot 3 shall be directed to the
infiltration basin on lot 3. The roof runoff on lot 4 will be delivered to the grassed basin
in the rear of the lot and the roof water from Lot 6 will flow through the rear yard lawn,
through 50 feet of undisturbed woodland and into the adjacent open space.
6. As indicated by NRCS soil maps and verified by the test pit data provided, the soils
on the site are predominantly fine sandy loams suitable for infiltration, with the
estimated seasonal high groundwater elevation (ESHGW) more than five feet below
grade in the areas tested. However, the test pits conducted on the site appear to
have been limited to the proposed septic system locations; no tests were conducted in
the two proposed infiltration basin locations or in the (as yet unidentified) locations
proposed for roof recharge. Additional soil testing will be needed in these areas prior
to system installation to verify soil suitability and depth to groundwater and/or
bedrock.
As indicated on the plans a soil test was conducted in the infiltration area opposite station
1+00. Designated on the plan as TP IP
7. The sizing of the proposed infiltration systems and the drainage analysis is based on a
design infiltration rate (8.27 in/hr) characteristic of sand. Based on the soil maps and
test data, which indicate loamy sands and sandy loams, the design infiltration rate
should be no more than 2.41 in/hr.
Based upon the results of the test pit in the infiltration area, a double ring infiltration test
and the percolation and test pits done for the septic systems at similar elevations the 8.27
inches/hour is appropriate for the sandy soils encountered.
8. The drainage analysis is based on outdated (1963) TP-40 rainfall data and is not
reflective of current climatology, Per the NRCS Engineering Field Handbook
Chapter 2 - March 2013 Massachusetts Supplement MA-EFH2, more recent rainfall
data developed by the Northeast Regional Climate Center should be used in place of
TP-40 when estimating runoff and peals discharges. Table A1.1 of that document lists
the 24-hr rainfall volumes for the 2, 10, 25 and 100-yr design storms in North
Andover as 3.15, 4.83, 6.16 and 8.94 inches,respectively.
The drainage analysis has been changed to reflect the recommended rainfall rates
9. The HydroCAD analysis includes a curve number adjustment for frozen or saturated
antecedent moisture conditions (AMC=4); it is unclear what the basis for this
adjustment is, and I believe that the adjusted curve numbers are inappropriately
skewed.
The use of an AMC of 4 was in error and has been changes to an AMC of 2.

10. The surface area of the proposed infiltration ponds should be treated as impervious
in the model.
The surface of the infiltration ponds has been changed to impervious as suggested.
11. Grade lines on the proposed infiltration basins should be labeled, and dimensions of
the spillway consistent with the model should be identified.
The plans have been changed to reflect the comment.
12, The water quality calculations should be based on 1-inch of runoff in accordance with
the North Andover Subdivision Regulations. It appears that this would be met by
the proposed BMPs.
The calculations have been revised to provide the required one inch/square foot of
impervious area.
13. The plan shows two pairs of catch basins in the proposed roadway in addition to

The plans and the O&M Plan have been revised according to your comments

Stone inlets to the detention pond have been added to the plan as requested

The sedimentation control is the maximum limit of work.The area encompassed within
the sedimentation control is 4.8 acres of a 17.98 acre parcel, or 26%. It is quite possible
the areas within lots 3,4 and 7 will not be cleared to the limits of the haybales. Tile
remainder of the lots will be cleared to the haybales.The final extent of clearing will
depend upon the septic designs.
17. The Erosion & Sediment Control Plan should include measures to protect proposed
infiltration areas, and to restore infiltration capacity of the BMPs that are used as
sediment traps during Construction
Additions have been made to the Sedimentation Control Plan to address this comment.
18, As is indicated in the Stormwater Checklist, the proposed project entails the
disturbance of more than one acre and will therefore require a Construction
Storrnwater Pollution Prevention Plan (SWPPP) and an NOt filed under the EPA
Construction General Permit. The Construction SWPPP should be prepared by or in
conjunction with the contractor selected for project construction, and the Conservation
Commission and/or Planning Board should have the opportunity to review the plan
prior to implementation.

This memo is in regards to the application before the Planning Board for 602 Boxford Street,
Wellington Woods Subdivision. The Health Department staff observed soils testing in January
2015, in preparation for the proposed houses to be built utilizing on site septic systems in their
design plans, The results show that the locations tested could support subsurface disposal
systems. The septic plans have not been received to date however, so comments regarding how
these designs will fit into the landscape proposed for this subdivision cannot be made at this
time. The plan submitted for comment incorporated 600 square foot leaching beds with
associated grading details. The size proposed for the subsurface leaching facilities generally
would support three bedroom houses. If larger homes are proposed they would likely need each
footprint increased a few hundred square feet.
As the subdivision will be serviced by the municipal water system,the Health Department has no
comment in this regard. If you have any questions regarding this memo,please do not hesitate to

the detail for the infiltration basins on Sheet 14 calls for filter fabric between the stone and sand layers.Given

On July 22,2015 the North Andover Conservation Commission(NACC) opened the Notice of Intent
hearing for a subdivision roadway off of Boxford Street. While the NACC does not have jurisdiction
over much of the development, they do have concerns about the open space portion of the PRD. Often
the open space is deeded to the town as open space under the care, custody and control of the
Conservation Commission(Article 97 lands or under a Conservation Restriction). The NACC
members commented that they would be interested in seeing a neighborhood trail developed as well as
a public access point and signage if they were to be given control of the property. They would also like
to see the potential vernal pools on the site certified although this will likely be done as part of the
Order of Conditions issued by the NACC.

I am not pleased to receive comments from the fire chief 48 days after submitting the plans for review by the
departments.
It must be understood that the Building Code does not require sprinklers on single family homes.
The fire chief should be more familiar with NFPA 1 than I am and should have pointed out where the project
does not comply if it does not.
I have added a hydrant at station 3+50, With that the project complies with NFPA 1, specifically:
Annex I Fire Hydrant Location and Distribution
Section 17.3.5.3 Roadways
Chapter 18 Fire Department Access and Water Supply
None of the driveways are longer than 120 feet. The Roadway is designed with a cul-de-sac to provide a
turnaround area.
I don't want this to prevent closing the hearing tonight so please let me know if this is still issue so that it can be
resolved before the end of the day.

Trails require parking areas to be of value. The topography of the land and the design are not conducive to
placement of a parking area.
The applicant,has not decided upon the disposition of the open space. It may stay with the home owners
association, it may be donated to Natural Heritage or it may be offered to the Town. If and when the applicant
offers the property to the Town the amenities required by the Town for acceptance of the parcel will be
provided by the Applicant.

The memo you issued regarding the suitability of Joyce Bradshaws property for septic systems caused some
confusion at last nights Planning Board meeting and has caused the hearings to be continued to the next
meeting.
As you know we provided septic testing on each lot as required. Each of the tests had adequate results so that
development of each lot would not cause injury to the public health. The first three sentences of your review
addressed that specific issue and would have been a sufficeint response in accordance with MGL chapter_41
Section U Approval, modification or disapproval of plan by board,_
Section 81U. When a definitive plan of a subdivision is submitted to the planning board, as provided
in section eighty-one O, a copy thereof shall also be filed with the board of health or board or officer having
like powers and duties. Such health board or officer shall, within forty-five days after the plan is so fled,
report to the planning board in writing, approval or disapproval of said plan, and, in the event of disapproval,
shall make specific findings as to which, if any, areas shown on such plan cannot be used for building sites
without injury to the public health, and include such specific findings and the reasons therefor in such report,
and where possible, shall make recommendations for the adjustments thereof.
The following comments are what caused to Board to call for clarification
The septic plans have not been received to date howener, so comments regarding how these designs
will fit the landscape proposed for this subdivision cannot be made at this time. The plan submitted for
coma eats incorporated 600 square foot leaching beds with associated grading details. The size proposed for
the subsurface leaching facilities generally would support three bedroom homes. If larger homes are proposed
they likely would need each footprint increased a few hundred square feet.
The first sentence was confusing to one board member since after reading it he thought our plans were
lacking because we didn't design the systems. As you are aware system designs at this point in the approval
process are never done and all subdivisions approved in town are only approved on the basis of soils tests
showing that septic systems are possible. It would be most helpful if that sentence did not appear in future
responses to the Board. The limited review required by the Board of Health in the Subdivision review is
further protected by the following declaration in 81 U
When the definitive plan shows that no public or community sewer is to be installed to serve any lot
thereon, approval by a board of health or officer shall not be treated as, nor deemed to be approval of a permit
for the construction and use on any lot of an individual sewage system; and approval of a definitive plan for a
subdivision by a board of health or officer shall not be treated as, nor deemed to be, an application for a
permit to construct or use an individual sewage system on any lot contained therein.

Regarding you specific comments about the size of leaching systems shown on the plan I offer the following:
A 4 bedroom system would be sized for 440 gal/day
With percolation rates at 5min/inch or less the application rate for the system will be .74 gal/square foot which
would yield a system size of 595 square feet.
The slowest percolation rate was on lot one at 8 min/inch which would have an application rate of.66
gal/square foot requiring a 667 square foot system
So a 600 square foot system on all but lot 1 would support a 4 bedroom home not be limited to a 3 bedroom
home
The systems shown on the plans were chambers.The number of chambers shown on each lot varied as
required by the percolation testing

As you know the use of chambers allows 7.93 square feet of leach area per linear foot(we used chambers in all
three lots recently approved on Boxford Street)
Using that rate the square foot of leach area provided for each lot as shown on the plan is as follows

As you can see from the above the systems shown exceed what is required for a 4 bedroom home.We have not
only accounted for 4 bedroom homes we have accounted for various percolation rates and larger homes, specifically
lot3.
apologize for not providing this information to you for your review but hope it will be helpful to you in revising
the recommendation to the Planning Board that the project presently before the Board has adequate testing to show
that septic systems can be built on the lots without a danger to the public health.

Just a follow up on the trails issues.It has been suggested that there is a trail at the end of Duncan Drive. It
doesn't show on the trails clap.
The end of Duncan drive is overgrown.There is water within 50 feet of the cul-do-sac.From a brief visual

Jen, it is my understanding that regarding a PRD, the openspace that is part: of that filing must be donated to
and controlled by the Town or it's designee. I think Phil is incorrect when he states that an association or non

The certification of vernal pools is acceptable to my client. It is my understanding the certification will be done
by the Town with no expense to my client. Additionally,the certification of the vernal pools, since it is after the
fact we have been assured the certi-fication will not impact the subdivision lots in any way. If I am incorrect in
those assumptions please let me know(Jennifer).
As far as the disposition of the land is concerned I think the owner has three options
1. Retain the land in the homeowners association
2.Donate to the Town
3. Donate to Natural Heritage,Essex County Green Belt or other non profit environmental groups.
If the land remains in the homeowners association there won't be any trails for the public because of the liability
problems.
If the property is donated to the Town there are several things that need to be thought out.
1.Three of the neighbors from Duncan drive were at the meeting before last and told us they don`t want trails.
They axe concerned about people wandering through the woods. If trails were to be established I think abutters
need to be notified and be able to express their oppinions regarding trails.
2.Con Com members suggested parking areas off the proposed roadway for people using the trails. The slope of
the roadway and the country drainage are not conducive to creation of parking areas along the roadway. When I
raised this issue at Planning Board Mr. Simmons indicated that parking areas were not necessary. So I see a
conflict between Con Com and Planning.
3.The trails map I sent to you does not show any trails near the site. So the trail on this property would not tie
into any other trail.
4. Additional questions would be

Who does the permitting of the trails with Natural Heritage?
Who pays for the construction of the trails?
If the property is donated to an environmental group all of the above issues become their problems.

I am wondering if you would like to provide a memo regarding the position and preference of the applicant relative to
the Use and Ownership of the designated open Space. I am sensing that this topic may hold up the project. I attached
the memo from the Conservation Commission because it notes their interest in having the Town-Conservation
Commission own the land, as well as having a trail, parking and signage, I also understand that some neighbors of the
Duncan Drive spoke up at the Conservation Commission meeting. They did not speak at the Planning Board meeting, so
many of the members are unaware of their concerns.

At the Last meeting John Simmons asked about the line of site. For the record I want to confirm that it
exceeds 400 ft when approaching the proposed roadway from the west. It exceeds 300 feet when approaching
the site fiom the east. The stopping site distance for 40 mph is 300 ft. The posted speed limit on Boxford st is
35mph. The stopping sight distance for 35 mph is 250 ft.

Just a follow up on the trails issues. It has been suggested that there is a trail at the end of Duncan Drive. It
doesn't show on the trails map.
The end of Duncan drive is overgrown. There is water within 50 feet of the cul-de-sac. From a brief visual
inspection there isn't a useable trail from Duncan Drive into the open space.

3. The cul-de-sac island should have a 6' wide shoulder made of dense graded stone inside the
edge of pavement. Installation of curbing in this area will make drainage and snow removal
less efficient.

make sure infiltration occurs and a condition of standing water does not develop, If standing
water persists, field adjustments shall be made to eliminate this condition.
5. Check dam detail including materials has to be approved by DPW during construction.

approved by DPW during construction. This may include the planting of trees or shrubs to
prevent slope failure.

The following comments were received from departments;
• Health—The applicant and the Board of Health Agent reviewed the comments in
the previous letter and a new letter of approval was submitted. (8/19/15)
® Conservation—The Conscivation Commission met(8/26/15) and discussed the
Open Space for the project. There are no public trails within a '/2 mile radius of
the open space parcel. The Commission agreed that trails are a worthy amenity
for the neighbors but also acknowledged that the topography may or may not be
,suitable in the open space that is set aside in this project for establishing a new
trail. Further,the Commission felt that any determination about trails in the area
should be based on the requirements established by the Natural Heritage
Endangered Species program.
• The DPW Water Division requested an additional plan and it has been provided.
® DPW—I am waiting for the final approvals from engineering. I will transmit
those when they are available.
• Peer Review—The email from Lisa Eggelston(8/12/15) stated that she was
satisfied with the project with one exception and an outstanding item: the paving
on the inside of the cul de sac.
® Please review the two Draft Decisions and be prepared to add comments either in
redline form or at the meeting. The PRD Special Permit specifically addresses the
elements of the PRD Bylaw Section 8.5. The Definitive Subdivision should
reflect the elements of the Subdivision Rules &Regulations for the Town. I tend
to use italics when I am uncertain of something and looking for additional
information from the applicant and/or Board.

2. 1600 Osgood Street: OSGOD_Special Permit
The Zoning Board of Appeals met on Tuesday,Aug. 25, 2015 and came to a conclusion
about the relief sought from the applicant. I do not have an official letter from the ZBA
relative to their decision. It will be transmitted to the Board as soon as it is available. I
included a copy of the ZBA Legal Notice for your information.
The applicant has indicated that they plan to submit revisions to the original plans due to
the discussion and guidance at the ZBA meeting. Those plans will be transmitted as soon
as they are available.
The request for a time extension until Sept. 30,2015 is with the Town Counsel and the
applicant attorney. I will forward it when received.

Thanks very much for touchinng base. A proposed trail through the open space parcel would likely require a
formal MESA filing (MESA Project Review Checklist) and review,and we would need additional information
(e.g.,how constructed,proposed uses,location,width,surface,likely maintenance,etc.) to provide more
concrete feedback. Trails can be of concern in some instances;for example,proposing to create a new trail or
widen an existing trail through state-listed plant habitat. But in this case,in concept,I would not anticipate
having significant rare species concerns about a minimal width,unpaved trail for passive recreation (e.g.,
wanting,hiking,snowshoeing,etc.).
In advance of filing,you're welcome to send along conceptual plans (via email) for our review and feedback.

2.Granite bounds are shown on the plans
3'The six foot wide shoulder of dense graded stone will be added to the plan (this is a response to Lisa's
comment about a horizontal curbing)
4. A note will be added to the plan responding to this comment
5. A check dam detail is on the plan but a note will be added concerning DPW approval
5. A note will be added regarding the 2:1 slope erosion protection
7. A note will be added regarding the form N
All of the above changes can be made to the mylars prior to endorsement

formal MESA filing(MESA Project Review Checklist)and review,and we would need additional information
(e,g.;hoer constructed,proposed uses,location,width,sivace,likely maintenance;etc,) to provide more,
concrete feedback,Trails caxi be of concern ill some instances;for example,pro sin to create a n6W tail or
widen an existing bail through State-listed plant habitat.But in this case,in concept,I would not anticipate
having:significant rare species concerns about a,minimal width,unpaved trail for passive recreation(e.g.,
walling,hilcuig,snowshoeing,etc,).

This subdivision is being developed as a Planned Residential Subdivision or PRD.There is an open space component to
that.The commission has asked me to look into whether or not a trail would be allowed through the open space parcel
or if NHESP would rather see the open space left untouched for protection of the Blandings habitat. I look forward to

Carol---t have attached the Definitive Subdivision Decision and the PRD Special Permit Decision for your review.
Brian---Although I picked up this filing well into the discussions, my understanding was that the Open Space would be
deeded to the The Town of North Andover(and a Conservation Restriction) like the abutting Open Space parcel for the
Brookview Drive PRD. The Planning Board was interested in trails being established at some point in the future, if
feasible. John Smolak was at the hearing when this was discussed. Do you mind checking with him to see if this is his
understanding as well? The HOA would still have to maintain the stormwater structures in the Open Space parcel.
